an9 12, Block 4. Dale Runkle introduced the application an9 nota2d
that the staff recommen3ed that the 3eveloper preliminarily plat t5e
entire parcel to review utility and street plans an9 noted that the
owner oreferred not to rezone the entire narcel to avoid substantial
tax increase. B=forz further develonment, however, the r2zoning of
the balance of ths oarcel will 62 required as each narcel is

the steen terrain problems and the reasons for the vaciances, noting

Dave Felker, 2252 James Street, ?xplained concerns that he and
his wife had about ths ponding level Dehind their hone on the
Whispering Woods 4tn A3dition property. H° stated the nroposed pond
level's high water mark is 960 feet and the Felker walkout basement
is 959.9 feet. He expected that tne outlet cvill not handle the
drainage in the area. Mr. Colbert stated it was feasible to re3uce
the storm water izvel to insure no water problems and Scott Hilla
objecte9 that the developer be rectuired to incur the additional
storm sewer cost. He went through a detailnd explanation of tne
storm sewer and the Council asked the staff to review the issues.

rezoning application. All voted yes.
