Dear Kevin:
This letter is a follow up to an earlier letter sent to you on February 22, 2002 asking that you
provide specific engineering for foundation walls that were outside the scope of the generic
engineering available at the time of inspecrion for three homes on McFaddens Trail (713, 716, and
717) and one home on Leonazd Lane (672). To date, we have had no response from you in this
regard. We also requested an engineer's report based on a site visit stating that the foundations
were installed to those specifications.
Failure to provide the requested engineering by April 12, 2002 may result in the City issuing
immediate stop work orders for these homes until such time as you provide the requested
information.
In addition, the foundation at 4704 Isabelle Court was poured without an inspection. We are
requesting a report from a registered Engineer verifying that the foundation was installed
according to the approved plan specifications.

portion of the foundation system for this residence under construction.
ASSiGNMENT
J. M. Dahlmeier Engineering Inc. / Ulteig Engineers, Inc. has been retained to provide a
structural engineering review of the foundation system with respect to a crack in the
common wail between #he garage and lower level for the residence under construction
located at 672 Leonard Lane, Eagan, MN as directed by Terry Schniepp of Poured
Foundations, Inc.

A crack has developed in the foundation wall system.
The City Building Inspections 'Department wishes to have an independent structural
engineering review of this condition in the foundation system.

OBSERVATIONS ANb COMMENTS
1. A site visit was canducted by John H. Dahlmeier of J. H. Dahimeier Engineering
.Ulteig Engineers, lnc. on March 94, 2002 to review the structure and visible
distress.
2. The foundation system is a cast in place concrete system with a 8" thick, 91-0"
high common wall between the garage and lower lavef.
1 Poured Foundations, Inc. was the foundation contracfor for this job. The work
was constructed in accordance wRh J. H. Dahlmeier Engineering inc. standarcl
drawings prepared for Poured Foundations, inc. dated 09101102. 7erry Schniepp
reported that reinforcing is #4 @ 24" horizontal, #4 @ 24" vertical, with sand
backfill. The wall wil€ be tied to the garage slab with reinforcing.
4. The following observations were made with respect to the fovnda#ion system:
a. A somewhat vertical crack exists on the interior face of the common wali,
approximately 1132" wide. The wall is essentiaUy plumb at #he corners.
b. The wall is not out of plane at the crack.
c. The wall is out of plumb approximatety 114" over the height.
d. The first floor firaming has been installed supporting the top of the wall.
5. Terry Schniepp of Poured Foundations, inc. reparted that the cracks occurred
shortly after backfiliing the garage side without installing bracing to the top of the
wa1f.
6. 7he most probable cause of the crack is pressure from the backfilling operations
without bracing the top of the wall. No significant changes are expected.
CORRECTIVE MEASURES
7. 7he following corrective measures are recommended:
a. No corrective measures are required to the concrete common wall
between the gacage and lower level.
b. Ensure that connections between the top ofi the wall and floor joist are as
shown on the standard drawings.

The purpose of this letter is to report the findings of a structural engineering review of a portion
of the foundation system for this residence under construction.

Ulteig Engineers, Inc./ J. H. Dahlmeier Engineering Inc. has been retained to provide a
structural engineering review of the foundation system with respect to the exposed rear and side
walls of the garage for the residence under construction located at 672 Leonard Lane in Eagan,
MN as directed by Kurt Manley of Manley 8rothers Construction.

OBSERVATIONS AND COMMENTS
1. A site visit was conducted by John H. Dahlmeier of Ulteig Engineers, Inc./ J. H.
Dahlmeier Engineering, Inc. on March 14, 2002 to review the structure.
2. The garage foundation wall system is cast-in-place concrete with an 8" thicW10" thick by
9'-0" high wall.

3. Pou3ed Foundations, Inc. is the foundation contractor for this project. The work was
constructed in accordance with Ulteig Engineers, Inc.'s standard drawings prepared for
Poured Foundations, Inc. dated 01/01/02. Terry Schniepp of Poured Foundations
reported that the wall vertical reinforcing is #4 bars at 24" on center horizontal and #4
bars at 24" on center vertical placed on the outside face of the wall. The backfill material
is sand. The wall will be tied to the garage slab with reinforcing bars.
4. Steve McDonald of Manley Brothers Construction stated the following:
a. The grade on the side wall varies from 1 ft. to 5 ft. below the garage slab.
b. Across the rear, grade varies from 5 ft. to 6 ft. below the garage slab.
5. These conditions are simiiar to Ulteig Engineer's, Inc.'s standard drawing sheet S-3D
dated 01-01-02.
6. The top of the foundation wall will be tied to the garage floor slab with hooks (#5 bars at
36" on center).
7. Final grade has not been completed.
ENGINEERING ANALYSIS
8. An engineering review confirmed the design shown on Sheet S-3D (attachment 1) is
correct. This construction meets or exceeds these requirements. Therefore, all poRions
of the garage foundation wall for this residence with grade at or to 4 feet below the floor
slab are structurally adequate.
g. A structural engineering analysis was completed which determined that the 4 foot
maximum shown on sheet S-3D could be increased to 5 feet in cases where the garage
backfill materiai is granular, which is the case at this structure.
10. Further, it was determined that when the vertical steel is on the outside face of the wall
and the wall is tied to the slab, which is the case in this structure, the grade can be down
from the top of the garage slab 51-6".

CORRECTIVE MEASURES
12. Grade will need to be corrected to provide a maximum of 5'-6" below the floor slab,
except that it may extend to 6'-0" below the floor slab when within three feet of a
foundation wall corner. Slabs which have not been placed are to be doweled to the wall
with #5 hooks at 36" on center with a minimum of three feet extending into the slab.
PROFESSIONAL OPINION

It is my professional engineering opinion that the garage foundation walls for this
residence will be structuraliy adequate after final grade is provided as indicated above.
