I am writing to explain the more significant details of the recently installed storm sewer
improvements in the back yazds of 3734 and 3738 Greensboro Drive. The City of Eagan
constructed storm sewer improvements during the first week of August 1999 to resolve drainage
concerns on these two propeRies. The two property owners had previously hired a private
contractor to install drainage tile during the Spring of 1998.
An 8" pipe was installed by the City's contractor to drain the two back yazds in addition to the
previously, and privately, installed 4" drain tile. The lazger pipe was connected to the nearest
catch basin, at the southwest comer of 3740 Greensboro Drive. The alignment of the installed
pipe proceeds easterly along the boulevazd on the north side of Cross Road and turns north to
follow the drainage and utility easement along the rear lot line of 3740 Greensboro Drive until it
reaches the back yards of 3734 and 3738 Greensboro Drive. Flat surface grates, visible in both
yards for the collection of the overland drainage, connect to the 8" and 4" pipes.
The pipe instatled under the city contract was designed and constructed to provide adequate
drainage of 3734 and 3738 Crreensboro Drive for a storm event with a 100-year frequency. This
design meets the City of Eagan's Engineering Standards for the ultimate stoim frequency design
within the city. The additional drainage tile that was privately installed will provide slightly
additional capacity above the 100-year storm frequency rate.
The recently completed storm sewer improvements should provide the permanent solution to
your drainage concerns. I hope this information is helpful. Please contact me with any

Item i. Special City Council Meeting/August 25-The City Administrator is recommending
that a Special City Counci] meeting be scheduled for Tuesday, August 25, to review the draft
preliminary General Fund Budget for 1999. Typically, the City Council will meet at the end of
August to review the preliminary budget and, if necessary, will schedule an additional work
sessions prior to September 15 when certification of a preliminary budget is required for
submittal to Dakota County to prepaze information for the truth-in-taxation hearings scheduled
for December.
This still provides time for the City Council to fine-tune the 1999 General Fund Budget during
September through November, while the 5-yeaz CIP and Public Enterprise Fund budgets aze
reviewed.
ACTION TO BE CONSIDERED:
To consider scheduling Tuesday, August 25, for a Special City Council meeting beginning at
5:00 p.m. to review the 1999 General Fund Operating Budget.
