Dear Mayor Egan and Council Members:
Eighteen months ago I brought to the attention of the City of Eagan
major safety problems on Lone Oak Road between Pilot Knob Road and
Highway 13. Of primary concern was the dramatic increase in the amount
of truck traffic and accompanying safety issues for residents,
pedestrians and drivers.
Initiatives by local residents to address the issues included conducting
traffic counts, writing personal letters to trucking firms and making
phone Calls to officials at trucking firms. Discussions with Police
Chief Geagan prompted the Police Department to send letters to Eagan
trucking firms alerting them to safety concerns and the need to reroute
their vehicles. Letters to County Commissioner Bataglia resulted in new
signage (which was unenforceable) to encourage alternative routes. As
'good neighbors' several local trucking firms rerouted their vehicles
following our letters and phone calls. Residents see-this as a first
step in the direction of a safer neighborhood. However, a large number
of trucks continue to use Lone Oak as an inappropriate truck route.
Residents in the area were pleased to participate in the Eagan Trucking
Study which began last fall. Attending meetings of the Advisory
Planning Commission and City Council Workshops provided us with the
opportunity to appreciate the total transportation plan for the city as
well as to inform the commission of the problems inherent with truck
traffic on the west end of Lone Oak Road.
The well-documented and researched conclusions of the APC trucking study
presented to the City Council on April 27 cover many ongoing, unresolved
trucking topics and proposed zoning regulation changes which will take
time to resolve. The APC, however, makes one statement which can be
acted on immediately;
the APC believes that truck traffic should be nrohibited on Lone Oak
Road between Pilot Knob and Highway 13. They direct the city to
negotiate furthe= with the County to resolve the issue.
Therefore, the residents of the Lone Oak neighborhood request that
the city assign a city staff person or council person to senre as a
liaison to local residents and a representative of the city in its
dealings with the county board and to initiate dialog with Dakota
County as soon as possible.

As concerned citizens we will be available to attend meetings, conduct
surveys, welcome decision makers to our neighborhood, and assist in any
way as the city moves forward to resolve this issue.
Past experience tells us that we need the committed support of Eagan
city officials if we are to be taken seriously. We would appreciate

Homeowners on the above portion of Lone Oak Road have become aware that the City of Eagan and Dakota County intend
to upgrade tFie roadway to a 3-lane urban roadway in 2003. In discussions with city and county engineers we were told
, this upgrade would most Iikely be configured as two 14 foot traffic lanes with a 12 foot center tum lane and 8 foot improved
shoulders with curb and gutter.
On October 8"' a group of interested residents met to discuss this proposal. It should be noted thet there are many long-
time residents in the area. More than 15 households have lived on Lone Oak for` 20 - 30 years; several are the original .
owners of their 1950s homes. Each resident was given an opportunity to respond to the proposed'upgrade as outlined by'
the engineers. Several residents question the need for anv change to the roadway. ., Other residents brought forward a
number of issues including: `
SAFETY: ' - Residents identify a need for a safety/parking lane on each side to accommodate safe walking,
parking, biking, package and mail delivery, trash pickup and school bus stops. '
- The 3-lane center tum lane concept unsafely concentrates Vaffic toward the.shoulder of the roadway.
- The 3-lane concept may be confusing and encourage unsafe passing on the hill paRicularly in the winter.
- The 40 MPH speed limit should be reduced.
- The inclusion of a right turn lane at the foot of Lone Oak Road would facilitate access to Highway 13.
COMPLIANCE WITH CITY CODE: - Compliance with setback requirements of homes is compromised with an expanded 3-lane plan. '
ENVIRONMENT: -, Road wcpansion wiil impact the wetland/ponding area on north side of roadway near the school.
- It is essential to provide efficient water ninoff management on the hill to address erosion problems.
- individual driveways may be impacted and retaining walls may be required in'several areas.
As Eagan has developed, residerrts of this area have observed major changes in the use of the roadway. We have worked
to address improved safety through signage and school zone postings. In 1996l97 we participated in a comprehensive
Eagan trucking/transportation study. Following that study, the Eagan Advisory Planning Commission stated that Lone Oak
Road from Pilot Knob Road to Highway 13 is "not appropriate to accommodate truck trafric now or in the future".
Further, they note that "... existing residential developmeM along this segment as well as the staep grades make
road improvements challenging at best and possibly inappropriate" (Advisory PlanningCommissionTruckingStudy=
Summary and Conclusions, April.4, 1997); Attached is a 1997 lis; of resident-iderrt'fiied safety concerns which to-date
have not been addressed and should be a priority of any upgrade of the roadway.
This large project will have a great impaci on'our long-established neighborhood. Residerits of the area desire to be
involved early in the planning and review of design elements of any reconstruction or upgrade to assure our concems will
be addressed. We request that the City of Eagan arrange for a meeting with County staff and represeMatives of
Lone Oak residents to review the above issues in detail prior to any mailing to households or scheduling a public
open house. We suggest that Mis meeting include a visit to Lone Oak Road to observe its current status.
The residents' goal for the project is to provide ior the safe movement of trafhc while addressing long-identified concerns
forsafety, utility and aesthetics. Piease contact either of the above residents to arrenge for a meeting of City, County, and
resident represenatives at an early date. Through this cooperative effort we hope to avoid the confusion and contention
associated with the recent County/City road improvement project on Dodd Road;

Discussion of development of a Draft Trucking Policy for the City of
Eagan and establishing an East/West truck corridor should include the
following SAFETY CONCERNS regarding LONE OAK Road:
1. Lone Oak Road is a two lane roadway with unimproved shoulders and a
9% grade on the west end.
2. This is strictly a residential area with many driveways - some with
very limited visibility.
3. Pilot Knob Elementary School has walking and biking students who use
the roadway.
4. Traffic is stopped for school buses which pickup and drop off
students who wait on the roadside.
5. Residents walk on the roadway to access the playground and public
park or to walk to neighboring homes.
6. Mail trucks and local delivery vehicles obstruct and change traffic
patterns as they deliver to the mailboxes and homes.
7. Residents must walk across Lone Oak to pickup mail at reduced-
visibility areas.
8. Traffic traveling down-grade at 40 MPH at the crest of the hill is
unprepared to react to pedestrians, vehicles turning into or out of
driveways, or traffic which has slowed or stopped.
Extensive upgrading of Yankee Doodle Road, Pilot Knob Road and Highway
13 at Mendota Heights Road has provided safe truck routes. Our 40-year
old neighborhood on Lone Oak Road is an inadequate and unsafe
alternative for thru truck traffic.
