SUBJECT: UTILITY BILL - ALLEN C. ZUERCHER
Per your request, I have attempted to, research the situation concerning
a final bill for 3419 Highlander Drive/ which is property owned by Mr.
Zuercher. `
Mr. Zuercher received no written response to his letter of June 2, 1981.
The reason was that Lorna had been in contact with Kris Kallas, local
property manager, who was going down to see him and offered to e xplain
the situation to him. Kris, by the way, made the final payment to the
City.
I have not been able to reconstruct the exact dates that all of the events
took place; however, when Mrs. Walch, lessee, first gave notice, Kris Kallas
called and was told by Lorna that the account was current, since she had
no penalty notice for it. Unfortunately, when Lorna ran the final bill
she discovered that a number of delinquent accounts, including this one,
were skipped by the utility billing machine. At that time, Lorna so in-
formed Kris.
If Mr. Zuercher was prepared to go to court, per his letter, against the
lessee at the time of the first (incorrect) notification, he certainly had
that option after the correction was made.
Our responsibility here is, of course, for the incorrect information given
out at the time of the telephone call. Given the dollar amount of the bill
and the fact that it has been paid by the local agent, 1 think an apology
to Mr. Zuercher would be in order and then the matter should be considered
closed.

I am sorry this response is late. I had sent your letter to the Finance
Department which has since investigated the utility billing billed For 3419
Highlander Drive.
Apparently, our billing clerk, Lorna Olson, contacted Chris Kallas, your
property manager, and explained the entire matter to him. He has since
made final payment to the City. I have not been able to reconstruct the
exact dates on which all the events took place; however, when Mrs. Walch,

the account was current since she had no penalty notice for it. Unfor-
tunately, when our billing clerk ran the final bill, she discovered that

utility billing machine. At that time, our billing clerk did inform Mr.
Kallas.
I am certainly sorry for any inconvenience you were caused as a result,
of any incorrect information that was given out at the time of the original
telephone call regarding the utility bill. I hope the matter has been
resolved and you were able to collect from Mrs. W.alch who apparently was
responsible for the water and sewer 6i11.
I assume you are either on a sabbatical or have accepted a new employment
and challenge in Cassville, Missouri. I just returned from a ten day
seminar involving both the International City Managers' conference and
a cable televisio n symposium in California, which were both excellent.

On July 17, 1985 I made a Framing Inspection on the fire damage to your home
and at that time I noticed that the fireplace was not as originally
constructed and inspected by a City Inspector. The brick veneer and hearth
that is now in place does not have any support under it and with all the
weight is starting to sag considerably. We are requesting that you jack up
the fireplace from below and put support under it or remove the brick veneer
and hearth and return it to the original construction.
