Although I certainly sympathize with you, I don't believe the Building Code or the Eagan City Code would say that these air
conditioning units
cannot be installed in their current location. However the picture that you attached to your e-mail seems to indicate that two of the
units are
not installed on a level surface. I believe that the manufacturers installation specifications would say that these units should be
installed on a
level surtace. This may cause the units to run little quieter.

I guess Mike L is on vacation, so would you mind please looking at the comp's message
below and let him know if the owner of the building is meeting building code requirements
or not? Please see the attached photos. The A/C units are working, they aren't refuse,
he just doesn't like that the units were all placed together underneath his window where
they make a lot of noise. Does this meet building code? Do they need to be separated or
are they ok?

Hi Judy. No, it would be building inspections. If the units were refuse and no longer
worked and were being stored as junk, it would be code enforcement. But because the units
are functional, and the comp just doesn't like where the units have been placed, it is
building inspections. They have the call whether or not the location is meeting the state
building code requirements. I will pass this on to them.

Hello Engineering service
My name is Alex Rudnik. I own a condominium in the eight units building in Eagan.
There are four air conditioning units standing right under my bedroom window. All of the
air conditioning units are old and very noisy. I have been asking our management for the
last three years to move at least two of them next to their owners' windows. Management
has been telling me for all those years that they will look into that question, but this
year they told me that they are not going to do anything about this issue. One of the air
conditioners is turned on 24/7 from March until November. Noise from these air
conditioners is very loud, and my wife and I have troubles sleeping because of that.
I would like to ask you for help or advice, is there anything could be done about that?

Where should I go or write about this situation, and who can help me with this problem?

We, the undersigned hereby petition the city of Eagan
to extend city utilities from Berry Ridge Road south
through Outlot B to service ot l, Block+ and Lot 33,
Block 5. Said utilities to e a six ncEC-sanitary
wa er main and an eight inch sanitary sewer main to be
installed per the drawings of Suburban Engineering, Inc.
Since the undersigned petitioners are the only property
owners affected by the extension of the utilities, we
therefore request that the public hearing on the matter
be waived.
In conversation with our consultant, Urbanscope, we
understand that Keith Gordon of City Engineering has

Eagan Condominiums located at Hilltop Point and Hilltop Lane. It is my
understanding that this inspection was reqljested by the City of Eagan Building
Inspections Department. I was the structural engineer of record for some of the
decks that were rebuilt last summer. This report summarizes my observations and
recommendations.
Address: 4186 Hilltop Lane
Observations: Deck framing appears to be original to condominium
construction (1982-83). Joists and deck boards are in
weathered and deteriorated condition and in overall poor
structural condition. Wood handrail pickets are loose and in
need of repair.
Recommendation: Due to current level of deterioration in wood framrng,
This deck and handrail should be removed and
replaced entirely..
Address: 4188 Hilltop Lane
Observations: Deck framing appears to have been rebuilt and is in good
structural condition. Joists and deck boards are intact with
minimal weathering and no obvious deterioration.
Recommendation: No work required for this deck.

Address: 4196 Hilltop Point
Observations: Deck was rebuiit in 2003 and is in excellent structural
condition. Work was satisfactorily completed.
Recommendation: No work required for this deck.
The decks can be replaced by working from outside of the condominium units as
follows. This is the procedure that was used to replace the cantilever decks last
summer. The work to proceed as follows:
- Determine if any existing joists are still structurally sound and can
continue to be used as per the criginal design.
- Remove trim boards and sheathing from beriveen the deck joists at the
house. Remove wood handrail.
- Cut-off flush all deteriorated joists and seal cut ends with penetrating
preservative.
- New replacement joists must always be installed in pairs.
- Remove any obstructions to installing the new joists, such as blocking,
insulation, etc.
- Use PL-400 adhesive to bond the new joists to the existing joists for the
fuil 4 ft. length shown.
- Clamp and immediately driil thru the (4) 2x8 joists & TJI web assembly
and install the four (4)'/<" dia. thru bolts. The back bolts fo be insta!!ed as
far back as can be reached with a hand drilf (24" minimum).
- Replace deck boards and rebuild railing to meet current building code
standards.

this report should be forwarded to the City of Eagan Building Inspections
