On September 18th the Counci) will hold a hearing regarding
assessing the resid3nts of Clearview Addition for Sewer and
Water imL-,rovements. If it is the contention of the City or
of the City Engineer that this project is complete, I protest;
Parrott Construction has not followed through on the promise-
made (on beha?f of the City) that the road would be restored
"to at least the same, and I see no reason why it wouldn't
be better, condition", as stated by Mr-, Rosene at the original
project hearing,

I personally have had to shovel between 5 to 8 wheelbarrow loads
of this "roadbed"out of my driveway each time we get a hard rain.
On one occasion l piled it up at the edgp of the drive-the pile
was 3 feet high and 6 feet in diameter-until the next rain when it
washed further down the street.
In addition the gradeon Lenore Lane is poor -- relatively level from
Cliff until it meets a manhole cover -- then relatively steep --
then leveling off, In front of my driveway it is approximately
5 inciies above my drive, north of my drive the road is 8 inches
below the storm sewer inlet at Beecher. 0n Beecher ard Blackhawk
my neighbors have had to erect a concrete bleck "wing dam" and
the lower end of Beecher by the holding pond is a pond whenever it
f-ains.
4Jhy tnese p roblems? I'm not an engineer, but to a layrian it would
seem that the lack of quality materials, the lack of a proper grade
and the lack of packing after spreading al1 combine for a mess, In '
fact, when a Parrott employee was removiny some soft spots this
spring, he admitted the material used for the roadbed was so poor
that it didn't have a chance of holding on the grade.
Tne roadi?ed put in oriqinally by Mr. R:3hn when Clearview was platted
held up for over 10 years with minimal maintenance or regravelling.
The Council sliould live up to its promise (made through Mr. Rosene to
the Clearview residents) to restore the road, 1^Je shouldn't have to
pay far "rest.oratiori" when the restoration is not complete.
In addition, I have a leqit+mate gripe and several questions:

First, the "gripe". On five separate occasions.l spoke to ?
an employee of Mr. Rasene, to Mr. Rosene, to the City Public
Works office secretary (3 times) about the condition of Lenore
Lane and Beecher, and specifically about the fact the sand
kept washing into my driveway which was originally above the
street. 3oth Nir, Rosene and his employee promised to check
it out, but did notning, The City Public Works secretary
said she would pass my request on -- but I never received the
courtesy of a reply, not even when I stopped in personally,
All I wanted to know was who had the responsibility for the
streets -- °arrott's or the City -- and when we would get
some minimal maintenence.
The eventual reply was the formal notice of a hearing;
Within a few days of the iotice we also had a cursory grading
of both streets, the first since spring!: I say a cursory
grading because we still have soft sides, the road is still
below the storm sewer intake, and a pite of "road" was left
sitting at the intersection of Lenore and Beecher. Come and
see for yourself, preferably when it's raining;
As to questions, who pays for the fact my stubs were not put in
where staked, and for the subsequent digging up and moving of
my stubs? Who pays for the time (and black dirt used) necessary
to correct a lousy sod laying job where the crew laid sod over
existing 18wn? Who pays for getting our cars re-aligned and
wheels re-balanced?
Finally, 4JIiY are we being asked to now put in blacktop? Who
peeitioned or, our behalf? The residents are opposed to it;
we're fiecing the prospect of being "benefited" right out of
our homes. Rumor has it that Lenore and Beecher must be
blacktopped to service the development going in to the north of
us--that we'll be the on]y entrar:ce and exit, (f so, the
developer should pay, not Clearview residents, If not so, and
if the biacktop petition is Mr. Rosene's, he is in essence
admitting that Parrott's did a poor job, and is covering up --
rather than correcting_-- the poor workmanship, '
It will be interesting on September 18th to see if the Gity
Council sticks to its promises, or sticks it to the residents .
to benefit Parrott's, Boonestroo, Rosene and Anderlik, and
a developer. Please, restore my faith.in the democratic process,

The City's Finance Department has recently reviewed the fees you
paid regarding the initial water hook-up and subsequent meter turn
around at your residence. Upon completion of this review, we have
determined that your utilization of City water is subject to the
collection of the water treatment plant connection charge. This
charge, which is at the rate of $228 for 1989, is due from all
water users either first hooking up to or using City water after
the construction of the City's water treatment plant. Well in
advance of the construction, water user rates included a surcharge
to allow for financing the treatment plant. Consequently, new
users are required to pay the connection charge as part of the
financing and to ensure equity for all users both old and new.
I am, therefore, requesting that you remit $228 to the City to
complete this transaction. I apologize for the delay in calling
this matter to your attention and for any confusion it has caused.

On September 22, 1989 a water turn-around permit was issued to the
above address. Prior to issuance, the applicant called to see what
fees would be charged for this connection. In reviewing the
records through the Engineering and Protective Inspections
Departments, it was found that on May 9, 1979 this residence hooked
up to City sewer. At that time, the water line was run in and the
meter and readout were installed, but were not used for the past
ten years.
A normal review through the Assessment, Engineering, and
Protective Inspections Departments is completed to gather.
information as to what connection fees and fees should be charged
and the applicant is then informed of these charges. In this
particular case, all fees were paid except for the $15 water
account deposit. We then issued a plumbing turn-around permit for
inspection by a City plumbing inspector to see that everything
meets City standards, i.e. backflow preventers, PRV's and the well
being separated from City water.
Two days after issuance of a turn-around permit, it was discovered
through Utility Billing that there was a mistake made somewhere
along the line in that the water treatment fee should have been
collected in this particular case. This charge was not in place
ten years ago. After reviewing this situation with Gene
VanOverbeke, he stated that as long as the water was hooked up
previously without usage, the City should collect this fee. As we
come across more of these situations, we should assist_each other
in determining appropriate fees. I will leave it up to you to
decide if someone from your department would like to follow-up on
this particular address for collection of the water treatment plant
fee.
