Please find attached to this procedural report the Structural Steel Special Inspection Final Report for
Buildings 1 & 2, of the Shops at Grand Oak, and the supporting Special Inspection Daily Reports.
Special Inspection and Testing Procedures
The special inspection services were provided by International Code Council (ICC) certified special
inspectors in general accordance with the requirements of Chapter 1 700 of the International Building
Code (IBC) and the project plans and specifications.
The purpose of special inspections is to provide a review of the work being performed by the various
contractors to determine if it was done in general accordance with the approved construction documents.
The special inspector doesn't have the responsibility or authority to, nor is it the intent of special
inspections to have them, judge, or modify the construction documents. Only the structural engineer of
record can do this.
As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize
the result of our inspections and testing. Copies of this report were provided to the contractor's site
representative for his review and records. As part of this report, items needing correction or
discrepancies observed from the approved construction documents were noted.
Plans and Specifications
The approved plans and project documents were used for our inspections. From time to time, we
received plan modifications from the structural engineer. When received, these were used to evaluate the
work completed in the field.
Visual Weld Examinations
Visual weld examinations were conducted in general accordance with American Welding Society (AWS)
D1.1-2004, Figure 5.4 and Table 6.1 criteria and the requirements of the project plans and specifications.

Bolted Connection Observations
Bolted connection observations were conducted to determine if the bolt holes were filled and if the
splined end of the tension control bolts had separated from the body of the bolt. Removal of the splined
end is a direct indicator the bolt has been torqued to the minimum snap -off load. In addition, each
connection was observed for fit -up and to determine if the various plies were in contact with one another.
Deck Weld Observations
Deck weld observations were conducted in general accordance with AWS DI.3-1998, Section 6.0
requirements and the requirements of the project plans and specifications. In addition, the location and
the completeness of the side lap fasteners were observed and evaluated.

In performing its services, Braun Intertec used that degree of care and skill ordinarily exercised under
similar circumstances by reputable members of its profession currently practicing in the same locality.

In accordance with Section 1704 of the International Building Code and the agreed upon scope of
services, special inspections and testing has been provided for the following items:
Bolting. The bolted connections detailed in the attached Special Inspection Daily Reports were observed
in general accordance with the requirements of the plans and specifications. There are currently no
discrepancies or unresolved bolted connection related issues.
Structural Welding. The welded connections detailed in the attached Special Inspection Daily Reports
were observed in general accordance with the requirements of the project plans and specifications.
Discrepancies were noted and documented. Following the required corrections or review with the
structural engineer, the connections were found to be acceptable. There are currently no outstanding or
unresolved structural welding related issues.
The deck welding and side -lap fasteners detailed in the attached Special Inspection Daily Reports were
observed in general accordance with the requirements of the project plans and specifications. There are
currently no outstanding or unresolved decking -related issues.
Conclusion
Based upon the inspections performed and the attached reports, it is our professional judgment that, to
the best of our knowledge, the inspected work was performed and completed in accordance with the
approved plans, specifications, structural engineer provided modifications and applicable workmanship
provisions of the International Building Code.

On July 5, 2005, the City sent a notice to all licensed plumbers in an attempt to
ciarify the requirements for irrigation permits. A review of recent applications
submi ed by your company for irrigation permits found some discrepancies for
the Ilowina addresses:

Plumhing permit #70589 was issued 9/12/05 for an irrigation system. A radio
read unit paid for on this permit was not required and a refund in the amount of
?$141.00 was issued on September 28th. In balancing the month end report, it
?/was found that the water permit fee and state surcharge of $50.50 were not
paid Please submit a check for this amount payable to the City of Eagan.

A plumbing permit application dated October 6, 2005 was sent to the City with a
check in the amount of $825.50. This permit application and check are being
returned with this letter as the fees are incorrect. The total fee for this permit is
$1,932.00. See breakdown on permit application.

The following are corrections or requests for additional information necessary before construction of
your proj ect:
Food and Beverage service equipment must meet the applicable standards of NSF Intemational.
Evaluation to these standazds by ETL and UL are also approved. The proper sticker must be
displayed.
Specifications were submitted for the following item(s), but could not be verified as NSF or
equivalent: proofer/oven combination.
2. Primary food preparation surfaces (tables/counters) must be of stainless steel construction in
compliance with Standard No. 2 of NSF Intemational.
Cabinetry within the food service area:
a. In all areas where food equipment involves heat or moishire, or where food comes in contact
with the surface, a stainless steel finish or equivalent is required. All service counters and other
millwork surfaces shall be protected with stainless steel, plastic laminate or equivalent covering
all exposed wood.
b. Cut outs in millwork shall be sealed by the fabricator in an approved method.
c. All counters shall be on 6-inch stainless steel legs or castors meeting NSF standards, or on a
solid masonry base.
d. If a solid masonry base is used, the cabinet must overhang the base by at least ]", but not more
than 4".
e. Enclosed hollow bases are NOT pemutted.
A solid masonry base will be installed under the cash register cabinetry, all other cabinetry
will have 6" NSF legs.

3. Commercial hood ventilation systems shall comply with the 2004 Minnesota Mechanical Code,
which adopts NFPA 96-2001, the 2000 International Mechanical Code and the 2000 Intemational
Fuel Gas Code with amendments.
A balance test performed by a qualified heating and ventilarion professional must be conducted to
demonstrate that the establishment has a well balanced ventilation system throughout the enrire
building while the ventilation hood exhaust fan(s) is operational during closed building conditions.
The balance test should show that the building pressure is slightly negative between 2.0 - 5.0
Pascals.
Sufficient tempered make-up air must be provided and interlocked with ventilation systems.
4. Provide and routinely use a chemical test ldt to determine the strength of the sanitizing agent in:
a. The final rinse water of the three-compartment utensil washing sink.
b. In-place cleaning solutions (sanitizing buckets).
5. Approved walk-in flooring material includes:
a. properly installed quarry tile or ceramic
b. a factory provided aluminum or stainless steel floor, galvanized is not permitted.
c. epoxy resin.
d. a base is required which should be stainless steel, vinyl screed or a material matching the finish
of the walk-in floor.
Walk-in floors not speci£ed on plan.
6. Walk-in cooler shelving must be NSF Intemarional approved stainless steel, factory precoated
epoxy, or other materials designed for this type environment. Chrome or zinc shelving is not
approved. '
7. All equipment must be installed on NSF approved legs or castors, be easily movable and have
sufficient space surrounding the unit to be cleaned.
8. Approved stainless stee] backflow preventers shall be installed on post-mix carbonated beverage
systems including:

9. All refrigeration facilities must maintain potentially hazardous foods at 41 degrees Fahrenheit or
below.
Each refrigeration unit must have a thermometer accurate to within +/- 3 degrees Fahrenheit.
Cold preparation table must be able to maintain 41 degrees F or less. Raised cold rail refrigeration
or top air cooled units ue recommended.
Food on display for self-service or otherwise shall be protected from consumer contamination by
using easily cleanable counter protector devices, display cases, and similaz equipment. These
devices shall be designed and installed to intercept the direct line beriveen the mouth of the
customers and the foods on display.
Beverage dispensers that aze self-service must be push button type.
10. Provide each handwashing sink with soap, a nail brush and hand drying device or single service
towels.
Each handwashing sink must provide water at a temperature of at least 110 degrees F through a
mixing valve or a combination faucet.
11. Lockers or other suitable facilities shall be provided for the orderly storage of employees clothing
and other possessions, separate from food service and food and utensil storage.
12. If inenu changes occw in the future, additional equipment or remodeling may be required and must
be approved prior to installation. Contact your field sanitarian.
13. All utility lines or pipes such as electrical, gas, water or waste must be enclosed within the wall or
ceiling.
