We would like to get some neighborhood participation in future clean up and raking. weeding etc. in ihis park. Soon the new playground equipment will be installed and we thought we could incorporate a clcan up date along with a celebration of tlus new arca. This would be in Oc[.. THOMAS HEDGES A portable counter was shown on the design plan for the Lone Oak Room but it did not get picked up in the final plans and specification documents and was only recendy determined Gry Admmisaacor that this was an omission. The counter was anticipated to be on casters and to be moved/removed as necessary depending on program and room requuements. The issue of the counter was addressed at the Senior Program Development Committee mtunictpaJ center: meeting on February 24, 2003. Attached are the minutes that were mailed to all committee members following the meeting. I call your atterrtion to patagraph three, item C that 3830 Pibt Knob Road discusses this issue. The recommendation of the committee was that this "may not be an Eagan, MN 55122-1897 immediate need". After discussing this issue further with Recreation Supervisor Bolduc she confirmed that the Committee felt t6at if there was a need in the future, it could be addressed Phonc: 651.6755000 at that time. This should lessen the possibility of use conflicts. It's my understanding that the use of the Lone Oak Room was also discussed at the previous two Senior Program Development Commiuee meetings with Cathy and Communiry Center Manager Breuer. I trust what I have addressed above provides further dariScation of wtiat has been previously indicated. The Lone Oak Room is not the only facility/space that the Parks and Recreation Department administeis that has potential user conflicts. Some ofthem have much more intense use and conflict then the Lone Oak Room! Good communication and an understanding of needs, coupled with good judgment and an appreciation that the Lone Oak Room was intended for senior programs means that scheduling of non-senior programs will be looked at with care before being booked. With other facilities, such as soccer or baseball fields, a cuhure of "booking without using" has not been accepted and peer groups of users have responded accordingly when tliat has occurred. The issue of room use beyond the Lone Oak Room may or may not be a cost issue. There is not a b4lnket policy to 6e applied. Recreation staff is operating under the direction that when a community program is offered as a fee based activity, they will be including a room charge within the registration fee to cover room costs. Tlris will apply for the seniors as well. However, you should not iuterpret this to mean that every senior program or activity will carry a room rental charge within the fee if it needs to be carried out beyond the confines of the Lone Oak Room. There is some concem for the example raised on tax preparation and volumeer pmgrams. The City can not be put in a position of providing a forum for vendors under the guise that t}us is a volunteer program activity. For example, an attomey wanis to put on a seminar for estate planning. Wlule the program may be valuable, ihe intent may be for the attomey to solicit clients, and the City dces not want to be put in the position of selecting which attomeys or what service is allowed access to the seniors. As you laiow, staff direc[ed a letter to Mr. Nardi some moMhs ago about the tax preparation issue. While this is a wonderful service program, I doubt the seniors would want to give up space in the Lone Oak Room for an activity ihat has such a long duration and would monopolize the room. Since the letter to Mr. Nazdi, the previous Council took the position that senior activities should be recreational in nature. Not all donated items going into the Lone Oak Room will need to haue Council approva7. Staff will look Srst to policy or past practices in determining these types of issues. ff there is still a concern, it will be addressed by staff with the Council, when appropriate. Not all donations will necessarily be accepted. There may be items that are inappropriate, not of useful value, or limited by space. It has been clear tbat items donated to the Lone Oak Room and Senior program sre then the property of the City and future use of the item is leR solely W the City. 2 Regarding the restroom, you asked if the seniors could put up a wallpaper border. Since very, very few seniors have yet to even see the center, it seems very premature to request something of tlris nature. I don't believe that ttris issue has even been an item on the Program Development Committee's agenda. If the Committee feeis that tlris is an issue once the seniors Nave seen and used this space, than it would be appropriate to bring this reques[ to Community Center staff for their review and deteanination. It seems some of these questions and issues raised in your correspondence to the Council should be held uMil the room has been used and issues become apparent and then can be addressed. This is true for not only the Lone Oak Room but for the ernire facility. Once people aze imroduced to the building and the building gets used, staff and the Council wip be better able to address the real issues of operation. The Civic Arena, Cascade Bay and dozens of other park and city buildings have followed that same course of action. Beginning Comments by Chair: a. Please remember that the focus group was a committee that helped with the original ideas and plans for the senior space. Since then, many things have changed, but the group needs to concern itself with moving forward and planning for the future rather than dwelling on past occurrences. 2. Donations a. Items brought to the Lone Oak Center that are left there should be considered a donation. Participants should not plan to bring things they don't want others to use or get lost. b. Donation items will need to be approved by the Council. 3. Furniture, fixtures and equipment for Lone Oak Center. a. Chairs - Fabric has been chosen for the banquet chairs. The Committee agrees it would be good to use the same chairs in the Lone Oak Center. Sandy Breuer is looking into whether or not some af the chairs have arms on them. - Around the fireplace, the committee would like to see 4- 6 upholstered chairs with a medium high back and upholstered arms. Three chairs will be priced out and brought back to the group with fabric samples. b. Tables - Ginny is waiting for a reply on the manufacturer on the pedestal table with tuck under leaves. However, they are 36" when square and 50'/:" when round. - Other table research will include smaller rounds and squares to compare pricing. The four vendors currently pricing out tables does not carry the tuck under pedestal style. - The Committee has chosen not to get a coffee table to go in front of the fireplace, but would like 2-3 end tables (ideally one end table between each set of chairs) in the area. Ad-hoc Committee 1 c. Kitchenette Area , - The wish list includes a refrigerator, microwave, coffee maker, and basic kitchen items (hot pads, knives, serving utensils, etc.). - It was determined that a mobile counter/cart may not be needed or at least not in the immediate future. Maybe sometime in the future the room could use an aluminum cart. d. Miscellaneous Items - This list includes a computer, printer with copier, reception desk, shelving in storage room, coat rack, bulletin board, and flyer rack. - TV(VCR/DVD cart borrowed from the Community Center will work for the immediate needs. Maybe in the future they may want to purchase one for the room. - Window treatments will also be desirable in the future. - First aid will be available in the building, therefore the group decided it was not needed in the Lone Oak Center e. Council Members: Peggy Carlson, Cyndee Fields, Meg Tilley Mike McGuire FROM: Margo Danner, Senior Committee Member RE: Eagan Senior Center With the senior center opening in May, the Senior Development Committee is a little bit in limbo and wonder when there will be policy and procedures set for the Community Center and our space. We ask many questions, but have no definite direction without some guidelines. I have enclosed a sheet indicating what we have set for our priorities from our last meeting, Feb. 24. Some things are more important to have at'this time, although a final decision cannot be made without council approval. We would certainly like to have your input so we can go forward with programs. Also of concern are the items below. ?1. On the original design for the senior center wffi a counter island that was somehow omitted in the final plans. The question now is, can this be added?? Since counter space is nil, we would like to have this but told it might not be feasible due to cost. Can we get the cost estimate from the city on this item? I would like to believe we can work together on this and get matching funds or have it donated. (I have already been checking into getting this made and a cost). But first we need the council approval to go ahead to get this added. We are talking about an Oak wood island with some storage on casters. WE do not want the metal 'restaurant style' that had.been offered as a possible substitute which had to be put away each night because it looked tacky! 2. Hours of operation - Right now, we are set for weekdays. However, we might want a Saturday night for movies or classes on a weeknight. How will this fit into the scheduling of the Community Center operations if 1/2 is available to,be rented to outside groups. "Who will set the priority for the seniors for their space? What is the rental being asked and how is it being marketed? 3. Hopefully, in the future, there will be enough different programs, like other senior centers have, to warrant more space. We were led to believe that the meeting rooms (party) across the iiall could be available but are now being told we would have to rent these if we needed them for our extra craft project, etc. Do we have to pay this rent? We have volunteer senior tax preparers who will need space and privacy from Feb. - April, Senior Center Page 2 one day a week, at least. We consider this to be an essential program for seniors along with the 55 Alive program. Can we be assured of space for these programs without paying rent? 4. We were told that anything going into the senior center has to have council approval. How will this be handled and to what extent will this be necessary? CAn you rely somewhat on the covmnon sense of the seniors to make wise judgment calls in choosing the needs for this room. Do you need to know every book on the shelves or spoon or can opener provided or donated? The restroom in our area will need some attention in the decorating department. CAn we put up a wallpaper border and add some amenities? Please clarify and define your policy. After reading some of our concerns, I hope you will be able to discuss these soon at one of your meetings and get back to me, or the committee, on any decisions and policies you make in regards to the senior center. We fully understand the many decisions you have to confront in the next few months, but hope you can also see the urgency for answers if the senior center is to open in May. Whoever makes the decisions, the Council, Ken or Sandy, we'd appreciate knowing whom to contact, in the future, for final decisions. Knowing our perimeters and options is important. We have not seen the results of the January senior survey but this should determine and direct our course of action for programing. Slowly things will come together with the cooperation of council and staff and the 'advertising' needed to get the word out for this to be a success.
