The purpose of this letter is to raport the findings df a structural engineering review of a
portion af the foundation system for these residences under construction.
ASSIGNMENT
J. H. Dahlmeier Engineering Inc. / Ulteig Engineers, Inc. has been retained to provide a
structural engineering review ofi the foundafion system with respect to the exposed rear
and side wafl of the garage for the residences under construction located af 713, 716,
717 McFadden's Trail, Eagan, MN as directed by Terry Schniepp of Poured
Foundations, lnc. '
BACKGROUND
At these residences, rough grade along the garage side wall ana rear walf is 4-6 feet
below garage slab elevation.
The City Bui[ding inspections Department wishes to have an independen# structural
engineering review of this condition in the foundation system.
DESCRIPTION
The structures are single-family dweklings with attached garages and walkout lower
levels #o the rear.
Construction consists of cast in pface concrete faundations with waod frame
superstructu re.

OBSERVATIONS AND COMMENTS
1. A site visit was conducted by John H. Dahlmeier of J. 11. Dahimeier Engineeririg /
Ulteig Enginsers, lnc. on March 14, 2002 ta review the structure and visiblP
distress.
2. The garage foundation wall systems are cast in place concrete systems with arl
8" #hickl90" thick, 9`-0" high-
3. Poured Foundations, Inc. is the foundation contractor for these projects. The
work was constructed in accordance with Uiteig Engineers, Inc. standard
drawings prepared for Poured Fdundatlons, Inc. dated 01/01/02- Terry Schniepp
reported that reinfotcing is #4 @ 24" horizonfal, #4 Q 24" vertlcaE an outside face
with sand backfilt. The wall wiE1 be tied to the garaga slab with reinforcing.,
4. The faliowing observations were made with respect ta eacri foundation system:
a. At 717 McFadden's Trail, grade on the side wall varies frorri 1 ft. to 5 ft.
below the garage slab. Across the rear, grade varies #rom 5 ft. fo 6 ft.
b. At 713 McFadden's Trai4, grade on the side wall varies from 1 ff. to 4 ft.
be{ow the garage slab. Across the rear, grade varies from 4 ft. to 7 ft.
c. At 716 McFadden's Trail, grade on the side wall varies frarn 1 ft. to 6 ft.
below the garage slab- Across the rear, grade is about 6 feet below
garage slab.
5. These conditions are similar to standard Ulteig Engineer's, Inc. drawing S-31D
dated 01-01-02.
6. 7he top of the foundation wall wifl be tied to the garage floor slab wifh hooks (45
@ 36").
7. Finai grade has not been campieted.
ENGINEERING ANALYSIS
8. An engineering review confirmed the design show.n on Sheet S-3D (aftachment
'E) is correct. Thi? construction meets or exceeds these requirements.
Therefore, aii garage foundation walls for ihese three residences with grade at or
to 4#eet below the #loor slab are structurally adequate.
9. A structurai engineering analysis was compleled which determined that the 4 foot
max shown on Sheet S-30 could be increased to 5 feet in cases where garage
backfifl is granular, which is the case in these three structures.

10. Further, it was determined that when the verticai steel is on the outside tace
which is the case in these three structures, grade can be down #rom the top of
the garage slab 5'-6" with steel currentiy instaiied and the wall tied to the garage
slab.
11. Further analysis determined that when grade is up fo 6 feeT below the garage
slab within 3 feef of a concrete foundation wall corner, the wails are struc#uraily
saund.
CORRECTIVE MEASURES
12. Grade wiil need to be corrected to provide a maximum of 51-6" feet below the
flaor slab except it may extend to 6'-0" belaw floor slab within 3 feet of a
fioundation wall corner. Slabs which have not been placed are to be doweled
with #5 @ 36" with 3 fieet extending into fhe slab.

93. It is my professional engineering opinion ihatthe garage foundation wails will be
stfucttirally adequate afrer final grade is provided as indicated above.

This letter ts a follow up to an earlier letter sent to you on February 22, 2002 asking that you
provide specific engineering for foundation walls that were outside the scope of the generic
engineering available at the time of inspection for three homes on McFaddens Trailu(713, 71"6; and
717) and one home on Leonazd Lane (672). To date, we have had no response from you in this
regard. We also requested an engineer's report based on a site visit staring that the foundations
were installed to those specifications.
Failure ta provide the requested engineering by April 12, 2002 may result in the City issuing
immediate stop work orders for these homes until such time as yon provide the requested
information.
In addition, the foundation at 4704 Isabelle Court was poured without an inspecrion. We are
requesting a report from a registered Engineer verifying that the foundation was installed
according to the approved plan specifications.

Dear Mr. Oettinger:
This letter is a follow-up to our phone conversation yesterday in which I expressed to you the
City's policy about prohibiting retaining walls in easements. This policy is sometimes difficult
to manage or enforce because it cecasionally involves backyard easements that are not always
visible to City staff. We previously discussed some gading options, and I suggested that you
could raise the grade in the easement azea to provide a flatter area in your backyard, as long as
you maintained a minimum 2% (but preferably 3%) gade from north to south through the
drainage easement.
Now that your landscaper has installed the wall without consent, the City wants you to be
aware that it will take no responsibility for maintenance or repa'v of the wall. Also, in the event
that the City needs to excavate to repair or maintain the storm sewer pipe that the retaining wall
is crossing or needs to access the pond, the City may remove the wall, as necessary, without
compensation to the property owner.
