I have coptacted the State Fire Marshall's Office, and talked to

State Fire ?shall's Office is required to inspect flammable
tanks, but does not inspect combustionable fuel tanks, uniess
specific&lly rAuested by the City of Eagan. We are present3y

2.2 GENERAL

B. Manufacturer shall warrant to the Owner.
1. The tank will 6e free from defects in materials and workmanship for
a period of one year following the date of original delivery by the
manufacturer.
2. The tank will rwt fail due to external corrosion for a period of 30
years from date of original purchase.
? 3. The tank will not fail due to internal corrosion, provided the tank is
used solely for storing fuel oit at temperatures not to exceed 150° F.
at the tank interior surface.
4. The tank wilt not leak due to structural failure for a period of 30
- years from dace of original purchase, provided the tank installation
- is performed and vatidated by a contractor trained and certified by
the manufacturer and the tank is used as stated above. Structural
- failure shall be Aefined as breakage or coilapse. Contractor shall be
certified by the tank manufacturer and shalifurnish certification to
the Owner that the tank was installed according to the
manufaCWrer'S recommendations.
C. Provide striker piates under all tank openings, and UL certification plates
affixed to the tank.

2.3 LOAD[NG COND[T[ONS
A. Tank shall meet the following design criteria.

l. External hydrostatic pressure. Buried in ground with 7 feet of
overburden over the top of the tank, the hole fuily flooded and a
safety factor of 5 to I against general buckling.

2. Surface loads: When installed according to manufacturer's
instailation instructions, canks shatl withstand surface H-20 axte
loads(32,000 lbs./axle).
3. Internal load: Primary tank and annular space shad withstand
pressure test of 5 psig on tanks of 4 foot through 10 foot diameters,
resulting in a 5 to 1 safety factor.
4. Tanks shall he designed to Support aCCessory equipment such as
heating coils, ladders, drop tubes, etc. when installed according to
manufacturer's recommendations and limitations.
2.4 PRODUCT STORAGE REQUIREMENTS
A. All primary tanks must be vented. Tanks shall be designed for operation
• at atmospheric pressure only, except for use with vapor recovery systems
et a pressure or vacuum uf approximately 1 psig.

B. Annular 5pace: Tank shall have a space between the primary and
secondary shell walts to allow for the free flow and containment of al?
leaked product from the primary tank.
C. Tank shall be designed to provide monitoring capability as noted:
1. Accessibility io the tank bottom between the primary and secondary
walls at both ends of the tank. Tanks shall have one k inch [YPT
fitting located at each end of the tank.
2. The following continuous monitoring conditions shall be compatible
with the cavity between the inner and outer tank:
a. Vented to atmusphere.

criteria. All accessories shall be installed 6y the manufacturer or in
accordance with the manufacturer's instructions unless otherwise stated in
these specifications.

pounds of torque and 1,000 foot-pounds of bending, both with

capable of withstanding weight of tank with safety factor of 3 to 1.
8. Product Piping - Provide product lines consisting of double walt
? fiberglass pipe as manufaccured by A.O. Smith or Ameron. Primary
piping shall be I inch in diameter and outer piping shall be 4 inches
in diameter. All piping shall he U.L. listed for use with petroleum
products. Piping shall pitch badc to tank piping sump.
9. Product Piping Connectors - Connections of fibergiass prodWt
piping tu the storage tank and to steel piping within building shall be.
? made with flexible connectocs as manufactured by Teleflex or
equivalent.
? 10. Vent Pipe - Install fiberglau, single wall vent pipe for below grade
portion of vent line. Acceptable manufacturers include Ameron or
A. O. Smith. All pipes must be U.L. listed for use with petroleum
products. Above grade vent pipe shall consist of galvanized steel
? pipe with suitable vent cover of cast iron body, threaded enEs and 40
mesh brass screens. Above grade pipe and cover shatl meet all local
and state codes. Connector fitting of fiberglass and steel pipe shall
? be flexible type as manufactured by Teleflex or equivalent. Pipe
size to be as shown on drawings.

11. Pipe Sump - Contractor shali provide water tight fiberglass piping
sump with fittings, Model SPS-42-30A with interface ring.
Contractor shall supply 36-inch diameter steel manhole with botted
cover and retaining sleeve to proviCe access to pipe sump.
12. Tank Monitor
a. Giibarcu Model "Tank Monitor 3" electronic monitoring
system. Cabinet includes panel with liquid cryscal display,
integral printer, for mounting within building - verify location
in boiler room or custodial office. Provide probe for tank liquid
level monitoring - including cap and ring assem6ly, vapor and
liquid sensors for interstitial monitoring and liquid sensor for
pipe sump monituring. Provide conduit routing, wiring and
connections as required, from panel to tank, connecting all
monitoring points and provide access es required to servtce
sensor5,junCtiaihoxes, etC.
(L) Tank supplier to provide pull string for removal and
replacement of interstitial space liquid and vapor
sensors.
PART 3 - EXECUTION
3.1 GENERAL
A. Tanks and accessories shall be tested and installed according to current
installation instructions provided with tanks.
3.2 TANK iNSTALLATION
A. Tank lucation and proposed elevations are shuwn on drawings. The
excavation shall be observed by Engineer priur to installation of new
storage tank. A minimum of 24 inches of excavation oversizing must be
provided on all sides of new tank. Sheeting and bracing shall be required
in excavation if this oversizing ran not be maintained or if a minimum t:l
slope can not be maintained from structure footings to excavation.
B. Tank must be unloaded from delivery trudc and installed by using
inatallation lift lugs as recommended by manufacturer. Tank shall not be ?
rolled or dropped.
C. [mmediately after unluading from [ruck and before cank is installed, it
must be pressure tested to 5 psig in accordance with manufacLUrer's
instructions. Entire tank and fittings shall first be soaped. Test shall be
long enough co insure that there are no leaks as indicated by soap bubbles ?
or drop in pressure. Tank test shall be observed by Engineer.
D. Tank shall be placed in excava[ion at specified location. A minimum of 12
irxhes of approved backfill 6edding shall cover bottom of excavation. ?
Tank shall not be placed directly on concrete slabs, timbers, beams or
cradles.

? E. All excavated material removed for installation of new tank must be
repiaced with approved backfill. Approved backfill shall not be mixed
with sand or native soil. Approved backfill shall consist of gravel (pea
? gravei) with mix of particle sizes not less than 1/8 inch or more than 3/4
inch. Washed stone or gravel crushings may also be used with angular
particle size not less than l/S inch or more than 112 inch. All backfill
? material must meet ASTM C-33 Paragraph 9.1 for quality and soundness.
F. Backfilting oF tank and pipes shall be performed in following manner. A
12 inch lift of approved backfill material shall be placed evenly around
? tank. Backfill must be pushed completely beneath tank hottom, between
ribs and under end caps to provide necessary tank support. A long handled
probe and shovel can be used to push gravel beneath tank. An additional
? 12 inch lift of approved backfill shall then be placed evenly around tank.
The prubing procedure of the backfitl shatl be repeated. After completion
of second lift, backfill may be tirought to the top oE the'tank or to grade
without additional handwork. Approved backfill shall not be mechanically
compacted in area of tank. Backfilling procedures shall 6e observed by
?. Engineer.
3.3 PtPING 1NSTALLAT[ON
A. Double wall piping shall be installed in accordance with manufacturer's
instructions. Proposed layout of piping is shown on drawings. Pipes shall
? be pressure tested as recommended by menufacturer prior to connecting
to storage tank. Bottom of pipe trench must he graded to provide even
support for pipe. A minimum of 4 inches of approved backfill bedding
? shall be placed below and between pipes. A minimum of 12 inches of
approved backfill shall be placed between top of pipe and ground surface.

B. Primary piping shall pa"ss through fitting of pipe sump that has been
? installed on tank. A flexible connector shall connect primary piping to
tank. Outer jacket of double wall piping shall be terminated and
cemented to pipe sump fitting. Piping musc be sufficiently sloped from
building to pipe sump to.allow for drainage of outer pipe in event of an
= accidental leak from primary {tiping. Any leaked produci from primary
piping must be contained in outer pipe and drain into pipe sump.
? 3.4 MANHOLE AND STREETBOX lNSTALLATION A. A 36 inch diameter manhole, solid cover and retaining sleeve shall be
installed to provide access to piping sump. A 12-inch diameter streetbox,
? bolted cover and retaining sleeve shall be installed to provide access to
the interstitial monitor sensors. Retaining sleeves for these access holes
(where specified) must 6e non-toad 6earing and be terminated minimum of
6 inches from any portion of tank. Fill box, manhole and street box rings
?,. shall he mounted in minimum 9-inch thick concrete slabs as shown on
drawings. Stabs shall extend a minimum of l foot beyond outside radius of
access hotes.

3.5 TESTING
I A• A11 cests shalf be performed in accadance with manufacturer's
i instructions. After the variuus components of system have been properly
adjusted by the Contractor, Contractor shatl demonstrate to satisfaction
of the Engineer and Owner chat system meets performance requirements
for which it was designed. [n event any portion of systern fails to meet
various tests, Contractor shatt make riecessary repairs or adjustments.
Test shall he repeated until -satisfactory performance is obtained. All
tests shall be witnessed by Engineer or Owner. All instruments and
equipment required to properly conduet tests shall be furnished by
Contractor.

engineer shall respond within 14 calendar days by letter of
verification that corrections have been made to construction documents
as required by this plan review. Changes in the construction documents
shall comply with the Minnesota State Building Code. Any questions
abottt plan review comments for the above project should be directed
to the project plan reviewer.
Plans and specifications shall be submitted to the State Department
of Health, Division of Environmental Health, for compliance with
provisions of the Minnesota Plumbing Code. Electrical work included in
this project shall be approved by inspectors of the State Soard of
Electricity, or those of the municipality as authorized by law.
Provisions of safety requirements for elevators, dumbwaiters,
escalators and moving walks are enforced by the State Department of

1. Submit letter from local building official that you meet local ordinances
for landscaping, runoff, and property set6acks. Verify with fire
chief that long fire trucks can negotiate the 20' double "S" curve
near Pedestrian Ramp. Also suggest that handicap stalls be located
toward the building side of the road rather than across the road from
entry sidewalk, in order to be near as possible to the main entrance.
MSBC 1340.0300(5).
2. Structural framing elements as shown in 2 x 4 framing for Reading
ftoom Stair 1B/6100 shall be changed to non-combustible materials per
UBC 1901.
3. Gym B-231 exit doors are less than 112 the diagonal distance apart
118C 3303(c). Therefore, folding door 8-231 shall have a man-door
installed at south end to meet exit requirements when the door is
in closed position. Install an exit sign directed at this door.
4. The automatic sprinkler system must be installed as per UBC Chapter
38. Submit shop drawings UNDER SEPARATE APPLICATION for our review
and approval prior to their installation. Please note the system
must be connected to a U.L. listed monitoring service prior to occupancy
of the building. UBC 3301. In addition, these drawings shall be
signed and sealed by an approved design professional. (Verify that
water supply is adequate to handle sprinkler system.)
5. New building front shall be provided with address numbers placed in
such a manner as to be plainly visible from the street. UBC 513.
6. Verify that all air handling units between 2,000 and 15,000 CFM are
provided with either heat or smoke detector shutdown, and units over
15,000 CFM be provided with smoke detector shutdown. MSBC 1345.3300.
7. All rooms having an occupant load of more than 50, shall have the
? capacity of the room posted near the main exit from the room. UBC
3302(c).
These same rooms shall have doors with panic hardware, and in turn
all other doors in path of exit shall also have panic hardware, until
the occupant reaches the (exterior) public way. Please verify. UBC
3319(j).
8. Electrical drawing #E-4 showing stair °C" shall have an exit pointing
toward steps. Exit sign shall also be added at the entrance to corridor
A.236.
9. Toilet compartment doors to handicap stalls in Rooms #A-113, B-113,
A-213, B-213, B-217, B-113, and other doors B-235B, shall have a 12"
setback space at the latch side of the door when swinging toward occupant
MSBC 1340.0300(6)(E).
Also, wash fountains in rooms A-112, B-112, A-212, B-212 are very
tight to the door. Suggest moving the toilet entry doors further
to the east so that occupants using fountain will not 6e slapped by
the door. Verify that fountain will fit handicap needs and dimensions.
A. Note: all toilet compartments R-113, and similar, showing rear
grab bars for handicapped shall also allow 36" at the side of
the rear grab-bar; otherwise, reduce the compartment to 36" wide
with 36" in front of water closet, and use side grab-bars.
10. architect detail 9/A2.3 multi-wythe wall shall indicate corrosion
resistant metal joint reinforcement spacing not to exceed 16" o.c.
vertical. UBC 1407(e)(3).
11. Stair "B" where curved at bottom 10 foot width, wi11 require handrails
on each side per UBC 3306(j). Thus architect shall add a handrail
on the north and south side of the curved portion. Also suggest an
intermediate handrail, but the intermediate is not a code requirement.
12. Area separation walls, UBC 505(e), shall extend from the foundation
to a point at least 30" above roof. Where area wall stops at deck
and framing elements are perpendicular to the wall, the entire span
of framing elements shall be one hour. Please verify that detail
10/A2.3 must carry 2 layers of gyp board both sides of area wall full-
span. Also openin s in the roof shall not be located within 5 feet
of area wall. 505?e)(3)(c). Please verify. Note power roof hood,
2" vent and exhaust fan at detail 1JA1.5.
13. Verify that walk-in cooler/freezer portion of work meets foam plastic
insulation requirements of UBC 1712(b)(3).
14. Uerify that kitchen sinks meet requirements of local building official
with regard to grease interceptor per S.P.C. 4715.1110.
15. Indicate that the size and placement of fire extinguishers mee.ts with
approval of fire chief and Minnesota Uniform Fire Code 10.301.
16. Please note: special inspections may be required by the building
? official for the installation and welding of the new steel gymnasium
? joists, per UBC 305.
17. Please verify that you are maintaining the integrity of all rated
shafts shown on the reflected ceiling plans, inciuding firestopping
of all openings and penetrations per UBC 4304(e), 4305(a), 307(c)
and ASTM E-814, U.L. 2479.
18. Doors available to the handicapped shall be equipped with lever handles
per MSBC 1340.0300, and doors serving any hazardous locations such
as boiler rooms, etc., shall have knurled handles. MSBC 1340.0900(4).
19. Submit copy of heat-loss calculations indicating that you meet requirements
of Model Energy Code.
20. MN Stats. 166.61 Subd. 3a. The code must require suitable space for
the separation, collection, and temporary storage of recyclable materials
within or adjacent to new or significantly remodeled structures that
contain 1000 square feet or more.

b.` We have to be extremely carefiil to keep children and pazked cazs sepazated at these
elementary schools. For this reason, we will not put paiked cars (handicapped
included) in azeas that children wait for buses or their pazents to pick them up. The
handicapped stalls aze as close as we can ge[ them to the building.
2. The last [wo buildings (viutually identical to tLis one) had' fue-retazdent wood framing
covered in fire rated gypsum added to comply with the code review. Is tbis not
acceptable now, since we aze us'mg the same UBC?
3. The door is specif'ied in the operable wall Section 10652. The friction latch and exit sign
for this door was added in Addendum #3 i[em 4.
4. The sprinkler contractor, Industrial Sprinkler Company; will submit direcdy to your office
and the local Fue Mazshal for approval prior to our approval of the shop drawings. We
have already met wi[h them on tUis project and theu shop drawings aze about 80%
complete.

This review is limited to the provisions of the Minnesota Plumbing Code, Minnesota Rules, Chapter 4714 and
assumes the data on which the design is based are correct. Approval is contingent upon meeting the
requirement(s) listed below. A copy of the approved plans and this report must be retained at the project
location.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. No plumbing work may be covered prior to inspection. The contractor/installer
must obtain all required inspection permits from the city of Eagan Building Official.
REQUIREMENT(S):
1. All plumbing shall be installed in accordance with the 2015 Minnesota Plumbing Code (see Minnesota
Rules, Chapter 4714).
2. All horizontal branch drains shall be uniformly pitched at 1/4 inch per foot (see Minnesota Rules, Chapter
4714, Section 708.1). Where it is impractical due to the depth of the street sewer, to the structural features,
or to the arrangement of the building or structure to obtain a slope of 1/4 inch per foot, such pipe 4 inches or
larger in diameter shall be permitted to have a slope of not less than 1/8 inch per foot, where first approved
by the Authority Having Jurisdiction.
3. Verify that the distance from the trap to the vent for the classroom bubblers does not exceed the values given
in Minnesota Rules, Chapter 4714, Section 1002.2.
4. The installation of reduced pressure zone assemblies, double check valve assemblies, pressure vacuum
breakers, spill -proof vacuum breakers, reduced pressure detector fire protection assemblies, or double check
detector fire protection assemblies is permitted only when a testing and inspection program acceptable to the
administrative authority is provided (see Minnesota Rules, Chapter 4714, Section 603.5.23). The
administrative authority and water purveyor must be notified prior to installation. Devices must be tested
upon initial installation and not less than annually, and records must be kept. Installations must be at least
12 inches and not more than 5 feet above the finished floor or ground level unless a permanent platform for

5. Verify that the roof drain tributary areas include vertical walls projecting above a roof (see Minnesota Rules,
Chapter 4714, Section 1106.4). It is unclear to determine if any existing walls will be projecting above the
building addition.
6. Verify that the existing water supply and waste systems are sized to accommodate the added fixtures (see
Minnesota Rules, Chapter 4714, Sections 610.7 through 610.12 and 703.0).

7. The bottom of the water service crossing a sewer of clay or materials not approved within a building must
be at least 12 inches above the top of the sewer (see Minnesota Rules, Chapter 4714, Sections 609.2 and
720.1). The water service should not contain any joints or connections within 10 feet of the crossing.
8. PVC solvent weld joints must include ASTM F656 purple primer and ASTM D2564 solvent cement (see
Minnesota Rules, Chapter 4714, Section 705.7.2).
NOTE(S):
1. The scope of this project consists of remodeling and constructing an addition onto an existing building. The
plumbing installation includes floor drains, a mop sink, classroom sink, classroom drinking fountains, wall
mounted trough sinks, and new primary and overflow roof drains.
2. The building addition will be served by existing municipal sewer and water services. New storm sewer will
be installed serving the new primary roof drains and draintile.
Authorization for installation may be withdrawn if construction is not undertaken within one year. Additional
recommendations or requirements may be made if changed conditions or additional information make
improvements necessary.
