If it is not possible to allow traffic to pass, a suitable detour must be provided and plans submitted to the Director of Public Works 72 hours in advance. 2. Barricades shall be erected in a manner which will provide suitable visibility in all directions as shown on Std. Plate P-1. All- barricades sha11 be in good condition, and all signs sha11 be of such size and legibility to provide adequate warning to oncoming traffic. Provisions and Specifications--These general provisions, specifications and Std. Plate P-1 shall be considered as forming an integral part of each and every permit issued for operations with Eagan. The work authorized by this permit shall be done at such time and in such manner as shall be consistent with the safety of the public and shall conform to all requirements and standards of the City. If at any time it shall be found by the City that the work is not being or has not been properly performed, the permittee, upon being notified by the City in writing, shall immediately take the necessary steps, at his own expense, to place the work in condition to conform to said requirements or standards. 3. Execution--The permittee shall use diligence in the execution of the work authorized under this permit in order not to endanger or unnecessarily obstruct travel along any roadway. Operations shall be so condUCted at all times as to permit safe and reasonable free travel over the roads within the limits of the work herein prescribed. Conformity to Laws--The installation shall be made in conformity with all applicable laws, regulations and codes covering said installations. Existing Facilities--The utility facility and installations shall not interfere with any existing utility facility on the City's right-of-way. 6. Private Property--The work permit or permit for construction as issued does not in any way imply an easement on private property. 7. Quality of Work--Finished surface, base and sub-base of road upon completion of work shall be at least equal to or better than specifications of original road in accordance with City Standard Specifications. Surface shall be finished within 48 hours upon completion of backfill. 8. Cutting Trees--The permission herein granted does not confer upon the permittee the right to cut, remove or destroy trees or shrubbery within the legal limits of the roadway or relieve permittee from obtaining any consent otherwise required from the owner of the property adjacent thereto. 9. Drainage--All waterways and lines of drainage shall remain operative. 10. Pole Anchors--No pole anchors, anchors, braces or other construction to be put on roadway shoulder, except by permit authorization. 11. Driving Limitations--No driving onto highway from ditch or driving on shoulders or over curbs where damage will occur. 12. Lugs on Equipment--No lugs sha11 be used on equipment traversing road which will damage the road surface. 13. Clean-Up--Street surface and roadside shall be cleaned after construction is completed and left in a neat and presentable condition. 14. Trees and Vegetations--Burning or disking operations and/or the use of chemicals to control or kill trees, brush and other vegetation is prohibited without prior approval from the City. 15. Jon, attached you will find a letter from Barry Schade, Dakota County Director of Environmental Management. Bany has had a number of contacts with Gail McMahon regarding excavation of battery casings on her property at 1429 Lone Oak Road. As you can see by Barry's letter, the County has identified ten sites in Eagan that used battery casings in the conshuction of individual sewage treatment systems (I.S.T.S.). It appears that four of ten sites are still pending, or casings remain on-site. Based on this information, I believe we should place a waming flag on lots containing battery casings that haven't been mitigated, as well as place a copy of Barry's letter in the relevant parcel files. A wanung flag on the PIMS system would allow us to inform individuals requesting permits of this issue. Barry has indicated that sites containing battery casings usually don't need to be mitigated until they are disturbed. Once they are discovered, it is Dakota County's policy to require the property owner to record this information with the property data base at Dakota County. If you need additional information or if you feel our plan of action needs to be modified, please advise. The results indicate that the interior dusts and the well water supply are free of lead contamination. The soils collected from the soil/battery casing stockpile in your backyard contained significant levels of lead. This suggests that lead from the soil/battery casing stocfcpile has not been transported into your house and has not impacted the well water supply. However, the lead in the soil/battery casing stockpile represents risk to human health and measures should be taken to reduce the potential for exposure to this lead source. While the plastic cover placed over the stodcpile has served to reduce the potential for direct contact with the lead, bare soils contaminated with lead are accessible to direct contact or through wind dispersal. We recommend placing additionat plastic sheeting on the stockpile to further reduce the exposure to the lead contaminated waste and soils. We also recommend that you limit the use of the backdoor and install additional fencing around the stockpile to prevent inadvertent contact with the stockpile. Also enclosed is the list you requested of other situations the County has encountered where battery casings have been used in the construction of ISTS's (individual sewage treatment systems).
