Sch. Dist. 196 for a footing and foundation permit prior to Final Plat approval of the elementary school along the south side of Wescott Road. The Preliminary Plat was approved on March 17 and the technical review meeting was held on Wednesday, April 15. There is a possibility that the Final Plat could be scheduled for the second City Council meeting in May or early-June. They would like to begin the site work in mid-May and feel that in order to meet the fall 1993 school opening, it is critical that construction begin as soon as possible. If this request is granted, the grading, tree preservation, and utility plans should be approved by staff prior to the issuance of the requested permits. Attached is a copy of their letter for this request. If you would like additional information, please contact me. t City Planner JS/js Attach. J. Rehwaldt, Superintendent, 14445 Diamond Path, Rosemount, Minnesota 55068 Date Examined: April 8, 1992 Date Received: April 1, 1992, March 20, 1992 SCOPE: This examination is limited to the design of this particular project only insofar as the provisions of the Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which this plumbing system is connected. The examination of plans is based upon the supposition that the data on which the design are based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken y the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. INSPECTIONS: Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. It is necessary that [he State Health Department make roughing-in and final inspections of the plumbing system to determine whether it complies with the Code. Provisions should be made for applying an air test at the time of the roughing-in inspection as outlined in Minn. Rules, p. 4715.2820, of the Code. In order to facilitate this work a self-addressed card is attached which should be returned to this office. The name of the plumbing contractor should be indicated so arrangements can be made for him to notify the State Health Department that the installation will be ready for a test and inspection. No acceptance of the plumbing installation can be given until inspection and testing of the roughing-in work (Minn. Rules, p. 4715.2820, subp. 2), finished plumbing (Minn. Rules, p. 4715.2820, subp. 3), and inspection of the completed installation by a representative of the State Health Department indicates compliance with the provisions of the Code. REQUIREMENT(S): 1. Pressure-type vacuum breakers for lawn sprinklers must be installed at least 12 inches above the highest sprinkler outlet. If the contour of the land does not make this feasible, a reduced-pressure-zone backflow preventer must be provided in lieu of a pressure-type vacuum breaker (see Minn. Rules, p. 4715.21. 2. PVC plastic pipe complying with ASTM D3034 may not be used for interior storm sewer systems, Mess permission is obtained from the city and a variance is granted by this Department. This pipe may not be used for interior sanitary sewer systems. 3. The waterline to post-mix-type carbonated beverage machines must have an approved double-check valve backflow preventer with intermediate atmospheric vent installed preceding the cabbonater. In addition, there should be no copper tubing in the system down line of the backflow preventer to preclude the possibility of copper poisoning. 4. The potable water connection to the boiler feed water system shall be provided with a reduced-pressure- zone backflow preventer. The installation of reduced-pressure-zone backflow preventers is permitted only when periodic testing is done by a trained backtlow preventer tester acceptable to the administrative authority. Inspection intervals shall not exceed one year, and records must be kept. All devices must be tested after initial installation to assure that debris from the piping installation has not interfered with the functioning of the device. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information, or advanced knowledge make improvements necessary. J. Rehwaldt, Superintendent, 14445 Diamond Path, Rosemount, Minnesota 55068 The following are corrections or requests for additional information necessary before construction of your project: 1. All food and beverage service equipment must meet the applicable standards of NSF International. Where final decisions have not been made on equipment, assure that equipment meets NSF standards. Also, "by owner" equipment must meet NSF standards. 2. Canopy and hood construction must meet the applicable standards of NSF International. Additionally, the requirements of the Minnesota Building Code (1345.1460) covering commercial kitchen ventilation systems must also be met. 3. If a sink heater is provided for hot water sanitizing in the utensil dishwashing sinks, an approved (metal-stem-type) thermometer for testing water temperature at the sanitizing compartment must be provided and used. 4. Walk-in cooler shelving must be NSF International approved stainless steel, factory precoated epoxy, or other materials designed for this type environment. Chrome shelving is not approved. 5. All equipment must be installed so that it is easily cleanable, that is, either easily movable, sealed in place or having sufficient space surrounding the unit to clean in place. 6. All artificial lighting fixtures located in food preparation areas, food storage areas, dishwashing areas and walk-ins shall be effectively shielded to prevent glass breakage onto food or food contact surfaces. Elementary School No. 17 Eagan, Minnesota Page 2 7. Floors in kitchens; other rooms where food is stored, prepared or washed; dressing or locker rooms and toilet rooms shall be smooth, nonabsorbent and easy to clean. a. A concrete floor in the food preparation area is not acceptable. b. Quarry tile floors are strongly recommended. c. The minimum, acceptable flooring is commercial-grade (1/8-inch thick), vinyl composition tile with a 4-inch base coving at the floor-wall juncture. 8. Wall surfaces in food preparation, dishwashing and storage areas shall be smooth, light colored, easily cleanable and nonabsorbent to the highest level of splash or spray. a. Sheetrock with an enamel paint finish meets the minimum standards for nonsplash and dry storage areas. b. Wall surfaces in splash zones or high moisture areas such as dishwashing, hand and janitorial sink areas, etc., must be finished with durable, nonabsorbent materials such as: 1) a fiber glass reinforced panel (such as Glasbord or similar product), 2) ceramic tile, or 3) epoxy resin over waterproof Sheetrock. C. Stainless steel, galvanized metal or equivalent materials should be installed behind the cooking line. d. Block walls must be smoothly troweled and finished with a minimum of epoxy or enamel paint to provide a smooth, nonabsorbent surface equivalent to an orange peel finish. 9. Ceilings in food preparation, dishwashing, and food storage areas shall be smooth, nonabsorbent, light colored, easily cleanable, and must not be perforated, fissured or textured. 10. Approved walk-in flooring materials includes the following: a. Properly fabricated and installed stainless steel. b. Properly installed quarry tile. 11. Provide a separate mop:sink 12. Please note that this amendment requires, with certain modifications, the budget to be calculated in accordance with the 1988 and 1989 criteria as specified in the Code of Federal Regulations, title 10, part 435.103. This rule was adopted and was in effect on May 6, 1991 through September 6, 1992. It was repealed and superseded on September 7, 1992 by new language which now requires the lighting budget to be calculated in accordance with the 1993 criteria with certain exceptions. Our office would accept a lighting power budget that meets either the 1988/1989 or the 1993 criteria as specified by the above-mentioned rules. For your convenience, we have enclosed a "Checklist for Compliance with Minnesota Energy Code Lighting Power Budget Requirements". EVERSON INTRODUCTION This report presents the results of our recent field work at the Eagan Elementary School project in Eagan, Minnesota. We were requested to perform field tests on spray applied fireproofing to the structural steel of the penthouse floor supporting members of the project. The scope of our work was limited to: 1) documenting fireproofing thickness in three selected locations; and 2) securing one fireproofing density sample and performing a density analysis on the sample in our laboratory. Our work was requested and authorized by Eric Linner, Wold Architects and Engineers. TEST PROCEDURE Sampling and testing of fireproofing thickness and density was performed in accordance with ASTM:E605 procedures. Since the project specifications did not indicate frequency for testing, we have followed the recommendations described in the "Inspection Procedure for Field Applied Fire Protection Materials" as published by the Association of Wall and Ceiling Industries-International, Washington, D.C. One density test sample was removed from the web of the beam near the thickness location. Our field work was performed on October 19, 1992. TEST RESULTS The results of our thickness measurements and in-place density tests are listed in the attached table. The results indicate the project specifications were met for each of the tests performed. REMARKS The test samples were discarded following completion of our laboratory work. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the Minnesota Plumbing Code. No plumbing work may be covered prior to inspection. The contractor/installer must obtain all required inspection permits from the city of Eagan Building Official. REQUIREMENT(S): 1. All plumbing shall be installed in accordance with Chapter 4714. 2. All horizontal drainage piping shall be uniformly pitched at 1/4 inch per foot. Where it is impractical due to the depth of the street sewer,to the structural features,or to the arrangement of the building or structure to obtain a slope of 1/4 inch per foot, such pipe 4 inches or larger in diameter shall be permitted to have a slope of not less than 1/8 inch per foot, where first approved by the Authority Having Jurisdiction. 3. Verify if any roof drains will be affected by vertical walls and that the roof drains are sized to accommodate any additional areas. A sewage ejector may be installed only if drainage by gravity is not possible(see Section 709.1). If a gravity drain of sufficient size and elevation is available within 100 feet of the new work,a gravity system must be employed. Sewage sumps must be designed per Sections 710.4 to 710.10: a. In public-use occupancies, dual alternating pumping equipment is required. b. The gravity drain receiving the pumped discharge must be sized per Table 703.2 based on two drainage fixture units for each gallon per minute pumped. c. Accessibly located check valve and a gate or full port ball valve must be provided on the sump pump discharge line, outside of the sump. d. The top of the sump tank must have a vent pipe connected to the sanitary vent system. e. An air-tight cover must be provided for the sump. f. Readily accessible audio and visual alarms must indicate pump failure or overload. 5. The large basin sink shall be properly trapped and vented prior to the solids interceptor. 6. Verify that the existing water supply and waste systems are sized for the added fixtures(see Sections 610.7 through 610.12 and 703.0). 443 Lafayette Road N.,St. Paul, MN 55155 • (651) 284-5005 • www.dli.mn.gov An Equal Opportunity Employer Glacier Hills Elementary 2018 Improvements Plumbing Plan No.PLB 1803-00161 Page 2 April 3,2018 7. Each horizontal drain branch, including floor drain branches, shall be provided with a cleanout at its upper terminal with the following exceptions(see Section 707.4): a. A cleanout is not required if the drain branch line is less than five feet, unless it serves sinks or urinals. b. A cleanout is not required on a drain that is 72 degrees or less from the vertical. 8. PVC storm sewers must meet ASTM D1785,D2665,D3034,F789,F794,F891,F949,or F1488 with approved fittings(see Table 701.1 and Installation Standard 1). Only ASTM D1785,D2665,F891,or F1488 PVC may cross above or less than 12 inches below potable water lines(see Section 720.1). Solvent welded joints must use ASTM F656 purple primer and ASTM D2564 cement. The sewer must be installed by open-trench on a continuous granular bed per ASTM D2321. ASTM F679 PVC may be used only if approved by the administrative authority as an alternate material prior to installation(see Section 301.2). 9. Concrete sewer pipe shall conform to ASTM C14,Class 2(see Installation Standard 1). Reinforced concrete(RCP)storm sewers complying with ASTM C76 may be installed only if approved by the administrative authority as an alternate material prior to installation(see Section 301.2). Cement mortar joints are permitted only for repairs or connections to existing lines having such joints. NOTE(S): 1. The scope of this project consists of remodeling and constructing an addition onto an existing building. The plumbing installation includes classroom bubblers, classroom sinks, and a large basin sink. Primary and overflow roof drains will also be installed 2. The building addition is served by existing municipal sewer and water services. New storm sewer will be installed serving the roof drains.
