Dear Mr. & Mrs. Adams:
The City has completed its analysis/review of the storm sewer
system which serves the low point of the 3900 block of Gibraltar
Trail. The first thing that was verified with respect to your
reported flooding problems was that City Maintenance personnel
performed an inspection of the storm sewer system and found it free
of debris and blockages.
The rainfall amount and intensity used to evaluate the storm event
was based on the best available information from the residents in
Lexington Square and nearby neighborhoods. Residents of the area
reported 411-5" of rainfall within a period of 1-1? hours. A
rainfall event of 411-5" in 1-1? hours as reported is highly
improbable and greatly exceeds the`intensity of the storm used in
storm sewer system design. The system is designed to function
properly when a rainfall event reaches a maximum peak intensity of
3" per hour or less, with a total rainfall not to exceed 6" in a
24-hour period. This rainfall intensity design standard provides
an "aceeptable" factor of safety throughout the Twin Cities
metropolitan area. Attached for your information I have included
the report on the storm water system analysis prepared by the
City's consulting engineering firm of Bonestroo, Rosene, Anderlik
& Associates, Inc.

introduction: On Juiy 28, 1490 a portion of the easterly
part of Eagan, includinq Lexington Bquere, expexienced an
intense thunderstorm. Observere reported experiencing 4 to 5
inches of rain within a period of 1 to 1-1/2 houre. Two
homea lacated adjaoent to the loa point on Gibralter Trail
eouth of Savannah Road (3912 & 3918 Gibralter Trail)
experienced basement flooding.
The residente adjacent to the Gibralter low point have had
storm water drainage concerns since the "super stoxm^ of July
27, 1987 when extiensive flooding occurred. Since that
experience tha city has constructed addit3onal etorm sewers
to improve the drainaqe fram the low point. Since flooding
has occuzxed egain the residenta are cancerned that their
homes are etill not grotected to an acceptable level o£
eafety. They view their propertp as flood prone and believe
their property values are significantly impacted. in view of
thie, it the purpose of this report to review the s3.tuation
and provide comment.
Storm intenit? The rainfall amount end 3Titeneity used to
evaluate this storm event ia based upon observationa by
xesidents in Lex3ngton Bquare and the nearby vicinity. a
etorm of 4 to 5 inches within 1 ta 1-2/2 hr. as reported is a
highly improbable event that exceeds the severity of the
design atorm and, as n result, the desiqn eapanity of the
etorm water drefnage system. Statistically the probability
of this storm was greater than a 500-year event (see attached
precSpitation frequency curve).

n summary of the storm water drainage syetem characteristics
of the Gi.bralter low point storm water drainaga Byatem.
The cuzreat drainage 6ystem (after the improvements of 1988)
is sfzed to handle zunoff from a 6 inch-24 hr rainfall (100
pr. event). Buch a rainfail event has a 3"/hour maximum
peak intensity.
Estimates of the peak runcff rate from a 100 yr. event range
from 90 to 110 cfs. The additianal storm sewer improvements
constructed ia 1988 added 38 cfe to the discharge capacfty of
the low point. This represents a 34 to 41 percent increase
in the capacity over tha original design and installation.
So mente: Fallowing is incfdental information that is
pertinent to this issue.
+ After the flooding of 1989, hydrologic / hydraulic
evaluetinns pere canducted by city consultants and the
developer'e desSgn eagineers. Their conclusions were
not coneistent. The developer's engineers conclnded
that the eyetem, ea designed and installed, provided
adequate protection from floodinq. The City arqued that
improvements were necessary to offset the lack of
ponding, overland drainage and iow house elevationa.
Consequently the city decided to install a etorm sewer
pipe to provide additional discharqe caQacity from the
low pofnt and initiated a lew suit against the Lexingtoa
5quare developer to recover the costa for the
improvement. Litiqation fs pending.
» The original drainage system did not incorporate
recommended storm water drainage practicea sueh ass
- proper sitinq of houses (some are too low),
- site grading provisfons for overland dreinage routes
to safely convey excess etosm watex runaff that can
not be conveyed in the etozm eewer pipe syetems, end
- lack of ponding to provide storage and reduce the peak
runoff.
Secause the above problems were not discovered until
a#ter the area was almost Pully developed, the feasible
optiona tor improvementa were limited. The best and
most feasible optian for improving the f2ooding sa£ety
factor was to install a pige from the low point ta
Lexington Avenue. Although this gipe aignificantly -
improved the floadinq safety factor it was in lieu of
the more preferred preventiva measurea iisted in the
previous point. Furthermore the discharge capaoity of
the pipe to Lexingtoa Avenue is at or aear the fessible
limits of pipe hydraulice and cost effectiveness.
+ The concerns o£ the home owners of 3912 and 3918
Gibralter ere aot to be diminished or taken lightly.
However coneideration must be $iven to the fact that
thie area has experienced two highiy improbable storm
events that hsve signifieantly exceeded the deslgn
storms. It is normal in these matters to hear comments
that desiga atandards ehould be increased, However
providing protectian aqainat a qiven event (such es the
worst storm on recoxd) does not guarantee that a qxeater
runof£ event will not oacur durini the useful life of
the property. Notwithstanding this, we will reopen the
praject file on thie matter and conducC additional study
to detexmine the feasibility of additionel impzovaments
if you ao direct.
