Mayor Eagan, MN 55123 Paul Bakken Re: Back yard drainage issues Cyndee Fields Gary Hansen Dear Mr. Bowen, Meg Tilley The purpose of this letter is to summarize my site visit to your property earlier this Council Members afternoon to review the drainage issues you are having as a result of excessive drainage from the neighboring properties to the west of you. According to the Certificate of Dave Osberg Survey's for both your property as well as your neighbors at 677 McFaddens Tr., the City Administrator intended drainage should split in the middle of your neighbors back yard with half flowing east through your yard and the other half flowing west to the side lot line and then south between the houses and to the street. According to information you provided as well as what I observed on site, a number of years ago, a drain tile was installed running from the west side of the yard to the east at the 677 property. This circumvented the intended drainage in the area and added Municipal Center approximately 2'/2 more properties that sit to the west of 677 to the drainage flowing through the drain tile and subsequently through your property. In my opinion, this tile 3830 Pilot Knob Road should have been installed between the homes (677 & 681) and discharged toward the Eagan, MN 55122 1810 street, following the intended drainage patterns from the original approved grading plan. 651.675.5000 phone 651.675.5012 fax There are several options to remedy this situation. First and most import, the drain tile 651.454.8535 TDD running toward the east should be disconnected. A tile could be connected to the existing catch basin and run toward the street with the discharge being located somewhere between the front of the garage and the utility boxes. A second and probably better option would be to re-grade the area between the 677 and 681 homes in order to create a Maintenance Facility better defined swale with the excess soil used to fill in the low area where the catch basin 3501 Coachman Point is currently placed.
