I apolo- gize £or'the lateness in this response but an overall evaluation had to be performed be£ore a response eould be returned regarding the proper outlet to the pond adjacent to Greenleaf Drive. The pond located on the west side of Acorn Street receives a certain amount of drainage from Dodd Road by way of an overflow of a marshy drain area between Dodd Road and Acorn Street. The?culvert under Acorn Street was installed to continue this drainage to the pond just west of Greenleaf Drive due to its potential threat of over- flowing Acorn Street and washing out the road. There is a present culvert connecting the pond adjacent to Greenleaf Drive to the pond on the southside o£ Dodd Road. How- ever, vuith the highwater tables and rainfall that we have experienced in the past two years, all three ponds are at high elevations. Consequently, we have determined that an outlet from'the pond on the southside of Dodd Road will be required to he con- structed in the near future. We will be approaching the City Couneil for authorization to prepare a feasibility report to proceed with this storm sewer outlet for the pond on the southside of Cliff Road. Onee this outlet is installed, it will control the water elevation of the pond on the west side of Greenleaf Drive. Once this outlet is installed, it will lower the existing elevation by approximately two feet to its final controlled elevation of 912.0. With this controlled outlet storm sewer being completed, this pond will maintain its controlled elevation except after periods of exceptionally heavy rainfalls. During such times, it will "bounce" approximately one to three feet to a maximum of 915.0 and then will quickly recede as the storm seuuer sytem allows it to drain. All ponds in the City of Eagan will eventually have controlled storm sewer outlets as a part of the City's coiaprehensive master storm sewer plan. However, these outlets must be installed in a phased schedule coineidental with development. It appears that the outlet for the pond on the southside of Cliff Road (LP-28) will be required to be installed probably during the 1981 construction seaeon. We hope to have a feasibility report prepared during early 1981 for consideration by way of a public hearing before the City Council during the spring of'81. I£ this outlet is approved, controlled ele- vation of your particular pond will be attained by the fall of 1981. THE LONE OAK TREE ... Friends from Minneapolis were visiting us over the weekend and were appalled at tAe "trash" in our neighborhood, South Oaks (corner of Clif£ Road and Hwy. #3). Are there any city ordinances which prohibit Eagan residents from storing old building supplies, lumber, trash barrels, etc., in fu11-view of front yards? I would like this matter checked into, please: at 580 South Greenleaf, within 15 feet of the road and stored on a utility easement next to a Norgas tank.you will find a pile which is at least 4z years old--at least be:,ause we have livad next door to this "storage" of unused junk for 43? years. The croaming point came last week when an out-of-use commode (toilet) was put out along with the other miscellaneous goodies. The owners have more than an acre of property and it seems to me that the "junk" could be stored anywhere except facing our home and the main street. On Acorn Street there is a gray residence which has been under construction for three years. Again, the front yard has an enormous pile of miscellaneous building supplies--trash--misc.---and it should either be dumped or moved out of the front of the yard. I am not familiar with zoning or covenants or codes, but one does not 'find trash in Wilderness Run, Oak Chase, Ches Mar, etc., etc., and 2 am seriously wondering why our neighborhood is allowed to look so awful. Our home was recently appraised at more than $100,000 and the fellow commented that if it were in a better-kept neighborhooii, we could have added 10% more to the value. ?
