Dear Mr. Runkle:
We have a situation in our neighborhood which is creating several
problems and we feel it should be brought to your attention as we
feel it must certainly be in violation of 2oning ordinances. We live
in Woodgate townhouses and the house in question is located at
1713 Hickory Hill.
We spoke to Win Scott, 452-4061. He's the president of our association
and he's advised us that part of what goes on at 1713 is in violation
of our association by-laws. He also suggested we bring the situation
to your attention.
Basically, the problem is that there is a business being run out of that
home. Win Scott told us an attorney owns the home and rents it out to
a business. No one lives there. According to Mr. Scott, it's been
divided into cubicles and they are running some sort of mail order business
from the home. Mr. Scott can give you more on the names and details.
When the garage door has been open, we've seen several large boxes and
cartons in there, and we've seen a van being loaded and unloaded. The
employees show little or no regard for the area as they pull in and out
of the driveway driving on far edges of the driveway causing excessive wear
and tear to the driveway. Even more aggravating and damaging is the fact
that they cut corners short and make "sweeping" turns and end up driving on
lawne doing serious and permanent damage as the sod and ground is very
soft now. The worst damage of all has been done to their own yard with the
constant pulling in and out throughout the day.
There are so many vehicles involved with this business that the street
is full during the day. Direct access to mailboxes has been blocked and if
any of us had company during the day, there's no place to park as this
business takes up all the street parking in the area.
We have identified at least nine vehicles as being associated with
this business and they are as follows:

Enclosed is a computer printout showing names and addresses of owners
of these vehicles, none of whom, live in Woodgate.
Clearly, we feel this situation is nothing short of ridiculous. We understand
that the City of Eagan is noted for having ample warehouse space. We
certainly don't feel we should have to tolerate a large group of selfish
non-residents turning our lovely neighborhood into a"warehouse district!"
What they are doing is destroying property, privacy, scenery, safety for childr
and they are also destroying resale value. Who in the world would want to
move into a home next to a situation like this? We also wonder how the
people running this business would feel about a situation like this in
their own neighborhoods.
By no means are we trying to put anyone out of business. We simply
want this business relocated to a proper location and restore peace and
tranquility to our neighborhood. We could certainly understand one
individual using a portion of his home for an office and have a few
salesman's samples or something like that, but this is ridiculous!
The resultant damage from this situation is obvious, but we feel it must
be in violation of some ordinances mainly because:
1. No one lives at 1713 Hickory Hi11, it's used strictly
as a business.
2. They are warehousing their merchandise there.
3. There are at least nine vehicles parked in the area daily
in association with this business.
We trust there are provisions in the zoning ordinances that can put a
stop to this situation. If not, please let us know as we'd be most
happy to attempt to get provisions written into the ordinance which will
stop it.

Whatever about the ordinances, the pitpple running this business have
shown flagrant disregard for the rights, privacy, property and safety
