=i -,This-memo is to outline my`observat+ons regarding the erosion occurring at the Downs'
residence and haw the City's Lexington/Diffley Athletic Fields above the Downs'
currently drains.
Observations
• Cuirent storm water runoff from the LexingtonLDiffley Athletic Field which drains
- - to the sou`thwest toward the Downs' property is equal to or less than the runoff -
vvhich existed prior to the construction_of the athletic fields in 1994. The area of -
- runoff which existed prior to construction was approximately 3 acres of natural, =
- unmaintained land. The cunent area of runoff is about 1.9 acres, 1.7 of which is
natural and unmaintained, and 0.2 acres which is mowed, maintained parkland: In
other terms, the current runoff which drains southwest from the City _fields is
approximately 65% of the-runoff before development of the fields for any given
storm event (see attached graphic).
• Heavy rainfalls on days prior to the large storm on July 16-17 saturated the topsoil
on the slope above the house to the east. This, coupled with the large rainfall (3"- -
4") in a very short time on the night of the 16th-17°i , caused the slope to "slide"
down the hill due to the weig-ht of the saturated soil. This "sliding" of the slope
created exposed areas on the slope without vegetation where erosion more readily

occurred through overland drainage. The City has received a few reports of similar
slope failures from residents throughout the City after the storm on the 1e-170'
.
• Portions of the slope appear to be at or in excess of a 2:1 grade. A slope of that
grade is very susceptible to erosion, especially during a large rain event such as the
one on the 1e-17'" and regardless of the vegetation on that slope. The slope is also _
partially comprised of silt and sand materials which are also susceptible to erosion. _
fo Runoff may have been increased-and concentratedby the new driveway and garage
- -= construdion by the Downs' neighbor above them fo the east, thereby diveRing more -
= nmofF towazds their slope. However, the construction was completed under a
- building permit and meets City Code requirements for setbacks and impervious - a-
building coverage. This is essentially a private property drainage issue and perhaps
?the Downs'-can work with this neighbor to direct_some of the neighbor's runoff to an
- -_azea that would hav_e a less negati've impact on the slope. -- -
