This letter is a follow up to an earlier letter sent to you an February 22, 2002 asking that you
provide specific engineering for foundation walls that were outside the scope of the generic
engineering availahle at the time of inspecrion for three homes on?McFaddens Trail (713, 716, and
717) and one home on Leonard Lane (672). To date, we have had no response from you in this
regard. We also requested an engineer's report based on a si#e visit stating that the foundations
were installed to those specifications.
Feilure to provide the requested engineering by April 12, 2002 may result in the City issuing
immediate stop work orders for these homes until such time as you provide the requested
information.
In addition, the foundation at 4704 Isabelle Court was poured without an inspecrion. We are
requesting a report from a registered Engineer verifying that the foundation was installed
according to the approved plan specifications.

portion of ihe foundation system for these residences under oonstruction.
ASSlGNMENT
J`H. Dahimeier Engineering Inc. / Ulteig Engineers, 1nc. has been retained tb provide a
structural engineering review of the foundafion system with respect fa the exposed rear
and side wall of the garage for the residences under construction located at 713, 716,
717 McFadden's Trail, Eagan, MN as directed by Terry Schniepp of Poured
Foundations, Inc.
BACKCROUND
At these residences, rough grade along the garage side wal] and rear wafi is 4-6 feet
below garage slab elevation.
The City Building Inspections Department wishes to have an independent s#ructural
engineering review af this condition in the foundation system.
DESCRIPTION
The structures are singie-family dwellings with attached garages and walkout fawer
levels #o the rear.
Construction consists of cast in place concrete foundations with wood frame

OBSERVATiONS AND CdMNfENTS
1. A site visit was conducted by John H. Dahlmeier of J. H . Dahimeier Engineering /
Ulteig Engineers, lnc. on March 14, 2002 to review the structure and visible
d istress.
2. The garage foundation wall systems are cast in place concrete systems with an
8° thickll0" thick, 9'-0" high.
3. Poured Foundations, Inc. is fhe foundation contractor for these projects. Tne
wark was construcfed in accordance with UE4eig Engineers, Inc. standard
drawings prepared for Poured Foundafions, Inc. dated 01/09/62_ Terry Schniepp
reported fhat reinforcing is #4 @ 24" horizonfal, #4 @ 24" verticai on outside face
with sand backfill. The wafl will bs tied to the garage slab with reintorcing.
4. The following observations were made with respect to each foundation system:
a. At 717 McFadden's Trail, grade on the side wall varies frotti 1 it. ia 5 ft.
below the garage siab. Across Che rear, grade varies from 5 ft, fo 6 ft.
b. At 713 McFadden's Trail, grade on the side wall varies from 1 ft. to 4 ft.
below the garage slab. Across the rear, grade varies from 4 ft. to 7 ft.
c. At 716 McFadden's Trail, grade on the side wall varies frorn 9 ft. fa 6 ft.
below the garage slab. Across the rear, grade is about 6 fieet below
garage slab.
5. These oandifions are similar to standard Ulteig Engineer's, Inc. drawing S-3D
dated 01-01-02. ,
6. 7he top of the foundation wali will be tied fo the garage floor slab with hooks (#5
@ 36").
7. Final grade has not been completed.
ENGINEERENG ANALYSIS
8. An engineering review confirmed the design shown on Sheet S-31D (attachment
1) is correct. 7tii? construction meets or exCeecis these requirements.
Therefore, all garage foundation watls for these three residences with grade at or
to 4 feet below ihe #loor slab are structurally adequate.
9. A structural engineering analysis was completed which determined that the 4 foot
max shown on 5heef S-3D could be increased to 5 feet in cases whefe g7r8ge
backfiE] is granular, which is the case in these three structures.

10. Further, it was determined that when the vertical stePl is on tF,e autside face
which is the case in these three structures, grade can be down from the top of
the garage slab 5'-$" with steel currenily installed and fhe wall tied to the garage
slab.
11. Further analysis determined that wheri grade is up to 6 feet below the garage
slab within 3 faeY of a eoncre#e foundation wall corner, the walis are sfruc#urafly
saund.
CORRECTIVE MEASURES
12. Grade wili need to be corrected to provide a maximum of 5'-6" fQet belaw ihe
floor siab except it may extend to 6'-0" belaw floor slab within 3 feet of a
foundation wall carner_ Slabs which have not been placed are to bc doweled
with #5 @ 36" wifh 3 feet extending into the slab.
FROFESSIONAL OPINION
13. It is my professional engineering opinion that the garage foundation walls wiil be
structurally adequate after fnal grade is provided as indicated above.
