Re: Lakewood Townhomes Request for Storm Water Management Improvements
Dear Mr. Bozonie:
This letter is in response to your letter dated October 14, 2005 requesting increased storm
sewez capacity for the Lakewoods Townhome area in conjunction with the City's proposed
street overlay improvements in 2006. Your letter stated that the properties at 4178-4180 &
4182 Meadowlark Road South were impacted by recent storm water runoff events.
A storm sewer pipe from Meadowlark Road South drains a low area within the yards of
these townhomes. As you recall, after the July 2000 storm event, the City Council was made
awaze of the impact of the event's runoff to the above-referenced townhomes. Because the
runoff that drains to the storm sewer pipe is entirely from Lakewood association property,
the Council felt that this was a private property drainage issue with no direct City
involvement in a solution. Subsequently, City staff and consultants met with you and
representatives from the Lakewood Townhome association to discuss mitigation options and
their effects on high water levels.
The City ran computer models of various rainfall events (July 2000 and 1%/ 6" of rain in 24
hours events) for the existing drainage pattem and for various mitigation options. Based on
this modeling, the City provided a viable option to mitigate the runoff impacting the
townhomes. This improvement option was to construct a drainage berm and swale to re-
direct runoff west around the 4186-4190 units, away from the storm sewer pipe and overland
out to a driveway and street available to accommodate the runof£ The association has
elected not to pursue construction of this improvement.
Additionally, prior to 2002, a portion of the undeveloped property to the south drained onto
the Lakewoods Townhome property. In 2002, this property was developed as Greyhawk
Townhomes. After significant involvement and hard work by the association, the•developer
of the Greyhawk Townhomes directed all its runoff to the south away from Lakewoods
Townhomes.
The computer modeling in 2001 showed that construction of the berm and swale will result
in a 1% event high water level for a of 923.1, as compared to the patio elevation of 923.9,
which is the lowest entry elevation on the 4178-4182 homes that have previously flooded.
This means in that rain event, the high water should be approximately 7 inches below the
lowest walkout elevation of the homes. The analysis also shows that, if the improvements
are graded as proposed, the high water would be approximately equal with that patio
elevation of 923.9, for a similar storm event to the July 2000 storm. Also, these high water
elevations were calculated prior to the Greyhawk Townhomes development, and with a
portion of that property accounted for as draining north to the storm sewer. The high water
levels can be expected to be lower than modeled with the subsequent removal of drainage
area.
It remains the City's position that construction of the drainage berm and swale is the best
option to mitigate flooding potential to the townhome units, and the option remains available
to the association. While the City will not directly participate in the construction of these
improvements, we can offer technical guidance in its construction, if so requested.

Per our phone call on April 10, 2008, and after discussion with Eric Macbeth of the
Public Works Department and Wolf Lake Water Shed District, a rain garden may not be
the best solution for the storm water runoff in the affected areas.
I discussed with you the provision that the Association would consider the installation of
a drain field going some 450 to 600 lineal feet to the west to connect with the City storm
water drain system at the intersection of Blackhawk Rd. and So. Meadowlark Rd.
Depending on calculation the outlet pipe would be 8 to 10 inches in diameter. You
indicated that a permit would be necessary for the connection to the City's storm system
and the system would in most cases be in the City easement, which is generally 10 feet
off che cuiu iine oi liie sireet. R'e wiii keep yuu inrormed on this matter.

work, Rhino Bobcat of Plymouth, Mn, Brian Peterson, Supervisor, will install a rain style

Henderson of CC & I, a professional engineering firm, will draft the plans for submission
for a permit from the City.
