The services provided included: . subsurface geotechnical report, . earthwork observations and testing during mass grading, . footing subgrade observations, • concrete testing, • floor flatness and levelness testing, . structural steel testing and observations, and . test roll observations of pavement subgrade. We have provided International Conference of Building Officials (ICBO) certified special inspectors and en?ineering technicians to conduct the observations and testing in general conformance with Unifortn Building Code (UBC) Section 1701 and the project specifications. Available Information Braun Intertec Corporation (Braun Intertec) drilled 9 penetration test borings for the proposed building, the results were submitted our "Geotechnical Evaluation" reports dated Ju1y 18, (Braun Intertec Project BASX-01-0247). We were provided witli a set of construction plans and specifications prepared by Pope Associates, dated July 24, 2001. Proposed Construction The proposed Lunar Pointe building will be a slab-on-grade, one-story office/warehouse type structure. The building Nuall have precast wali panels and a shuciural steel frame supporting a steel roof systein. The finish floor will be at elevation 862.0 feet and the building will be supported by conventional spread footings designed for a soil bearing pressure of 6,000 pounds per square foot (psf). The building footprint will be 118,891 square feet in plan dimension. Associated with the building was utility installations and paveinent construction. Duke-weeks Construction Project BODX-01-220C March 13, 2002 Page 2 Soil Observations and Testing The excavation observations were conducted by an engineering assistant from June 12 to June 14, 2001. The eacavation observaUons consisted of observing the soils exposed in the bottoms and sidewalls of the excavations. The approximate density ar consistency of the soils encountered iu the excavation bottoms were judged by the force required to advance random, shallow (about 1 to 3 feet deep) hand auger probes. Soi] classifications were determined in the field using American Society for Testing and Materials (AST1V) procedures by examining the hand auger probe cuttings. The excavating contractor used scrapers and dozers to remove approximately 1 to 2 feet of topsoil from the southern half of the building pad. Below topsoil medium dense silty sand and pooriy eraded sand with silt were encountered. The excavation of the building pad were oversized to provide at least 1H:1V (1 horizontal:lvertical) slope from the finished grade elevation to the hottom of excavation elevation (see attached Excavation Observation Sketch). A total of 20 compaction test (1-20) were taken on the engineered fill placed in the building pad and x-vall backfill. The compaction tests met or eaceeded the density requirement of 98 percent for the building pad and 95 percent for wall backfill of standard Proctor density (ASTM D698). The compaction tests have been previously forwarded and are attached to this report. Concrete Testing and Observations Concrete testing and observations were performed by an American Concrete Institute (ACI) certified Level I technician. The observations and testing consisted of determining slump, temperature and air content as the concrete was discharged from the truck. We also observed the contractor's concrete placement procedures for compliance with industry standards. A total of 31 sets of concrete test cylinders were cast for evaluation of compressive strength of the concrete. Sets i through 7 were cast by the concrete contractar (Dayco) on concrete placed inainly for footings and the smaller slab pours. Sets 8 through 31 were cast by Braun Intertec for the large interior slab pours. Braun Intertec also cast four sets of concrete beazns for evaluation of flexural strength of the concrete placed for interior slabs. Review of the test results indicate that the concrete represented by the test cylinders has met or will likeIy meet the specified minimum 28-day compressive strength. Review of the test results for the concrete beams indicate they will likely meet the specified min'vmun 56-day flexural strength requirement. The concrete should be considered acceptable based on the requirements of the plans and specifications. The results of the compressive strength and flexural strength tests have been submitted as they become available and are attached to this report. Floor Flatness After each large pour for the interior slab-on-grade, floor flatness and levelness measurements were taken using a"Dipstick" floor flatness profiler equipped with a computer to store and process the elevation data. Project specifications for floor flamess (FF) called for 35 and floor levehiess (P,,) of 25. The overall combined average for FF numbers was 44.39 and the overali FL utunbers were 40.78. Based on our floor flamess and levelness measurements the interior slab Dul:e-weeks Construction Project BODX-01-220C March 13, 2002 Page 3 exceeds the project's specifications. A separate report will be submitted for the floor flatness and levelness testing. Structural Steel Observations The observations of the structural steel construction was performed by an ICBO certified special inspector for structural steel or a Level II technician qualified in accordance with American Society for Nondestructive Testing (ASNT), Publication SNT-TG1A. This work consisted of observing the high strength bolted and welded connections to determine if they were in aecordance with the structural plans and specifications. After each day's work, a Special Inspector Daily Report was submitted to Duke-weeks Construction superintendent and aze attached to this report. Based on our observations, it is our opinion there are no outstanding discrepancies related to the structural steel erection. Test Roll Observations Test roll observations were made of the pavement subgrade after the aggregate base had already been placed. Pavement subgrade soils below the aggregate base, mainly consisted of poorly graded sand and some silty sand. The test roll was performed by observing the aggregate base after one pass with a loaded, triple-axle iruck. The majority of the aggregate base performed well after one pass with the truck. It is our opinion the aggegate base subgrade is suitable for pavement support. A daily observation report was submitted to Duke-weeks' construction superintendent and is attached to this report. A sieve analysis test (G-2) was run on the aggregate base material and met Mn/I)OT Class 5 specifications. The results are attached. Summary Based on the results of our soil borings, excavation observations and compaction testing, hand auger probes and footing subgrade observations, it is our opinion the soils at the excavation bottoms and at footing subgrade is suitable for building support. Based on our compaction test results, it appears the engiiieered fill placed during the mass grading and for the wall backfill is adequately compacted for building support. Based on the results of the concrete testing, the 28-day test cylinders have met or will likely meet the specified strength requirements and the flexural strength results of the concrete beams will have met or Nvill likely meet the 56-day flexural strena h requirements. Based on our floor flatness measurements, it is our opinion the interior slabs exceed the project's specifications for floor flatness (FF) and floor levelness (FL). Based on the results of our struciural steel observations, it is our opinion that the sh-uctural s*eel was placed in accordance to the plans and specifications and there are no outstanding discrepancies related to the structural steel erection. ? Duke has proposed that the outflow restriction be accommodated with an underground storage piping system rather than a conventional pond system. However, they are requesting financial participation in the piping system by calculating the costs of over-sizing a hypothetical pond on the site to meet the required outflow. The attached correspondence from Bob Smith of Duke states the basis for requested financial contribution from the City, which include land area, excavation and engineering costs. These calcularions and costs have been evaluated by staff and found to be in order for use in preparing the agreement. Calculations were prepared ta determine the amount of additional storage required to limit dischargss from the proposed pond ta 9 cfs as indicated in the 1990 SWMP instead of the existing discharge leaving the site af 29.25 cfs. The analysis used a pond sizing routine developed by the SCS in publication TR-55. The use of this procedure is consistent with the hydrologic analysis prevlausly prepared for the site. The intent of the pracedure is to estimate required storage volumes prior to e final design being prepared. In this case, no final desigrt will be prepared, so the procedure is applicable to reviewing the site. Assumptions made fn the analysis: • Drainege calculations are consistent with those used for hydralogic analysis of the site. • The pand is assumed to be rectanguler in shape. • Side slopes on ihe pond are 31-1:1 V. • It is assumed the pond will bounce 5 feet in e i 00-year storm. • It appears that an additional foot of freeboard to adJacent facilities, such as parking lots, has been included in ihe calculatlons for the required excevation. I reviewed the calculations provided and my numbers agreed within i% to the numbers calculated by HTPO. Additionally, to establish the basis for City payment, I attached a copy of the signed Purchase Agreement buying the land from EcoLab, Inc. the land purchased cost is $2.69 per sq. ft. I have included a letter from E& H Earth Movers, the same excavator that did the site work. The material move price is $1.67 per c.y., and an invoice from HTPO for storm water revisions. From the HTPO sheet, the 29.25 cfs pond (the pre-construction rate) has a top area of 7,921 sq. ft., and an excavation volume of 1,120 c.y. of material. The 9 cfs pond has a top area of 14,641 sq. ft., and an excavation volume of 2,358 c.y. of material. The difference between the two ponds, results in the 9 cfs pond requiring 6,720 sq. ft. more land area to construct. The increase in material excavation to construct the 9 cfs pond would be 1,238 c.y. Based on our verbal agreement and the verbal approval by Tom Colbert and my follow up e-mail. The City would pay the difference in the pond surface land area, excavation and consulting engineering costs between the two hypothetical pond designs, per below 6,720 s.f. ( $2.69 /s.f.) _ $18,076.80 1,238 c.y.
