On June 22, you stopned at City Hall tq pay your outstanding balance on your most recent
sewer and water bill. You had requested consideration -. .c:. of eliminating the late
payr.ient penalty and collection fee that was added tA your bill in cxmsideration of pay-
ing the rereining balance due. You had expressed resentrient regarding the City's levy-
ing of penalty and collectiari fees when you have "always paid wur bill". At that time,
I had indicated that you would be allowed to pay your principal utility bill in full
and that the penalty and collection fees that had been aclded vrould be discussed at a
later date when the Utility Billing Elerk had returnefl fran vacation.
Subsequently, I have researched your account and have £owid that wi*_lzin the past four
years, we have had to resort to personal wllection services on eleven occasions due
to nonpayment of your utility bill. During our conversations, you had indicated that
this recPnt late payment was an imusual circtiunstance relating to recent financial hard-
ships. A review of your past accoimt with the City indicates that you have consistent-
ly been late in prcnptly paying your utility bill. The rewrd also indicates that a
great rnunber of these payments were only after the City resorted to personal delivery
of a collection notice with a potential threat of a water turn off.
Therefore, based on this past histozy, it is apparent that the only way the City has
been successful in oollecting on this acoount is to resort to a aallection cotioe with
potential water turn of£s. Subsequently, because the City had to resort to this pro-
oedure on a mst recent water bill to insure payaent in full of the outstandinq bal-
ance due, the penalty and/or oollection fee that was includecl in your rrost recent bill
will not be waived or eliminated.
In additian, I strongly urge you to prcnptly respond within t17e pmper tire frane to
the utility bills that are fonaarded to your attention. This will help eliminate any
additional future late payment penalties. Also, if payffmts are to be made over a

has come up in a number of cases and the CouncA may wish to consider putting a maximum size for
accessory structures in the code. She also noted that the Council can attach reasonaWe condftions to the
variance, such as a IimR on the s@e. The appiicant has a number of Rems that are curcently being stored

or on the improved driveway surtace wRhln the mintmum setback allowance as required by City Code; and

After an Introductlon by Administrator Hedges, Supertntendent oF Parks Paul Olson revlewed the
APRNRC recommerulation.
Erik Rivkin, 1695 Steller Court, Chanhassen, expressed his opposidon to the use of pesticfdes due
to their tox(ciry and effects on the environment and heakh, noting numerous exampies. He doesn't feei the
efforts of the Metropolitan Mosqufto Contrd Dfstrict have been effective. Chanhassen, as well as other
communRtes, opted out of the distric[ and there have been no complaints. If the program isn't effective, he
dcesnY feei $10 million should be spent on R. He urged the Ciry of Eagan to support legislatlon to ailow
locai unfts of govemment to opt out of the district. He indfcated there are many altematives to mosquko
contrd without using pesticldes and he explained several examples, induding use of bats, swailows, frogs,
etc. There is also a safety concem wfth the use of chemfcala He noted that prtvate citfzens can opt out
of the program, although most people are not aware of this. Counctlmember Wachter questioned the
effectiveness of swallows as an aitemative for mosqutto contrd. He asked how frogs are used and Mr.
Rivkin explained that they eat the larvae.
J(m Stark, and Susan Palcich, of the Metropoiitan Mosqufto Contrd District, spoke in support of the
program. They refuted some aF the argumerrts made by Mr. RivMn, noting that Iarvae contrd is still being
done in the Cky of Chanhassen. Larvae corrtrd Is the main tactlc of the district Considerable discusslon
fdlowed concem(ng different aspects of the program, their etfectNeness, and whether complairrcs are
recelved from communkies who have opied out of the program.
Councilmember Awada noted that oniy Veehole mosquftos breed encephalitis. A large maJority of
mosquitos are 6red in backyard ponds and pools that no one has access to. She doesnY agree that there
