A number of Lone Oak residents have expressed concern about a disposal site that is
being investigated by Dakota County. Some residents have also asked questions
about past and future County activities regarding the site.
This letter is intended to provide you with a brief history of the Lone Oak Road disposal
site, a review of our activities at the site to date, and a general outline and timetable for
future activities. A chronology of communications to residents to date is attached. If
you do not have some of these communications, please feel free to contact Ray
Erickson at 891-7543 for a copy.
On April 15, 1993, a citizen reported to the County's Environmental Management
Department that they had uncovered buried waste rubber during the excavation and
removal of a septic system at 1534 Lone Oak Road. Department staff inspected the
site and verified that rubber products such as tires, tire parts, hoses, boots, and inner
tubes were buried at 1534 Lone Oak Road, under approximately six feet of sandy fill
cover. This address is a single family residence in Eagan.
At that time, this residence relied on a private weli for its water supply. To determine
whether the disposed material had any immediate impact on the drinking water supply,
we sampled the water from the well at 1534 Lone Oak Road on May 4, 1993 and
analyzed the samples for heavy metals, volatile organic compounds, poly nuclear
aromatic hydrocarbons, total organic carbon and inorganic indicators of water quality.
These are constituents that cause or are indicators of health impacts in water supplies.
Pace Laboratory did the actual analysis and found silver to be present at a
concentration above the recommended allawable level for drinking water, as
determined by the Environmental Protection Agency. In August 1993, we again
sampled and analyzed the water from the well at 1534 Lone Oak Road and on that

occasion detected no metals in concentrations that exceeded recommended allowable
levels.
We then studied available aerial photographs and topographic maps and determined
that the disposal site could cover up to three acres in the Lone Oak area. Six homes
are either on the disposal site or at the perimeter of the site. However, the actual
extent of the disposal area can not be determined until on-site testing and observations
are pertormed.
Since all homes in the area, including the residence at 1534 Lone Oak, are currently
served by sanitary sewer and the municipal water supply, the presence of the disposed
material does not pose any immediate threat to health from ingestion of drinking water
adjacent to the site.
During 1994, we gathered background information at the Historical Society and
conducted interviews with longtime residents of the area and waste haulers. Anecdotal
accounts referred to the burial of tires and rubber products, coliected as part of the
World War II materials salvage efforts, in the Eagan area. One longtime resident of the
area confirmed that rubber collected by the Labor Volunteers for Victory Program and
stockpiled at Fort Snelling was dumped in this area in 1946-1947.
In the second half of 1994, we developed a plan for characterizing the site to the extent
necessary to definitively determine any potential impact, particularly impacts on the
health of the residents in the area. We contacted a consultant to do a geophysical
survey of the site and scheduled it for Spring 1995 based on the consultanYs
availability. Site access is necessary to perform this characterization, and staff
obtained signed access agreements from the necessary parties during this past winter.
The following is an outline of future steps in the evaluation of the disposal site. As
noted above, there is no threat to public health from ingestion of drinking water since
all homes in the immediate area are currently served by sanitary sewer and the
municipal water supply. The purpose of the continued investigation is to determine the
chemical character of the disposed material and the ground water that is in direct
contact with the material as well as the depth and extent of the disposed material. This
information will allow us to evaluate future risks from ingestion of water off-site in the
direction of ground water flow and any other impacts on public health or the
environment from the disposed material. It will also provide information for land use
planning.

We need data that will provide an exact deliniation of the boundaries and depth of the
fill and an analysis of samples of the buried material. The County has contracted with
Fromm Appiied Technology, an environmental testing firm from Green Bay, Wisconsin,
to do a geophysical survey of the site.
In a memo to Lone Oak residents dated April 19, 1995, Ray Erickson outlined the work
of Fromm Applied Technology, that will be performed from June 5-7, 1995. On those
dates, Fromm Applied Technology will take numerous measurements at the surface
while walking over the entire suspected disposal area. The equipment that will be used
is hand held and will cause no physical damage to the land or the buried material.
Company representatives will computerize the data and prepare a graph that will depict
the perimeter and depth of fill. They will also take magnetometer measurements to
determine the presence of buried metal objects.
As part of the geophysical survey, Fromm Applied Technology representatives will
mark each location where a measurement is taken with a flag; a County survey team
will establish the precise location. Please leave the flags on the lawn to allow the
survey team time to finish their readings, at which time they will remove the flags. We
intend to finish this phase of the project by June 7th.
The remainder of the work on the Lone Oak disposal site will depend to a great extent
on the results of the geophysical survey. Based on what we know to date, the following
activities have been planned.
Julv - Auqust 1995
During July or August 1995 we will verify the accuracy of the depth data. A contractor
will bore one test hole with a large mobile unit that will be confined to only one
property, selected as part of the geophysical survey. This will also allow samples of
the fiil material to be taken from top to bottom, and we can then do a chemical analysis
of the samples and estimate the types of materials that have been disposed. We will
notify you prior to any mobilization of equipment.
Auqust - September
In August or September a contractor for the County staff will construct one or two
temporary monitoring wells at the base of the hill near the ravine to measure depth to
groundwater and take samples of the groundwater. This will enable us to chemically
analyze the ground water samples to determine if there has been any contamination
and what risks, if any, might result from such ground water contamination. The drilling
rig will be on a truck that is modified for well drilling, and the contractor will fill the well
hole and properly close it at the completion of the sample taking.
It is our intention to complete the evaluation of the Lone Oak site by the end of 1995,
and we will keep you informed regarding the nature and results of the evaluation. In
