As a part of platting the Joseph Connolly Addition for the Water
Treatment Plant, the City had all the property corners surveyed and
marked with a steel fence post. Now that this has been completed,
the City has been contacted by the above-referenced property owner
requesting the removal of two fence posts at the extreme north end
of the plat on the south side of Lakeside Drive.
I would appreciate it if you could arrange to have these steel
fence posts removed without disturbing the iron pin monument in the
ground to allow the property owner to maintain this area as a part
of his established lawn.

ping center purposes and the excessive commercial zoning in the immediate area.
7. The street curve for Duckwood Drive appeared to be too sweeping far safe

Those in favor were Blomquis[, Egan, and WAchter. Those against were Smith and
Parran[o.
The Councilmemhers did discuss, however, the possibility that the applicant reapp:
on the basis of a revised plan showing a substantial change by the Council. Council-
- member Wachter recommended that all future commercial centers be required to install
energy conservation measures. .
Then Blomquist moved, Egan seconded the motion to deny the application for
preliminary plat for reasons including the fact the plat does not conform with the
Ci[y ordinances including access to a public street, concern about the proposed dedi-
cation of Outlot B for public street purposes; and also no public access [o Lot 6.
Those in favor were Blomquist, Egan, and Wachter. Those against were Smith and
Parranto.

The application of Gabbert Development Company for waiver of plat to subdivide fi-
duplex lots for single ownership consisting of Lot 2, Block 4, and Lot 1, Block 3,
Ches Mar lst Addition, Lot 2, Block i, and Lot 4, Block 2, Ches Mar Sth Addition, and
Lot 8, Block 2, Ches Mar East lst Addition. The APC recommended approval vith the con
ditions on November 25, 1980. There were no objections to the application. Fgan

Mr. Rad Hardy appeared on behalf of the application of Dunn & Curry for revised
preliminary plat of Wedgwood Addition. The APC recouunended approval on November 25,
1980, subject [o certain conditions. Mr. Hardy reviewed in detail the revisions
proposed from 71 to 85 single family lots with an average lot vidth reduced from 85
feec to 75 foot frontage. There were Council concerns about trying to sell lots too
C- fast with the possihle demand for larger lots in Eagan in the future. Mr. Hardy
explained the need to reduce utili[y and sereet costs plus underground utility costs
tuve increased greatly and there is a need to stay in the marke[ for affordable hous-
ing. Certain Councilmembers indicated that there has been an attempt to encourage a
