Aueust 10. 2000 Real Estate Inspection Experts Inc. performs inspection of town home unit at the request of Ms. Kim White. The purpose of the inspection was to determine the source of the mold growth occurring witlvn the unit. November 20, 2000 Mr. Fredrick R. Krietzman, the attorney representing Meadowlark Ridge Homeowner's Association sends correspondence to City Inspector Mike Anderson. This conespondence consents to a building permit issuance to the Whites. A number of conditions were contained in tlus agreement. March 29, 2001 In the presence of Ms. White, City Inspectors Don Hadd and Scott Peterson performed an on-site inspection. This inspection revealed numerous items to be corrected including but not limited to: Incomplete fire-resistive assemblies that are required to be maintained. Uniform Fire Code Section 1111.1. (Photos # 1,2,3 & 4) Waste pipe inside wall on 3rd level contains an appazent leak that needs fixing. Minnesota Plumbing Code Section 4715.0340. (Photos # 3& 4) Water damaged gypsum board in garage. He is informed that the fire resistive assemblies such as the firewalls and floor/ceiling assemblies have to be restored. As requested, 1 inspected the Town house located at the address shown above. The principle reason for the inspection was to detertnine the cause of the mold growing on the floors in the town house and water penetration which occurs each time it rains. The town house is a spiit-lavei row house. Entry is at the ground floor level. There is one leve{ 6elow the entry level and four leveis above !he grcund level. The roof of the building was inspected and found to be m good condition. It appears to have been replaced with in the last 24 months. The quality of workmanship observed on the roof is good and there were no signs of damage to the roof. Based on the condition of the rooF and the condition of the ceilings in the town house, it is unlikely there is roof leakage The siding on the Town House is stucca over metal lath. The sheathing appears to be plywood or particle board. The gable end wall on the south side of the 7own house was inspected from the roof. This wall has signifcant cracking_ Portfons ot the siucco are loose and failing off the waN. !1 is likely this wall is contrihuting to water penetratian irrto the Tcwn House, I recommend the stucco on this wall be repaired immediately. There is also evidence of water penetration at the windows on the West Side of the Town House. The brick molding on the upper level window is not tight against the stucco and appears to be providing a path for water to flov+ bahind the window trim and into the wall cavity. Water appears to be flowing down the wali cavity and saturating the plywood subfloor. The humfdity level was very high in the Town House at the time of inspection. This is due in oart to the air conditioning system being out of order at the Ume of inspection. A brief inspectinn of the air conditicning system revealed an overheated condenser. The unit was not operating and appeared to be seized up It is recommended that the unit be serviced by a qualified heating technician The air conditioning sriould be operated Page Two Ms. Kim White August 10, 2000 continuously to reduce humidity in the building. In addition. l recommend a dehumidifier be operated in the building until the reiative humidity is reduced to 40 percent. The walls, ceilings and floo•s in the building were tested to determine moisture content The complete results of these tests are shown in the attached table. In general. the floor showed the highest moisture content. The floors all measured from 18-20 pius percent moisture_ 7he equipment used for moisture testi^g does not measure above 20 percent. Tfie drywall walis measured from 6-8 percent moisture. This is normal and there was no sign of high moisture levels in wall cavi8es, except at floor level. Ceiling mois!ure cantent was 6-8 percent. Again this is normal. Four of the six floor levels have high mold growth. I understand these ooft? each washed wkh bleach on more than one occasion and the mold reappears washing. SampVes of the mold were collecied during the inspection and sent to a Iahoratory for anafysis. The resutts of the artalysis have nct been received. No mold growth was observed on walis or ceilings. As no1eC above: water appears to be entering the Town House at window and door additon penetrations. These penetretions do not appear to be property flasinsi the stucco in some of the window trim on the exterior of the hause is not tigM aga some locations and is prwiding a path {or water to enter wall cavity. The water appears to flow down the wall cavity until it reached floor level. At floor level, the water tlows along the floor sheathing and into the house. ln some locations it may be possible to reduce water penetration by repaiting window trim and properly caulking trim. Where there are large gaps between the brick molding ?d stucco it is recommended that new brick mo!ding be installed and properiy cu The crecks in the stucco described above wouSd also allow water to penetrate stucco and Aow down stud cavity until the floor sheathing where it flows into the house. The tocations of ponded water after raiMalt generally are along wails where water penetration may have occurred. Water was also observed afler the last rainfall along au+ interior wall east of the stairway. Based on my inspectior of this area, I believe the leak occurred on tha west wall and f;owed alorg the stairway header and m;o the room. If laboratory testing conf?rms the presence of toxic molds, I recommend the sheathing be removed and new sheathing he installed. 7his uriil prevent the mofd from retuming.
