The first complaint had to do with the opening force and closing time of the interior portion of the main entry doors at the Duckwood Trails Apartments. With the equipment we used on December 10, 1999 to test this, we found that the door opening force was approximately 5-71bs. Section 1341.0442, Subpart 11, Item B, Subitem (1) of ADAAG states there shall be a maximum pushing or pulling force of 5 lbs. We also estimated the sweep period of the closure at less than 3 seconds. Refer to Section 1341.0442, Subpart #10 of ADAAG for the minimum allowable sweep time for doors. The second complaint involved the rear exit landing at Wing #3. The rise of steps and stairs shall not be less than 4" nor more than 7". The exit landing at Wing #3 currently has a rise of approximately 14". Your cooperation in bringing these two items into compliance is greatly appreciated. When we receive a response, I will share with you their comments. Direction has also been given to O.S.M., our consulting engineering and surveying firm to develop a legal description of the property we discussed for acquisition by the City for a park. Based on our conversation, I presume this meets with your approval and they are permitted upon your property to perform the necessary survey work. This work direction has been given to the firm recently and we expect them to begin relatively soon. It has been said that advice not asked for is advice that should not be given. However, let me risk going against this and provide you with a suggestion. It may be well worth your time and effort to have another firm take a look at the plan you have shown to Tom and I that was previously developed by Dunn and Curry/Urbanscope for your praperty. In my opinion, there are some serious deficiencies in that plan. For example, the plan shows an east/west road near the park boundary on the north property line. A quick look at the grade shows that this road goes from an approximate 820 elevation to a 910, or 90 feet. This is over a distance of some 480 to 500 feet. That's a grade well in excess of 8%. Grading such a road would undoubtedly be very expensive and destructive to the site and would probable destroy the character and value inherent with that property. That is why I am suggesting that you consider the option of having a firm review, offer you an opinion as to it's feasibility, or deve]op another site plan which takes advantage of the features of the site.
