The project is listed as the Oslund Timberline Addition and includes Lots 3-5 of Block 3. This stated purpose was a significant factor in deterniining the scope and level of service provided. Should the report's purpose change the report unmediately ceases to be valid and use of it without McGhie & Betts' prior review and written authorization shall be at the user's sole risk. The observations and conclusions described in this report are based solely on the scope of service described in this report. McGhie & Betts has not performed any observations, investigations, studies or testing that is not specifically listed in the scope of service. Putting down three (3) standard penetration test borings to 20-foot or 25-foot depths within the building area. 2. Review of available project information. 3. Providing a data report containing a review of the subsurface conditions including prepazation of our conclusions and opinions regarding: A. Site Soil Properties B. Boring Logs (Soil Classification, N-value, Water Level) C. Foundation Design (Est. Excavation Depth & Bearing Capacity) D. Earthwork E. Cold Weather Construction Our work program for accomplishment of the above objectives included putting down a total of three (3) test borings, reviewing the project information, and observing the recovered soil samples_ This report will describe our field observations, present the results of the field tests, and provide you with our engineering recommendations. . . Oslund Timberline Addition - Lots 3-5. Block 3- Ea a? n. MN N I 298M6295 Paee 3 SITE CONDITIONS Surface Conditions Our exploration was completed at Block 3, Lots 3-5 of the Oslund-Timberline Addition in Eagan, Minnesota. This area is located to the north of McCarthy Road, west of Pine Ridge Drive, and south of Lone Oak Road. (See map in Appendix A) Surface elevations were taken after the borings were completed and were referenced to lot corners that were established by the owner's surveyor. Elevations taken at the borings and observations of the site indicate that the area slopes to the west. The site is a natural draw with steeper slopes along the north and south areas. Numerous trees line the north side of the property. Residential lots have been constructed immediately east of the proposed site and McCarthy Road is located to the south. At the time the borings were put down the site had received fill on top of the native soils. Subsurface Conditions The subsurface conditions encountered by the test borings are illustrated on the attached boring logs. The depths and thickness of the subsurface strata indicated on the boring logs were generalized from the drilling results. The transition between materials is approximate and is usually faz more gradual than shown. Information on actual subsurface conditions exists only at the specific locations indicated and is relevant only to the time exploration was performed. Subsurface conditions and groundwater leveLs at other locations may differ from conditions Oslund Timberline Addition - Lots 3-5 Block 3- Ea a N N 1298/N6295 Page 4 found at the indicated locations. Note, too, that these conditions may change over time. These stratification lines were used for our analytical purposes and, unless specifically stated otherwise, should not be used as a basis of design or construction cost estimates. Results of the test borings put down at this site indicate a general subsurface profile of fill materiaLs and organic soiLs overlying silty clays, silty sands and sands with silt. The fills encountered were generally organic silty clays, silty sands, and sands with silt. These fills ranged from 4 feet to 8 feet in depth. The organic clays underlying the fills ranged from 4 feet to 10 feet in thickness, and were soft to very soft. At boring PB-2 silty clays were encountered beneath the organics and were generally fum in consistency. Sands with silt and silty sands were encountered at depth in the borings, and were generally wet to waterbearing and medium dense to dense in density. Lean clays that were brown in color and hazd in consistency were encountered beneath the sands at boring PB-2. The borings terminated within the silty sands, sands with silt, or lean clays. The boring logs and related information included in this report are indicators of the subsurface conditions only at the specific locations and times noted. The subsurface conditions, including groundwater levels, at other locations on the site may differ significantly from conditions that, in the opinion of McGhie & Betts, exist at the sampling locations. The test borings were put down by McGhie & Betts solely to obtain indications of subsurface conditions as part of a geotechnical exploration program. No services were performed to evaluate subsurface environmental conditions. Oslund Timberline Addition - Lots 3-5. Block 3- Eagan. MN N 1298M6295 Paee S Groundwater McGhie & Betts took groundwater level readings in the exploratory borings, reviewed the data obtained, and discussed its interpretation of the data in the text of the report. Note that groundwater levels may fluctuate due to seasonal variations, i.e. precipitation, snowmelt and rainfall, and/or other factors not evident at the time of ineasurement. As noted on ihe logs, subsurface water was encountered in the borings during the drilling operations. Initial water table depths ranged from 8%z feet to 14 feet below grade. Higher groundwater elevations were recorded after the auger was removed and cave-ins had occuned in the boring holes. The elevation of the water table may present difficulties in construction of foundations at this site. The contractor should be awaze of the possible necessity of dewatering or diverting subsurface water. The elevation of the groundwater table can be a major factor in design and construction at this site. If more accurate subsurface water levels are needed, we recommend piezometers be installed to properly determine the groundwater level. Monitoring of the groundwater table elevation could occur throughout the sumrner months up to the time of construction. This work was outside our scope of services. PROJECT INFORMATION McGhie & Betts has developed preliminary foundation recommendations for this project in consideration of the proposed layout, column loadings, and structural configurations as understood at this time. When the architect and/or structural engineer develops additional information about final design column loadings, Oslund Timberline Addition - Lots 3-5. Block 3- Ea a?n, MN N 1298M6295 Page 6 building configuration, or other significant factors, the preliminary recommendations presented herein may no longer apply. McGhie & Betts must be made aware ofthe revised or additional information in order ta evalaate the preliminary recommendations for continued applicability. Our exploration was completed at Lots 3-5 of Block 3 of the Oslund Timberline Addition in Eagan, Minnesota. T'he site was previously a drainage channel with developed residential areas to the east and south. We understand the proposed construction at this site consists of 3 residential homes consisting of wood framed construction and wood roof support. The homes will be 1-2 story buildings with walkout basements and will have driveway access offof McCarthy Road. Actual building addresses were not known at the time of this report. Estimated foundation loads were not provided, but from our experience with these types of buIldings we would expect light loads. ENGINEERING REVIEW Discussion The following sections of this report include comments related to issues such as excavation, de-watering, foundation construction, earthwork, and related geotechnical aspects of the proposed construction. The recommendations contained herein are not intended to dictate construction methods or sequences. Instead, they are furnished solely to he]p designers identify potential problems re(ated to foundation and earthwork construction plans and specifications, based upon findings derived from sampling. ? ? 3 Oslund Timberline Addition - Lots 3-5, Block 3- Ea ae n, MN . N 12981N6295 Paee 7 The results of our subsurface exploration indicate the presence of fill materials and organic clays overlying silty clays, silty sands, and sands with silt. The fill materials and organic clays aze not suitable to support the foundation loads. We recommend that the foundation loads be supported by the silty clays, silty sands, or sands with silt encountered at depth or upon an engineered fill developed upon these soiLs. The bearing capacity will be dependant upon the foundation method chosen for this site. SOIL PROPERTIES b ? h n ? ? Compressibilitv The organic clays encountered at this site would be considered very highly compressible. These soils can compress under low foundation loads or where fills are placed to raise the grade. These soils are not suitable for any foundation load support, or support of deep fills. Settlement of these organic clays can be expected to be high and to occur over a long period oftime. The underlying silty clays, silty sands, and sands with silt would have a low to medium compressibility. These soils would be suitable for foundation suppoR or engineered fill loads. Frost Susceptibility The organic clays and clayey fills at this site would have a moderate to very high frost susceptibility. If these soils are not protected, then large amounts of frost heaving may occur. The amount of potential heaving is dependent on the moisture and organic content of the soils, and the types of clay minerals present. Pavement Oslund Timberline Addition - Lots 3-5 Block 3- Ea a? n. MN N I 298M6295 Paee S sections should be designed accordingly. Drainaae Prouerties The organic clays and clayey fills encountered would be considered to have very poor drainage conditions. These soils types can absorb and entrain surface runoff, resulting in saturated soil conditions. Use of drain tile or other means may be necessary where subsurface moisture control is critical. CONCLUSIONS & RECOMMENDATIONS FOUNDATION OPTIONS The subsurface explorations encountered fill materials and organic clays ai the surface overlying silty clays, silty sands, and sands with silt. The organic clays and uncontrolled fill materials aze not suitable for foundation loads or deep fill placement. The owner has the option of mass excavating the unsuitable soils and replacing with a granulaz fill, or constructing deep foundations to the underlying suitable soils. We have presented inforniation on both options below: Mass Excavation and Fill T'his option involves the mass excavation of unsuitable soils from the building azeas. We have listed the estimated excavation depths at the boring locations. This information is based upon a recommended bearing capacity of 3,000 psf ? 7 i ? : a : ? If extremely soft soils or voids are detected at the bottom of the excavation, we recommend that additional excavations be completed to competent soils. It is important to review the fill limits and total depth of fill when placing structures upon compacted fill and when filling the excavation. The location of the footings must allow for at least a 1:1 slope from the bottom of the footing to the outside limits of the engineered fill. It is im2ortant to check this at the time of construction and to assure that during filling, unsuitable soils do not encroach within the 1:1 limits and extending downwazd and outward from future footines We recommend any fill placed beneath the footings be comprised of a granulaz material with less than 12% passing the #200 sieve. Any fill placed beneath the foundation should be compacted to 98% of the Standazd Proctor, ASTM D698. Site conditions may not allow for this foundation option due to adjacent buildings, roads, and slopes. The owner should consult with the civil engineer to decide on whether to proceed with this option. Oslund Timberline Addition - Lots 3-5. Block 3- Eaean. MN N I298M6295 Paee I 0 Based upon these recommendations, as well as our experience with similar soils, it is our judgment that settlements of less than 1 inch should occw. We also estimate a factor of safety in excess of 3 will be provided if a 3,000 psf loading is utilized. Deep Fouadations This foundation options involves drilling thru the soft unsuitable soils and constructing piers to support the building. The piers would transfer building foundation loads to the underlying medium dense silty sands and sands with silt. Drilled Piers Use of piers would include drilling shafts down to suitable soils, as noted in the table below, and filling with a concrete mix. This will likely require installation of a temporary casing for support of the soiLs before the aggregate is placed. 1f drilled piers were extended to the depths indicated above, then we would expect Oslund Timberline Addition - Lots 3-5 Block 3- Ea ag n. MN N 1298/N6295 Paee I I end-bearing capacities of 3,000 psf would be obtainable. Due to the nature of the onsite soils, side-friction cohesion would be Low, in the range of 250 psf. A structural engineer would need to design the size and location of the piers. GeoPiers Alternately, GeoPiers could be used in place of drilled piers. Geopiers are constructed by drilling a shaft into the ground and ramnung select crushed aggregate into the shaft in thin Lifts. The compaction of the aggregate with a rammer will provide lateral pressure that increases the stability and allowable soil bearing pressure. The foundation would then be placed upon the crushed aggregate columns. For GeoPiers it is recommended that footings be designed 30 inches wide to match the geopier configuration and that the concrete floor slab be constructed a minimum of 5 inches thick. The advantages of this method are similar to other deep foundation methods, they do not require dewatering, there is no lateral oversizing, and it can be done in adverse weather. It should be noted that the soft soils found at many locations could cave-in during excavating. This will likely require insta(lation of a temporary casing for support ofthe soils before the aggregate is placed. The GeoPier Foundation Company would be able to provide estimated costs for construction at this site. If this foundation option is to be pursued, McGhie & Betts can coordinate with GeoPier Foundation Company and send them the inforniation needed for them to provide foundation design and cost estimations. Oslund Timberline Addition - Lots 3-5. Biock 3- Eagan. MN N1298/N6295 Paeel2 Floor Slab Support The existing organic clays and uncontrolled fill would be very poor for floor slab support due to their compressibility and high potential settlements. [f the excavation and replacement foundation option is chosen it will also provide a suitable granular fill for placement of floor slab. If the deep foundation option is chosen, than additional floor slab design will be needed. The preferred option for floor slab support for drilled piers would require the installation of a grade beam system and structural slab to support the floor area. Likewise, GeoPiers would require a grade beam system or the installation of additional GeoPiers within the floor slab area to provide support. With 4 to 8 feet of fill already placed upon the organic soils and more fill planned to reach final grade, high settlements can be expected beneath the floor slab unless proper methods are taken. Fills placed beneath the floor slab should be compacted to a minimum of 95% of the Standazd Proctor, ASTM D698. Earthwork The owner and the contractor should make themselves aware of and become familiar with applicable local, state and federal safety regulations, including current OSHA excavation and trench safety standards. Construction site safety generally is the sole responsibility of the contractor. The contractor shall also be solely responsible for the means, methods, techniques, sequences, and operations of Oslund Timberline Addition - Lots 3-5. Block 3- Ea an. MN N 1298/N6295 Page 13 construction operations. McGhie & Betts is providing the following information solely as a service to our Client. Under no circumstance should McGhie & Betts provision of the following inforniation be construed to mean that McGhie & Betts is assuming responsibility for construction site safety or the contractor's activities; such responsibility is not implied and should not be infened. Many geologic materials deteriorate rapidly upon exposure to air or water after excavation. Unless otherwise specifically indicated in this report, walls and floors of excavations must be protected from rain, water, and freezing temperatures throughout the course of construction. Where settlement is not critical, such as in lawn areas, reuse of the on-site organic soils may be acceptable. We do suggest that these soils be placed and compacted with normal compactive efforts and, as a guide, we suggest compaction be to 90% of the Standard Proctor in these non-critical azeas. Where compaction is critical, such as beneath the foundation, driveways, sidewalks, etc., cazeful selection of the backfill material will be required. The onsite organic clays and fill materials would not be suitable for fill placement at many locations. We would expect that an imported granular fill would be required in these critical ateas. This engineered fill should consist of a granulaz material with less than 12% passing the #200 sieve. Block 3- Eaean_ MN N1298M6295 Pape 14 Cold Weather Construction It is our understanding that construction is expected to occur during the summer months. If cold weather construction should happen to be necessary, it is our recommendation that all frozen soils be removed from the areas to be filled and that no frozen soils be placed as fill. All fill placed for foundation support should be protected against freezing temperatures. This includes protecting all foundation work from freezing temperatures and providing non-frozen backfill. Proper precautions should also be taken to prevent frost penetration beneath the foundations following construction. Perimeter footings for heated structures should be placed a sufficient depth for protection against frost penetration. Current code requirements suggest footing depths of at least 42 inches for heated structwes in southern Minnesota. CONSTRUCTION Site Observations The soil conditions illustrated on the attached boring logs are indicative of the conditions only at the boring locations. For this reason, we recommend that all completed excavations at this site be observed by a soils engineer prior to fill placement or construction of any foundation elements. These observations would be necessary to judge if all urisuitable materials have been removed from within the planned construction area and an appropriate degree of (atera] oversize has been provided. Testine We also suggest a representative number of field density tests be taken in all engineered fill placed to aid in judging its suitability. We suggest that at least one density test be performed for every 2,500 square feet of engineered fill placed, for every 2 feet of fill depth. Any proposed fill material should be submitted to a construction materials laboratory for testing to verify compliance with our recommendations and project specifications. Performance of the engineered fill and backfill at this site is dependent upon all unsuitable soils being removed prior to fill placement and that adequate compaction is maintained as the fill is placed. We suggest that a qualified soil engineer or technician observe all excavations prior to fill placement and that density testing be performed within the fill material. The transition between materials is approximate and is usually far niorc gradual than shown. Estimating excavalion depths, soil volumes and other computations relying on the subsurface strata may not be possible to any degrec of accuracy. Water Level McGhie & Betls took groundwater level readings in the exploratory borings, reviewed the data obtaincd, and discussed its interpretation oFthe data in the text of this report. The groundwater level may tluctuate duc tn seasonal variations caused by precipitation, snowmelt, rainfalls, construclion or remediadon activities, and/or othcr Cactors no[ evident at the time of ineasuremeni. The actual determination of the subsurface water level is an interpretative process. Subsurface water Icvcl may not be accurately depicted by the levels indicated on the boring logs. Normally, a subsurCace exploration obtains general information regarding subsurface features for design purposes. An accurate deterniination of subsurface water levels in not possible with a typical scope of work. The use of the subsurface water level informaiiai provided for estimating purposes or other site review can present a moderate to high risk of error. The following information is obtained in the field and noted under "Water Level Measurements" at the bottom of the log. Sampled Depth - The lowest depth of soil sampling at the time a water level measurement is taken. Casing Depth - The depth to the bottom oF the casing or hollow-stem auger at the Iime of water level measurement. Cave-[n Depth - The depth at which the measuring tape slopes in the bore hole. Water Level - The point in the bore hole at which free-standing water is encountered by a measuring tape dropped from the surface inside the casing. Drilling Fluid L.evel - Similar to the water level, ezcept the liquid in the bore hole is a drilling fluid. Obstruction Depths Obswctions and/or obstruction depths may be noted on the bonng logs. Obstruction indicates the sampling equipment encountered resistance to penetratioa (t must be realized that continuation of drilling, the use of other drilling equipment, or further exploration may provide information other than that depicted on the logs. The correlation of obsWetion depths on the log with conswction features such as rock excavation, foundation depths, or buried debris cannot normally be determined with any degree of accuracy. For example, penetration of weathered rock by soil sampling equipment may not correlate with removal by ceRain types of construction equipment. Using this information for estimating purposes often results in a high degree of misinterpretation. Accurately identifying the obstruction or estimating depths where hard rock is present over the site requires a scope of service beyond the normal geotechnical exploration program. You indicated the City of Eagan requires a geotechnical engineer to observe the soils in the bottom of the excavation in order to determine their suitability for construction of the proposed deck. On November 11, 2011, I performed observations of the foundation excavations for the five footings for the proposed deck. In addition, I performed several hand -auger borings to determine the soil types and conditions of the soils. The soils observed were silty sand and clayey sand soils in a medium dense condition. Based on the observations performed, it is my opinion the soils observed are suitable for construction of the proposed deck footings. Services performed by VEC personnel on this project have been conducted with that level of care and skill ordinarily exercised by members of the profession currently practicing in this area.
