1993
i. A plan must be submitted to the City's Engineering Department for approval before
installing a lawn sprinkler system. If digging in the boulevard, a right-of-way permit
may be required.
2. Once plan is approved, it will be presented to the City's Plumbing Inspector for sizing
of the meter.
3. Jerry Wobschall, Finance Department, will calculate permit fees as follows:
a. Commercial project:" $ 25.50 underground sprinkler permit.
$ 50.50 water perxnit fee only if new service is installed.
$100.00 per tap if installed by City. Please consult with
Engineering Department regarding feasibility of City
installation (Ciry will only install taps up to 1").
b. esidential Rroject: $ 15.50 underground sprinkler permit. `
$ 50.50 water permit fee if new service is installed.
$695.00 per connection - WAC.
$324.00 per connection - water treatment plant.
c. E)dstiniz residence: $15.50 underground sprinkler permif -(fee not required
if backflow preventor previously installed); however, plan
must still be presented for approval and an application
must be filled out.
4. Once meter size is determined, Protective Inspections Clerk Typist will contact Urility
Bil:ing Clerk for cost and notify installer of all costs associated with project. If new
service lines are not required, one check may be written for meter and permit costs.
No meter will be sold before all sewer and water inspections are complete on a new
service--(Engineering Department will advise Utility Billing Clerk when meter can be
sold). Receipt will be coded to 20-3716 (meter portion only) with pink copy
forwarded to Utility Billing Clerk.
5. The installer is to contact Protective Inspections at 681-4675 for inspection of the
inside water line and backflow preventor. The Public Works Department may be
reached at 681-4300 for water turn-on and set and seal of ineter. Inspection hours are
8:30 AM to 3:30 PM, Monday through Friday. Requests for AM inspections should
be made on the preceding work day. Requests for PM inspections will be accepted
until 12:00 noon that day.

Dear Mayor Awada,
I have added my name to a community letter you have received from sow-e other religiously
concerned people regarding the issue of affordabie housing in Eagan. I want to let you know
how important I believe this issue is for the sake of all who live in Eagan.
"No man is an island," is a pcetic phrase familiar to many of us. In a community like Eagan
we need to see ourselves as part of the larger metropolitan community. What a distortion we
create when we try to define community as including only people who can afford to live in
housing that is clearly above the norms in the lazger community. I believe we are in danger of
creating a view of the world which will almost make Eagan like an island of wealth.
I serve as the Vicaz of Ss. Martha and Mary Episcopal Church. We have been in the
process of helping a family from the Sudan settle here in this country as refugees. What a story
they have to teIl and what a great difference they will make as they make America their home.
They will repeat the story many of us can tell about how our ancestors took the risk of starting
all over again in this country. Sadly, though, it is highly unlikely that this family could begin
• their new life in Eagan. There just isn't enough available affordable housing in this city and
from the sounds of it we aren't planning to do very much in the future to change this scenario.
I hope that the community leaders of Eagan will go on public record as wanting to create a
commumty that is blind to all the things that are at the heart of the prejudice that keeps people
apart from one another. That prejudice will raise its ugly head, however, if we fail to provide
housing opportunities for people of different economic levels. For the sake of all of us, in this
community, but particularly for the sake of the children and youth of this communiry, let us
have a housing policy which truly prepazes them for living in this world. I urge you to adopt a
housing policy which makes sure that Eagan has a supply of affordable housing to meet at the
very minimum the standards of the Metropolitan Council. To go beyond those standards, of
course, would be evidence of true leadership on your part.

Dear Mayor Awada,
We the undersigned clergy of various Eagan faith communities want to offer our
comments on our community's Comprehensive Land Use Plan. Each of our
congregations works to meet both spiritual and material needs in our community. We
have supported transitional housing opportunities for families, provided sheiter for
families who aze homeless, met with area legislators regarding the need for more
financial resources for affordable housing, and in various ways provide meals, counseling
services, and emergency assistance to people in need.
We have some concems about the draft of our city's Comprehensive Land Use
Plan. We are encouraged that throughout this plan the need for more affordable housing
is raised. However, we are concerned that there are not enough concrete plans to ensure
that we'll come close to meeting the identified need. It seems that out of the 1003 acres •
of vacant and underutilized land guided for residential development, more than 17%
could be made available for multi-family housing. We are encouraged by the creation of
the new single family small lot classification and we encourage the creative use of this
classification for additional affordable housing, Having an adequate supply of land
appropriately guided for multi-family housing and the use of single family homes with
smailer lots is an important step in getting more affordable housing built.
An adequate supply of affordable housing is also important for our continued
economic health and vitality. The plan states that many of the new jobs that will be
created in the next ten years wili pay modest wages and will require an adequate supply
of housing that is affordalile to families at those wage levels. The Metropolitan Council
estimates that over half of the new jobs that will be created in the next 10 years wili pay
under $22,000. Additional transportation alone is not an adequate solution. People who
work in Eagan should be able to live here.
The plan as drafted leads us to believe that we aze creating an increasingly
exclusive community. Instead of creating housing opportunities for people at various
stages of life, the Council's planning priority to "promote upscale housing" concerns us
without corresponding concrete plans to guide sufficient land for affordable housing.

Many of our congregation members express concem about where their adult
• children or elderly parents will live or where they will move following a divorce or death
of a spouse. We see what happens when families pay too great a portion of their income
for housing. We see young families in our community struggling with providing adequate
caze for their children while both parents work to make the rent or mortgage payment. We
also see some in our communi "ty already making difficult choices about food, utilities, and
medical expenses. We realize that we can only provide limited, temporary help in these
situations. We are particulazly concerned about where we will be in 10-20 years without
adequate land guided for additional affordable housing.
We ask ourselves why our community that has an abundance of opportunities lacks
housing choice for many. We aze committed to working to make Eagan a strong and
inclusive community and look forward to working with you to make that a reality.

Dear Mr. Merchak:
The following is in response to your review of construction
drawings. This response will be in the same order as the items
listed in your report.
1. The structural engineer of record has given us a written
response to the special inspection requirement (see enclo-
sure.) Special testing is indicated on the special inspec-
tions list.
2. To my knowledge we have specified standard approved materi-
als.

4. Calculations for thermal envelop are enclosed.
5. Letter of approval from Minnesota Department of Health is

6. We will add a vertical 12" grab bar at horizontal side bars.

10. No fixed seating is planned at this time. Capacity will be
posted at 485 for the main worship seating area. (3392
sq.ft. - 7 = 485 occupants)
11. Plumbing contractor will supply cleanouts as required in 3"
drain pipe and elsewhere as required by code.
12. The operable wall partition will not be installed at this
time. The owner intends to partition along the operable
wa11 location with a gypsum board partition wall. An exit
door would occur at the south end on both sides and an exit
would go through the intervening room on each side.
Calculating the area of the assembly occupancy, we have 3392
sq.ft. At 7 sq.ft./occupant our space holds 485 persons. A
space with this number of occupants requires two exits
separated by 1/2 the diagonal distance or, in this case,
75'- 2= 37.5 ft. Door No. 111/C and 111/B are separated by
53'.
Referring to 3303 (e), an exit is allowed through an inter-

Dear Mr. Merchak:
As per our phone conversation on .Tuly 23, 1993 I am sending a
letter of clarification on the plan revision drawing dated June
10, 1993 showing gypsum board partitions closing the opening
between the worship space and education space. These partitions
are being added in lieu of an operable wall.
We discussed the occupancy type for Room No. 108 and the capacity
intended. It is the church's intent to use the room as a class-
room which puts it into a load factor of 20 sq.ft./occupant or in
some cases an assembly area, less concentrated, having an occu-
pant load of 15 sq.ft/occupant.
Either of these requirements gives us an occupant load of less
than 50, therefore not requiring panic hardware on exit doors. A
sign indicating room capacity of 49 is to be posted.
In a&tlition, I am enclosing a detail drawing of a trash enclosure
as per owner conversations with the City.

Section 306. The items for which „pecial inspections should be considered include
concxete, welding, high-strength bolti:ng and structural m.asonry. Foreach of thcse items,
the code niakes exceptions which I believe apply to this project. It is therefore my
opinion that special inspections are not needed on this project.
Conventiona.l testing and'uzspections such as concrete cylinder tests and soil compaction
tests should be prQVided as detailed in the project specification and soils report.

SCOPE: This examination i; limited to the design of this particular project only insofar as the pravisions of the
Minnesota Plumbing Code, as amencled, apply, and does not cover the water supply or sewerage system to
which this plumbing system is connected. The examinalion of plans is based upon the supposition that the data
on which the design is based arc correct, and thal necessary leyal autlioriry has been obtained to construct the
project. The responsibility for the clesign of structural features and the ef(iciency of equipi7ient must be taken by
the project designer. Approval is contingen[ upon satisfaclory disposition of any requirements included in this
report.
INSPECTIONS: Special care should be taken to insure that the material and installation o( the plumbing system
are in accordance with the provisions of the Minnesota Piumbing Code. It is necessary that the Stale Health
Department make roughing-in and final inspections of the plumbing systern to deterrnine whether it complies
wi[h the code. Provisions should be made for applying an air lest at [he time of the roughing-in inspection as
outlined in Minn. Rules, p. 4715.2820, of the code. In order to facilitate this work, a self-addressed card is
attached which shoulcl be returned to this of(ice. The name of the plum!>ing contractor should bc, indicated so
annngements can be made (or the conlractor to noli(y the StatE; Health Departiiient lhat Ifie inslallation wiil be
ready (or a test and inspec[ion.
No acceplance of the ptumbing instailalion can be given unlil inspeclion and testing of the roughiny-in work
(Minn. Rulc;, p. 4715.2320, subp. 2), finished plumbiny (Minn. Rules, p. 4715.2820, subp. 3), ancJ inspection of
lhc compleled installalion by a representative o( the Slale Health Departrnent indicates compliance wilh lhe
provisions of lhc codc.
REQUIREMENT(S):
1. The maximum water volume per fluc;h o( a Floor-mountecJ waier closet shali be 1.6 gallons. Water ciosets
shall comply willi Americriri National ilanclards Instilule A1121J.6--19J0 (see Minnesrita Slatitles,
Section 32G.37, subp. 2).
2. Verify tha[ [he potable water connection to lhe lawn ;;prinider system shall be provided with a backflow
prevenier selected to comply wi[h Minn. Rules, p. 4715.2100.

7. Plastic pipe must be installed in accordancc with Minn. Rules, p. 4715.0580(f) and p. 4715.0600. Horizontal
runs of plastic waste and vent pipe above-grade carnio[ exceed 35 feet in total length. Vertical runs of
plastic waste and veni pipe abovc-grzde may only exceed 35 feet in total height with an approved
expansion joint
II. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrastiny color to the
pipe and cement (see Minn. Rules, p. 4715.0II10, subp. 2).
9. All solcler and tlux used for the potable waicr distribution systems shall contain less than 0.2 percent lead.
Use of 50-50 solder or flux containing more than 02 percen[ ic;ad is pruhibited in potable water distriUution
systems. Any solder other than 95 5 tin-antimony or 96-4 tin-silver must be specifically approved by the
adminis[n[ive authorily prior to use.

above-referenced project. It is our hope that this report will be of benefit to you in
achieving a project that complies with the various state and local codes, laws, and
ordinances.
We are pleased to inform you that our review has found the design to be in substantial
compliance with the provisions of the building code. Please respond to the items listed
below at your convenience:
1. Is it your intent to utilize the automatic sprinkler system as a substitute for one-hour
fire-resistive construction as permitted by Uniform Building Code (U.B.C.) Section
508? If not, is it your intent to utilize it for allowable area increases per U.B.C.,
section 506?
2. Please advise our office of acceptance of alternate option on lighting protection
(especiaily for protection of cross).
3. Refer to specifications, section D1400: Please complete the "Special Inspection and

APPLICATION SUMMARY: An application has been submitted requesting a Special Use
Permit to allow a temporary vegetable stand on unplatted church property at ihe NE corner
of Diffley Road (County Road 30) and L.exington Avenue (County Road 43).
COMMENTS: The applicant would like to conduct a temporary vegetable stand as a
fundraiser from ]uly through September 1992. The stand will be operated by Gary Pahl and
will be open from 10:00 a.m. - 6:00 p.m. six days a week. The church will receive 10% of
the profits. The Pahl family has a farm operation in Apple Valley and operates a similar
stand ihere Inown as "Pah]'s Market".
The proposed 12' x 20' stand will be portable and gravel will be brought to the site to create
a temporary parking area for approximately 10 cars. The parking area must be set back a
minimum of 20' from all property lines. Access to the stand will be provided by an
unimproved direct access from the county road. This will require Dakota County approval.
If approved, this Specia] Use Permit shall be subject to the following:
1. The applicant shall provide City staff written access approval from Dakota County
prior to any site preparation.
2. The parking area shall be set back a minimum of 20' from al] property lines.
3. All signage shall meet Sign Code requirements and be subject to the one-time fee
of $2.50/sq. ft.
4. Tfiis permit is temporary and shall expire October 1, 1992.
5. All other applicable City codes.
