Special Inspections and Testing Procedures
The special inspection services were provided by a qualified engineer or International Code Council (ICC)
inspectors in accordance with the requirements of Chapter 1700 of the International Building Code (IBC),
the Special Inspection and Testing Schedule and/or the project plans and specifications.
The purpose of special inspections is to provide a review of the contractors work designated by the
project structural engineer as needing special inspection under the guidelines of the IBC to determine
compliance with the approved construction documents. The special inspector does not have the
responsibility or authority to, nor is it the intent of special inspections to have them, judge, or modify
the construction documents. Only the structural engineer of record can do this.
As the special inspections were completed, a Special Inspection Daily Report was prepared to
summarize the results of our inspections and testing. A copy of this report was provided to the
contractor's site representative for their review and records. As part of this report, items needing
correction or discrepancies observed from the approved construction documents were noted. As
needed, we also contacted the project structural engineer for additional clarification on specific issues
related to the drawings or discrepancies observed.
Plans and Specifications
The provided plans and specifications or the plans available at the site were used for our inspections.
Observation and Testing Summary
Soil Evaluation and Testing
Soils exposed at structure subgrade elevations and in excavations were visually evaluated, while those
below subgrade elevations and excavation bottoms were evaluated using hand auger borings. These tasks
were performed to determine if the observed and tested soils were suitable for support of the design
structural loads.

The hand -auger borings were drilled with a 1 1/2 -inch -diameter hand auger. The hand -auger borings were
advanced in 2- to 4 -inch increments to depths of 2 to 4 feet below subgrade elevations or excavation
bottoms (shallower penetrations typically occurred where larger gravel, cobbles and boulders were present).
The auger was then withdrawn from the borehole to obtain cuttings. The soils encountered in the hand -
auger borings were classified in general accordance with ASTM D 2488, "Description and Identification of
Soils (Visual/Manual Procedures)." Preliminary estimates of soil consistency and density were also
evaluated based on resistance to penetration of the hand auger, and the turning resistance.
Based upon the results of the hand auger borings, the soils at subgrade elevations were deemed suitable
for the design bearing capacity with the exception of a small area near grids B.7-3 to C-3, where soft soils
were encountered in the upper 6 inches. These soils were removed exposing soils suitable to support the
design bearing capacity.
Five compaction tests were taken during the subgrade preparation for interior and exterior slabs. One
compaction test failed to meet the project specifications for exterior subgrade support. A concrete slab was
poured over the subgrade so it was not possible to conduct retest. The remaining compaction tests or
retests met or exceeded the minimum density requirements.
Concrete Reinforcement
We initially reviewed the reinforcement and dowel requirements on the project structural drawings and
shop drawings, if available. Information reviewed included bar size, bar length, bar spacing, bar location,
splice lengths and dowel placement. This information was then used to determine if the in-place
reinforcement was placed in accordance with the requirements of the project plans and specifications.
We also noted if the in-place reinforcement was free of rust, scale and soil.
Concrete Placement Observations
Concrete placement observations were performed to monitor the procedures being used by the contractor
and to determine if they were consistent with typical industry standards.
Fresh Concrete Testing
Routine tests to determine the plastic concrete's slump, temperature and air content were done during
each pour. In addition, concrete cylinders were cast at rates specified in the project specifications to
evaluate the concrete's compressive strength.
Concrete Compressive Strength Testing
The cast concrete cylinders were temporarily stored at the site and then returned to our laboratory for
moist curing and testing. The results of the concrete compressive strength testing were forwarded to the
interested parties under a separate cover as they became available. They are also attached to this
report.
Structural Steel Observations
Visual weld examinations, bolted connection observations, deck weld observations, anchor bolt
observations, and adhesive anchor observations were conducted as part of our special inspection
services. A separate report was generated detailing these services and was sent under separate cover
on December 11, 2007.
General
In performing its services, Braun Intertec used that degree of care and skill ordinarily exercised under
similar circumstances by reputable members of its profession currently practicing in the same locality. No

In accordance with Section 1704 of the International Building Code and the agreed upon scope of
services, the required special inspections and testing has been provided for the following items:
Soils. The required testing in the field and laboratory has been completed. The compaction testing done
during placement of backfill and additional required fill indicated the procedures used by the contractor
were adequate to compact the backfill and fill, and meet the project requirements. Observations and
testing of the structure subgrades and excavation bottoms indicated that the exposed soils were capable
of supporting the design bearing capacity. One compaction test failed to meet the minimum density
requirements beneath the exterior slab.
Concrete. The required testing in the field and in the laboratory has been completed. The results have
been forwarded under separate cover. The compressive strength testing indicates the concrete placed
has met the project requirements. The placement procedures used were judged to have met the project
requirements. There are no outstanding or unresolved concrete -related issues.
Reinforcing Steel. The reinforcement placement detailed in the attached Special Inspection Daily
Reports was observed according to the requirements of the project plans and specifications. There are
no outstanding or unresolved reinforcing steel -related issues.
Conclusion
Based upon the inspections performed, the testing completed and the attached Special Inspection
Daily Reports, it is our professional judgment that, to the best of our knowledge, the inspected work
was performed and completed in accordance with the approved plans, specifications, and applicable
workmanship provisions of the International Building Code.

Plans and Specifications
The plans and project documents available at the site were used for our inspections.
Visual Examination of Field Welds
Visual examination of the field welds was conducted in general accordance with American Welding
Society (AWS) D1.1-2006, Figure 5.4 and Table 6.1 requirements and the requirements of the project
plans and specifications.
Bolted Connection Observations
Bolted connection observations were conducted to determine if the bolt holes were filled and if the splined
end of the tension control bolts had separated from the body of the bolt. Removal of the splined end is a
direct indicator the bolt has been torqued to the minimum snap -off Toad. At connections where the splined
ends were not, or could not be removed, the torque applied to the bolt by the contractor was determined
using a hand-held torque wrench. In addition, each connection was observed for fit -up and to determine if
the various plies were in contact with one another.

Deck Weld Observations
Deck weld observations were conducted in general accordance with AWS D1.3-1998, Section 6.0
requirements and the requirements of the project plans and specifications. In addition, the Location and
the completeness of the side lap fasteners were observed and evaluated.
Anchor Bolt Observations
The anchor bolts were observed to determine if they were in place, and if the nuts were installed, fully
engaged and snug tight. If required by the construction documents, we also observed if the plate washers
were installed.
Adhesive Anchors
The placement of the drilled -in-place, epoxied anchor bolts was observed after the installation to
determine if they were located as shown on the construction documents. The nuts were observed to
determine if they were fully engaged and snug tight.
General

Per our phone conversation on 12/17/07, a mistake was made concerning the SAC
determination for the Dart Safety Lane addition project. The Metropolitan Council
charged three (3) additional SAC units for this project. The letter dated September 17,
2007, was misplaced by me. The SAC charges were not included with permit fees,
which is our normal procedure. Below, I have itemized the additional charges that will
have to be collected prior to issuing a final inspection and a Certificate of Occupancy.
Three (3) units for 6 bays @ 2 bay / SAC unit:

I received a telephone call from Dave Hausch of the "Pro Stop" requesting approval to sell
pre-packaged food at the above referenced address. He stated that the business is a"truck
stop" and is open to the public. After researching the CIJP file it was determined that a
truck stop was not approved by the City Council.
In 1988, the City Council approved a conditional use permit for the outdoor storage of
trucks and trailers. According to the staff report, no freight is handled at this facility, only
the pick up and drop off of trailers. There was no mention of fuel bays or the maintenance
faciliry in the report; however, the site plan attached to the report shows the fuel area. On
November 6, 2001, I inspected the property and found fuel service, maintenance, and truck
wash bays.
Staff was under the impression that the Pro Stop facility was for their drivers only (Dart
fleet), not the general public. The property is not permitted to operate a truck stop,
therefore, no pre-packaged food is permitted to be sold on the premise. I told Mr. Hausch
that only vending machines were permitted on the site.

An application has been submitted requesting a Conditional IIae
Permit to allow Highway Sales, Inc. to lease and sell tractors.
COMMENTS
Highway Sales, Inc. is located in the new Dart Transit building
located at 800 Lone Oak Road. They have recently moved their
business from St. Paul to Eagan. Highway 5ales is in the business
of leasing and selling tractors; one of their larqest clients is
Bart Transit. The Conditional Use Permit has been applied for in
order to acquire the necessary dealers license from the State of
Minnesota, primarily for the activity of leasing tractors. Highway
Sales, Inc. has a fleet of bver five hundred tractors; however, the
applicant stated the average number of lease and sale items which
will be located at the Eagan site at any given time will be between
four and seven.
If approved, this Conditional Use Permit shall be subject to all
applicable Code regulations.
CONDITIONS
1. No more than seven tractors shall be located at this site for
leasing or selling at a time.
2. No automobile leasing or selling shall be allowed.

Dart Transit Company must vacate their current premises on
approximately June 15, 1989. We have been advised the office
building will not be completed on time due to a labor dispute with
the fire sprinkler companies. The sprinkler pipefitters are also
on a two week "cool off" period pending negotiations on a new
contract. At the end of two weeks, if an agreement has not been
reached, the sprinkler fitters will go on strike. For this reason,
Dart Transit may have a problem trying to relocate their equipment
and parking their vehicles. In an attempt to bring Dart into our
City, I am recommending that we allow them to park equipment on
their parking lot if completed.
I have talked with the superintendent representing Opus Corporation
who has stated that the site parking lot and landscaping should be
completed next week, weather permitting. The service
building/warehouse area should be completed before then, with the
exception of the office building.
I will keep you advised as to the progress on this facility and
alert all concerned with the typical five-day notice for final
inspection.

In the next several days we will be submitting a grading/utility plan to
the City Engineer's Office to obtain a grading permit for the Dart
project. Before they review our utility plan, I wanted to confirm the
hydrant locations with you.
On the enclosed plan I've redlined the hydrant locations as we discussed
them by phone a couple of weeks ago. Please review this layout and let
me know if you approve or would like to see any revisions. I would also
appreciate it if you would notify Mr. John Wingard in the City
Engineering Department regarding your review of the plan. This would be
very helpful in expediting their approval of the plan and issuance of a
grading permit.

The Northwestern Mutual Life Insurance Company. Recently our surveying
company, Sunde Land Surveying, was checking property corners within Block
1 of Eagandale Center Industrial Park #4 subdivision and reported to us
that the parking lot on the west and north of your facility is encroaching
upon Lot 2, Biock 1, Eagandale Center Industrial Park #4 owned by Alscor
Investors Joint Venture and upon a portion of Apo11o Road both which are
shown on the attached drawing. Apollo Road has been vacated to and is in
the ownership of The Northwestern Mutual Life Insurance Company. Please
be advised that your encroachment onto these properties are not acceptable
and cannot be allowed to continue. We ask that you vacate the property
immediately, remove the paving that you instailed on these properties and
respect the normal parking setback as required by the City of Eagan's
zoning codes. Should you have questions in this regard, I would be happy

CONDITIONAL USE PSRMIT/OPOS CORPORATION/DART TRANSIT
City Planner Dale Runkle informed the Council that after
reviewing the purpose and intent of the conditional use permit
process and meeting with the developer, City staff and the City
Attorney, it may not be appropriate to include proposed conditions
one and three if the application were approved by the Council.
Bob Worthington introduced the proposal to the Council.
Don Orin, Dart Transit, provided a history of the business and
the number of employees. He explained how Dart Transit differed from
other trucking firms. He also explained the site layout.

had concerns regarding the two-toot setback and felt there was a need
for some type of easement. He f urther stated he was unsure what the
County would do regarding purchasing the property.
Councilmember Egan stated he felt there was no rationale for the
variance as it did not have a significant hardship. Mr. Worthington
stated they would prefer a 10-foot setback. Councilmembei Wachter
stated that if the neighbors had concerns, the problem should have
been addressed before the meeting.
Egan moved, McCrea seconded, the motion to approve a conditional
use pecmit to allow Opus Corporation/Dart Transit an outside storage

1, Eagandale Inaustrial Park No. 3 and Lots 2-5, Block 1, Eagandale
Center Industrial Park No. 4, subject to the f ollowing conditions:
1. This development shall dedicate, provide or financially
guarantee its proportionate share of the acquisition costs of
additional drainage, ponding and utility easements as required by the
alignment depth and storage capacities of all required public
utilities and streets beyond the boundaries of this proposed
development, or outside of dedicated public right-of-way as necessary
to service this development.
2. This develop?nent shall dedicate adequate drainage and ponding
easements to incorporate the required high water elevation as
necessitated by the City's storm water storage volume requirements.
3. All public streets and utilities necessary to provide service
to this development shall be designed by a registered professionai
engineer in accordance with the City Codes and engineering standards
and policies that have been approved by staff prior to building
permit issuance.
4. A detailed grading, drainage, erosion and sediment control
plan must be prepared in accordance with current City standards and
approved by staff prior to issuance of a grading permit or building
permit issuance, whichever occurs first.

the existing City storm sewer system.

11. Additional catch basins are required for the south parking
lot for the headquarters building and the south parking are for the

12. All signage shall be subject to the one time sign fee of

prior to the issuance of a building permit.
14. The parking amount shall be approved as per the site plan.

for a building setback on Lots 1 and 10, Block 1, Eagandale

TRAILWAY MAINTSNANCE POLICY
City Administrator Tom Hedges introduced the next item regarding
the trailway maintenance policy. Public Works Director Tom Colbert
summarized the background and the issues regarding the trailway
maintenance policy. He stated that he felt plowing would be a
dangerous precedent and that the City could not maintain that type of
plowing with their present resources. He felt that the School
District should be responsible for their own transportation. The
committee recommended no winter maintenance and there were concerns
regarding liability. He reported that the original policy was proper
in omitting the winter maintenance.
Kathy Robertson supported Mr. Colbert's analysis and stated she
r preferred busing.
Zelma Meyer also concurred with Mr. Colbert's presentation and
' stated she was against the children walking to school.'
Wachter moved, Gustafson seconded, the motion to re-affirm the
current policy regarding maintenance of sidewalks and trails within
the City. All voted in favor.
CONDITIONAL USE PERMIT/PROEX PHOTO SYSTEMIS
Assistant City Attorney Mike Dougherty recapped Ray William's
presentation. There was discussion regarding the retail uses and the
viewing of the tapes.
Mayor Ellison requested that legal counsel provide written
documentation to the Council =egarding the matter.
