SINGLE & DOUBLE FAMILY HOMES
1984 ENERGY CODE REQUIREMENTS
On or about March 1, 1984, the following energy code requirements
should be calculated and included with a building permit application.
1. Roof - ceiling assemblies - R-38 U= 0.025 Average
2. Exterior walls & rim joists - R-20 U= 0.11 Average
3. Floors over unheated spaces - R-20 U= 0.05 Average
4. EYterior overhangs will be considered as exterior wall.
5. Foundations (all exterior walls) - Minimum of R-5 insulation.
6. All insulated areas must be separated from'the heated space
by a well-lapped or sealed vapor barrier with a minimum perm
rating o£ 0.1. A 4 mil. polyethlene sheet or equivalent meets
this requirement.
A KraPt face R-19 type insulation will be accepted in the rim joist
areas. Air chute baffles are to be placed in every rafter space.

THIS AGREEMENT, made and entered into the Z,?day of
410WrJr,-1988, by and between the CITY OF EAGAN, a
Municipality of the State of Minnesota, (hereinafter called the CITY,
and the Owner and the Developer identified herein.
' The terms "Developer" and "Owner" as used herein refer to
MERITOR DEVELOPMENT CORP. whose address is 605 West Travelers Trail,
Burnsville, Minnesota 55337.
WHEREAS, the Developer has applied to the City for approval of
the plat or subdivision known as STONEY POINT 2ND ADDITION, located
within the City; and
WHEREAS, the Owner and Developer agree to notify the proposed
potential buyers of all lots within STONEY POINT 2ND ADDITION that
STONEY POINT 2ND ADDITION is in a high water pressure zone and a
pressure reducing valve shall be installed in each home below the
elevation of 875 feet. All costs shall be the responsibility of the
Buyer and shall be installed to prevent damage due to high water
pressure.
NOW, THEREFORE, the City, Owner and Developer agree as follows:
1. Recordina. This agreement shall be recorded with the Dakota
County Recorder so as to provide notice to the owners of Lots 1-81
Block l; Lots 1-19, Block 2; and Lots 1-110 Block 3. The Owner shall
provide and execute any and all documents necessary to implement the
recording of this agreement.
2, SL4tic?• The recording of this document shall constitute
notice to all owners and future owners of property in the STONEY
POINT 2ND ADDITION subdivision that Lots 1-8, Block 1; Lots 1-191
Block 2; and Lots 1-11, Block 3 are in a high water pressure zone and
that a pressure reducing valve shall be installed in each home below
the elevation of 875 feet. All costs shall be the responsibility of
the Buyer and shall be installed to prevent damage due to high water
pressure.
3. Validitv. If any portion, section, subsection, sentence,
clause, paragraph or phrase of this agreement is for any reason held
to be invalid, such decision shall not affect the validity of the
remaining portion of this Contract.
4. Binding Agreement. The parties mutually recognize and agree
that all terms and conditions of this recordable agreement shall run
with the land herein described and shall be binding upon the heirs,
successors, administrators and assigns of the owners and developers
referenced in this Contract.

Dear Mr. Wheeler,
Regarding the permit for building the additional deck at our residence, I wanted to let you
know that I supervised and was myself heavily involved in the work of digging the 11 post
holes specified in the permit drawing, and filling concrete. Since the post holes had different
required footing sizes, and since we could only find certain sizes of sonotubes, we dug the holes
as follows:
For all 8" footings we used an 8" sonotube with footing diameter of 12".
- For all footings marked at 9" and above, we used 12" sonotubes with footings diameter of
16".
For the 14" footing we used a 16" sonotube with footing diameter of 20".
The holes were dug at 44" below the finished grade, and the soil condition at the bottom of the
holes was gravelly clay.
We were not aware that an inspection was required after the time the holes are dug and before
the concrete is poured. It may be that we missed it in the permit documentation, even though
we were looking for a timeline of inspection. In fad, when we spoke with front -desk staff on
Monday, October 10, we asked if it was possible to have the inspector come out to look at
progress but were told that the inspector would only come at the end of the project's
completion.

R312.1 Guards.
Guards shall be provided in accordance with Sections R312.1.1 through R312.1.4.
R312.1.1 Where required.
Guards shall be located along the open sides of floors, stairs, ramps, and landings that are located more
than 30 inches (762 mm) measured vertically to the floor or grade below. Insect screening shall not be
considered as a guard.
R312.1.2 Height.
Required guards at open -sided walking surfaces, including stairs, porches, balconies or landings, shall be
not less than 36 inches (914 mm) high measured vertically above the adjacent walking surface, adjacent
fixed seating or the line connecting the leading edges of the treads.
Exceptions:
1. Guards on the open sides of stairs shall have a height not less than 34 inches (864 mm)
measured vertically from a line connecting the leading edges of the treads.
2. Where the top of the guard also serves as a handrail on the open sides of stairs, the top of the
guard shall not be less than 34 inches (864 mm) and not more than 38 inches (965 mm)
measured vertically from a line connecting the leading edges of the treads.
R312.1.3 Opening limitations.
Required guards shall not have openings from the walking surface to the required guard height which
allow passage of a sphere 4 inches (102 mm) in diameter.
Guard in -fill components (all those except the top rail), balusters and panel fillers shall be
designed to withstand a horizontally applied normal load of 50 pounds on an area equal to 1
square foot. This load need not be assumed to act concurrently with any other live load
requirement. [the spacing of less than 4" must be maintained]
Exceptions:
1. The triangular openings at the open side of stair, formed by the riser, tread and bottom rail of a
guard, shall not allow passage of a sphere 6 inches (153 mm) in diameter.
2. Guards on the open side of stairs shall not have openings which allow passage of a sphere 43/8
inches (111 mm) in diameter.
R311.7.6 Landings for stairways.
There shall be a floor or landing at the top and bottom of each stairway. The minimum width perpendicular to the direction
of travel shall be no less than the width of the flight served. Landings of shapes other than square or rectangular shall be
permitted provided the depth at the walk line and the total area is not less than that of a quarter circle with a radius equal
to the required landing width. Where the stairway has a straight run, the minimum depth in the direction of travel shall be
not less than 36 inches (914 mm).
Exception:
A floor or landing is not required at the top of an interior flight of stairs, including stairs in an enclosed garage,
provided a door does not swing over the stairs.
