A standard weight 4" masonry block provides an equivalent thickness of 2.7", which would provide us with a total equivalent thickness of 5.4". Building addition location and elevation information obtained at the site, and presented in this report, was based on the existing building. BACKGROUND INFORMATION Previously, we (AET) performed a geotechnical exploration program and analysis for this project. The results were presented in our Report of Subsurface Exploration and Geotechnical Review, dated March 24, 2004 (AET Job No. 20-04011). It was recommended in the report that the buildings be supported by spread footings designed using an allowable soil bearing pressure of 2,000 psf. Refer to the Geotechnical Evaluation Report for more detailed information about the soil conditions and the recommendations for building support. AET #20-04137 - Page 3 of 5 SOIL OBSERVATIONS AND TESTING Excavation Observations and Results Personnel from AET performed observations of the soils in the mass excavation for the building addition. The results of these services were provided in our Report of Excavation Observations and Density Testing, dated May 25, 2004. Briefly, that report states that the soils observed in the bottoms of these excavations should provide adequate support of the fill and structural building loads. Reference should be made to these reports for more details about the soil conditions, our observation techniques, and the results of our observations. Compaction Testing Results To date, AET personnel have performed a total of 22 compaction tests in fill and backfill placed in the building excavation for the project. The results of these field density tests were compared to the laboratory Standard Proctor maximum dry densities (ASTM: D698) for each different soil type to calculate the compaction levels for each test. The results of our compaction tests were presented in several Reports of Soil Density Testing and Reports of Excavation Observations and Density Testing. In summary, the soils at the locations and elevations tested were compacted to levels that should adequately support the structural building loads. CONCRETE TESTING We performed compressive strength testing of 3 sets of test cylinders cast by the contractor. The results of these tests were presented in our Reports of Compressive Strength of Cylindrical Concrete Specimens. Copies of these were previously submitted under separate cover. The test results exceeded the 28-day design compressive strength. OBSERVATIONS OF WELDED AND BOLTED CONNECTIONS AET #20-04137 - Page 4 of 5 NDT technicians from our firm observed field welded and bolted connections for the building addition on a will-call basis during the period from July 8 to July 26, 2004, when contacted by RJ Ryan personnel. The high strength bolted connections were observed for compliance with AISC codes for intimate contact of all plies, and to verify that a washer was installed behind or under the nut. The bolts used were of the alternative design, intended to indicate a predetermined tension or torque. Within the specified scope, all bolts that we observed were evaluated to verify that the tension indicators were fractured as required by the referenced codes and manufacturers specifications. It is our judgment that the observed bolted connections for the structural steel frame satisfied the requirements of the referenced code and project specifications Visual weld observations were performed in accordance with the requirements of Section D1.1 (steel frame) and Section 131.3 (sheet steel) of the American Welding Society Code. Individual welds were judged for quality, size, and length. It is our judgment that the field welds observed for the structural steel, precast wall panel connections and bar joist connections satisfied the requirements of the referenced code and project specifications. The deck welds and deck fasteners were judged to satisfy the requirements of the project specifications and the referenced codes. This short length of Kennebec Drive had not been excavated when the original Kennebec Drive street improvement project was carried out. It became necessary to complete this stub street when the property on the south side of the street was developed in 1973. The cost of this street improvement was not unusual considering the short length of street improved and the fact that costs are accelerating rapidly. The original Kennebec Drive street improvement project costs $23.91/ff whereas the last project cost $30.22/ft. I'.o part of the driveway im- provements for the property on the south side of the street was included in the street assessment. In the future, this street will be continued to the southwest in accor- dance with the proposed plat of the Vogelpohl property. It is customary and proper to assess property for st'roet improvements across the total frontage of the lot. Other properties have paid for the street improvement across their total frontage to provide access to the lot in question, even though they needed the street only as far as their own driveway for acceso to their oem property. In the first place, this 124 feet of Kennebec Drive should have been com- pleted at the same time that Kennebec was done, but someone saw to it or decided it was not necessary to be done. Now, after the benefitted property owner across the street from us put up his building and decided to have a driveway at the far end, this work was done at my expense and to no benefit for me, as that serves just a small triangle piece of my land which is worthless. Upon examination of this improvement on 9/3/74 by Mr. J. Paranto and me, we also discovered that a good piece of this improvement is the driveway to the property across the street from me. The other person who will benefit by this is the owner of the bottom land along the tracks and river (N.W. of my land), who I believe is Adelman. Looking at the records of Kennebec Drive construction for street, curb and gutter work, first phase cost $11.30 per foot, second phase cost $12.61 per foot, and now for the last 124 feet at a cost of $30.22 per foot. This land was purchased in all good faith with a knowledge of the $7,810.09 total assessment to my property. I do not intend to pay for assessments which do not benefit my property, and as you can clearly see, this extension of Kennebec Drive was for the sole purpose and benefit of the property owner across the street for the entrance to his property only. Since this assessment does not benefit my property, I request that my portion of this assessment be cancelled, and charged to the benefitted property owner. During the review of this site plan, certain comments were noted in regards to the drainage of this site upon completion. These comments were either forwarded to your attention or your general contractor's attention for incorporation in the plans and specifica- tions used to complete this structure. Once construction began in early December of 1979, there was some discrepancies between the elevations shown on the site plan and the actual elevations as determined in the field at this particular site. A representative from your Engineers Office contacted the City and indicated that the building was located approximately 12 to 18 inches below what the approved minimum floor elevation was on the site plan. This creates a drainage problem for your parking lot. It was my understand- ing that this discrepancy occurred between the actual elevations in the field and the proposed elevation taken from the topography map. As -a re- sult, the City of Eagan would like to receive a revised grading/drainage and site plan for this site, based on the existing elevations of the struc- ture and the street so that we can properly review the proposed drainage for this facility. I would like to have this revised plan sent to my attention so that I can review it for approval so that there will be no unnecessary delay in the issuance of an occupancy permit upon completion of this complex. RE: HERRIGAN OFFICE/WAREHOUSE COMPLFX, 3695 KENNEBEC DRIVE As you are now aware, the Public Works Department has been having a conflict with Mr. Mike Greaser, President of the Eagan Construction Company incorporated, in regards to the unauthorized use of a City fire hydrant by his firm in relation to supplying water to the above referenced industrial warehouse complex presently being constructed on Kennebec Drive. I am forwarding to you copies of the two letters that have been sent to Mr. Gresser's attention, indicating the problems that we have encountered as a result of his unauthorized use. The history of this situation is as follows: During the first week of December, we had received a request from Mr. Gresser for permission to use a fire hydrant for obtaining water for his masonary crew in the construction of the industrial complex on Kennebec Drive. Upon receipt of this verbal request, I then con- sulted with our maintenance department regarding the feasibility of issuing such a permit with the required hydrant meter. Their past experience, as related to me, indicated that they have had problems in the past with contractors leaving meters on the hydrants and not completely draining hydrants during the winter seasons. This has re- sulted in a few frozen hydrants that required maintenance repair by our maintenance division. Subsequently, it was determined that it would not be in the best interest of the City of Eagan to issue hydrant meters to private contractors after November 30th. This information was then forwarded to Mr. Gresser by way of a phone call, on December 4th. Mr. Gresser then contacted yourself indicating that other commun- ities in the metro area allow hydrant use during the winter months. Our maintenance department then performed a survey of Bloomington and Burnsville, with a response indicating that no permits were issued after November 30th, similar to our policy. On December 7, Eagan Construction Company had a water truck fill its tank from the fire hydrant located in front of Eagan Construction Company Incorporated. This was in direct opposition to the information forwarded to Mr. Greaser. Subsequent to their use of this fire hydrant, the shut- off valve rod was broken resulting in continuious flow from this hydrant. Because this was a Friday, we felt it was necessary to repair this as soon as possible, rather than to let it continue to run over the weekend. Consequently, two men from the utility maintenance section were dispatched to repair this hydrant from 3:30 P.M. until 5:15 P.M. This resulted in direct overtime cost to the City of Eagan in the amount of $55.91 in addition to $5.00 for the parts needed to repair the hydrant. As a result of this necessary repair work, a bill in the amount of-$87.16 was forwarded to Mr. Gresser's attention on December 27, 1979. As no response was received within the time period requested, a second notice was forwarded to his attention on March 4, 1980 (copies of which are attached). This bill included a $26.25 charge for equipment (1 pickup truck) necessary to per- form this operation. The rate of $15.00 per hour has been obtained through I J _... HERRIGAN OFFICE/WAREHOUSE COMPLEX MARCH 13, 1980 PAGE TWO similar billings received by the City from private contractors when emergency repair work is performed on a time and material basis. It is my understanding the Mr. Gresser has contacted you and our City Attorney, regarding his objection to payment for the repair work that was -required. His recent allegation that the cities of Burnsville, Bloomington, and Lakeville presently allow winter hyrant meter permits has been researched by our maintenance section on March 12th. The result of this indicates the following: BLOOMINGTON - Their Superintendant of Public Works was unaware that any hydrant meters had been issued in Bloomington during this past winter. Further investigation with the foreman of the utility division, indicated that one meter had been issued to Mr. Gresser this past winter. Our impressions indicate that this issuance is not condoned by the management and is discouraged whenever possible. BURNSVILLE - The Superintendant of Public Works in the Burnsville mainten- ance department indicated that their policy of issuing winter hydrant meters was changed, effective January 1, 1980. This accounts for the discrepency between our earliest survey and Mr. Gresser's present permit in Burnsville. LAKEVILLE - No hydrant permits are issued in the City of Lakeville, according to their Superintendant of Public Works. Contractors are requested to obtain water by way of a tanker trunk from their fire station outlet. This is the proceedure presently used by Mr. Gresser. Mr. Gresser also indicated that there is presently, a contractor (Keys Well Drilling Co.) using water from the hydrant on Coachman Road. This fact is correct and was provided for through the specifications of our Improvement 80-2. It is under the strict observation and control of our Engineering and Maintenance Department and we are accepting all responsi- bility for this connection by way of our contract authority with this contractor. Although our existing policy could, and may be changed in the future, I personally feel that it does not excuse Mr..Gresser's direct violation of our requirment at the time. It is interesting to note, that Mr. Gresser verbally indicated to me that he would be willing to guarantee against any damage of the fire hydrant if he were allowed to use it. How ironic that we are now having such a problem collecting from him, after he in fact did damage the fire hydrant. If any negotiation were to be made in regards to this bill with Mr. Gresser, I could justify the elimination of the $26.25 charge for the pickup truck as this was not a direct financial cost to the City of Eagan. However, I feel the principle of the issue is that he should be made responsible for his actions because of his willfull intent to disregard the City's current policy. Lot 1, Block 3 is a platted lot of record and is presently zoned I-1 (Limited Industrial District). An office warehouse is a permitted use within an I-1 District. The first phase of the office warehouse would consist of 70,000 square feet of which 10,000 square feet would be office. The future expansion would be an additional 25,000 square feet of warehouse and 10,000 square feet of office. The chart below will give a breakdown of the site. If additional office is provided with the expansion of the warehouse, the expansion should be reviewed by Staff to insure adequate parking is provided. In the future, when expansion occurs, it should only be proportional to the amount of parking which can be provided on the site. The building meets all ordinance requirements and setbacks except for Ordinance 52.06, Subdivision 14 D "where a loading area faces a public street, a nunimuin of 40 foot wide landscaped yard including berms and vegatation shall be provided and maintained along said public street. The applicant has only provided a 20 foot landscaped area along Kennebec Drive. Haaever, the applicant will provide a 4 foot berm with heavy vegetation to suitably screen the loading dock from Kennebec Drive.
