Membezre t.,1-,,,scent we e ?1lt, Martin, Bertz, Thurston, Caponi, Carroll and Kubik. Members Masin, Saves nd Porter had indicated they would be unavailable for the meeting. Staff n' were the Director of Parks and Recreation Ken Vraa and Steve Sullivan, Landscape Architect/Parks Planner. AGENDA A motion by Bertz, seconded by Kubik, with all members voting in favor, the agenda was approved. MINUTES OF MAY 7, 1987 Mr. Kubik noted that on page two, his late arrival was due to his completion of school. On page six, we noted that Sandy Bertz arrived at 8:00 o'clock p.m. With no other corrections, a motion by Thurston, seconded by Dick Carroll, with all voting in favor, the minutes of the May 7, 1987 Commission meeting were approved as amended. CONSENT AGENDA The following consent agenda item was presented for approval, on a motion by Kubik, seconded by Bertz, with all members in favor, the Commission approved recommendations to the City Council the following item: 1. Cray Addition--That a cash dedication be requirement, of this plat consistent with the City's commercial/industrial property. DEVELOPMENT PROPOSALS Stuart 2nd Addition--Parks Planner Steve Sullivan reviewed the proposed preliminary plat for Stuart 2nd Addition. Director of Parks and Recreation Ken Vraa reviewed his two-page memorandum and the lette° from Stuart Corporation from Mr. Gerald L. Sovel, Vice President, quea Lion n,r; a waiver of parks dedication fees was raised. Mr. Vraa reviewed the proposed improvements to be made by Stuart Corporation of the ponding area. This would provide for trails, benches, and plant material. Mr. Sullivan provided an analysis of the area at the request of the Advisory Commission. Member Caponi questioned what else the property could be used for, being that it was his opinion that the only benefit was for the developer. Members questioned the value of the area for parks purposes and the staff's opinion in the use of the trail system and the ponding area. Commission member Carroll noted that the topography of this site, including the steep slopes, and the Oct that the proposed trail would be under water at time of high water ea It was commented that if the parcel was not dedicated, why it would o: ' any value to the City. There were several other questions presented to the Commission relating to the types of recreational facilities the developer would be providing including a proposed swimming pool. Member Kubik stated 1 -?'^ot feel that this was a significant and sufficient amenity to a reduction in the parks cash contribution. After a brief discuss , on a motion by Kubik, seconded by Thurston, it was a recommendation of the Advisory Parks and Recreation Commission that 1) a cash dedication requirement be made, 2) that there be no credit provided, and 3) that a trail on Lexington Avenue be a condition to plat approval. The Welsh Addition--Planner Jim Sturm noted tha this pr plat had been withdrawn and that the developer w- alternative site. Director Vraa stated that he had received over 50 letters of approximately 80 owners indicating they would prefer not to have a tot-lot and in favor of the existing green space and open area. Director Vraa also suggested that it may be appropriate to conduct a random survey by a professional firm to determine the interest levels within the community. He stated he would be reviewing such a proposal for recommendation at a later date. DEPART ,NT OBJECTIVES Director of Parks and Recreation Ken Vraa stated that staff has been working on its 1987 goals and objectives and appreciated the input of the Advisory Commission members. He noted that the staff had originally compiled a list of approximately 65 statements of goals and objectives which ha.,- consequently been reduced. Commission member Caponi in,7riired as tc would be able to see all of the originals a: ; 1 a staf"` recommending. The Director continued, stating t . the a:.uul list h, n reduced to a smaller number. Staff was classifying the objectiv_ to categories such as recreation, parks and parks planning. All of these would be given to the Commission. Sandy Bertz questioned if staff would mail a copy to the Commission to review prior to the meeting date in order to help determine priorities. E i Wilmus Park/Park Service S _,:.._*on No. 28--Director of Parks and Recreation Ken Vraa indicated that staff has received several calls from residents in this area. A letter was enclosed in the packet from a resident who is also inquiring as to the status of the park. Director Vraa stated that park area has been determined by previous developers agreement associated with the Mallard Park Addition but the owner, Mr. Wilmus, would set the time frame for the remainder of the parks dedication with development. Commission member Carroll agreed stating that the letter would be a good idea and would at least inform the residents of the City's planning efforts. A motion, 1,y Kubik, seconded by Carroll, with all members voting in favor, staff .yns directed to send an informational letter to residents in the proposed area indicating the City's planning efforts. Water Quality Management Plan--Director of Parks and Recreation Ken Vraa reviewed a memorandum from Tom Colbert, Director of Public Works, regarding the City's ad hoc committee on a Water Quality Management Plan. He stated Mr. Colbert is seeking an appointment from the Commission to ser e as a member of the ad hoc committee. Various members stated they would h^ e in interest in being appointed to the committee. It was noted that Mr. S lid previously expressed an interest but was unable to be at the Comm" lion meeting so it was suggested that staff contact Mr. Sames first to see if he was still interested in serving. If Mr. Sames is unable to be a member of the committee, Sandy Masin or Roger Martin would be interested in filling this role. PARKS DEVELOPMENT Parks Construction Contract 87-1--Director of and Recr ti 'i Ken Vraa reported an the bids received for the C z°_.et 87-1, P .°'..s Construction. He stated that Mr. Sullivan's estimate w:iL3 ithin $15,000 of the actual bid price of $546,000. It was stated that a preconstruction conference would be held within the next several weeks and it is expected that the contractor will begin in late June. Financial Review--Director of Parks and Recreation review-1-1 his memorandum contained within the packet on pages 37 and '8, nct,i - ,h 1.11 numbers were unaudited. He stated that this should pr 2-' ti*,,: t v a_~,« with just a brief updating on the current statute encumbered funds for the number of work projects. D 1 t°ector c;t:a' because of the number of projects ongoing and yet proposed for this year, he was unable to provide the Commission with a detailed set of numbers because of the time commitment and the necessity of re-estimating work yet to come. He stated it is his belief that the projects were very much on target with overages in some project areas compensated by favorable bids in others. It was noted that the Director would provide another ul _ith the conclusion of the summer projects. OTHER BUS ® S & REPORTS There are a number of items under the Other Business and Reports Agenda, including the Trapp Farm Park Grand Opening, and the Community Theatre Group now forming within the City with the assistance of the Parks and Recreation staff. Director Vraa stated that the first meeting of the Community Theatre Group was very positive with approximately 20 people in attendance. Staff is beginning the 1988 budget preparation process and any input from the Advisory Commission would be appropriate at this time or over the next several weeks. Director also noted that the ground breaking for the new elementary school, entitled Woodland Elementary School, would be held on Thursday, J : 18, 1987. He stated Advisory Commission members would be receiving invitations to this ground breaking ceremony. Following the prresentt ticla of Jim Sturm, the Department's Landscape Architect/Parks Planner reviewed a preliminary analysis of the proposed park area and a concept layout of the proposed dedication. The Advisory Parks and Recreation Commission was generally agreeable to the location of the park, with some concerns expressed for the small amount of shoreline frontage. The two issues that received the most attention of the Advisory OomLni.ssl ;n were (1) access to the park through a cul-de-sac, which would make the part much less accessible to this neighborhood, and (2) the amount of parkland dedication, which appears to be less than the area being platted for residential development, including Outlots A and B. A revised road layout, as identified in the attachment marked as Sheet #'I, ras prepared. This eliminated the cul-de-sac and provides for a curvil" : ar street and access to the property to the south. This road alignraeev was preferred by the Advisory Commission. It provides for better rks configuration, a dedication closer to the actual amount required, and ,1rovides for future expansion to the south by providing for increased street access and an improved parks layout. The Commission was in total agreement that this was the preferred plan for the reason stated above. The Advisory Commission was also concerned about access to the park from the West, since the property to the west is developed. The Commission feels a trailway should be planned from Dodd Road to the park to ensure access for the parcels to the west as they are developed. If you feel it appropriate or necessary, I would be happy to attend your next Planning Commission meeting to present the Advisory Parks and Recreation Commission's concerns and recommendations concerning their their preliminary plat. Harvey's r I ike at t Cit actions. _-y Nu --.ed, C o At_ s OLD BUSINESS BLAC A OAKS/BLACKRAWK LAKE ADDITION Parks & Recreation Director Vraa commented that the City Council had postponed action on this development until the Parks & Recreation Commission resolved their concerns. He said that Mr. Peter Stalland had notified the Commission of his successful negotiation with the neighboring landowner so that the road will not encroach on park property at any poinh, Dt ector Vr said the Commission still had to resolve the problem of access to Plackhaw"rh Park. Plan Consultant Erkkila presented an analysis of the Blackhawk Park terrain and three schemes for bringing in a road to the park. Scheme A would provide access off Palisade with the roadway curving with the terrain to a parking lot near the lake/wooded area. Scheme A would require cut and fill in excess of 101, Scheme B would provide access from the south coming through a to and proceeding north to the parking lot. Grading would be a major cost, 1 .t not as bad as Scheme A. Scheme C would also provide access from the south with the road following 3`E R/W and then curving through the park following the natural terrain. The trail would be long, but would not require as much grading as the other two schemes. Schemes B and C would require obtaining easement or dedication from the adjacent property owners. Mr. Erkkila commented that the study pointed out the south access will not be easy to obtain or to do. In this respect, it should give the Commission an understanding of the relative importance of dealing with a west/north access and parking. Plan Consultant Erkkila said that he viewed the design/analysis priorities of the park as: 1. Better vehicular access. 2. Lakefront property. 3. Expand the picnic area. 4. Preserve the natural amenities in the park and neighboring parcels. 5. Cash dedication. Mr. Erkkila would like to fill out the parkland around the narrows of the lake, thus providing more lakeshore. He is optimistic that nearby land parcels may be obtainable because the property will be difficult to develop. Mr. Erkkila then presented four options for the Commission to consider: Option A would bring a road/parking lot/observation deck off the private road into the NW corner of the park. This plan would necessitate the taking of one of the Blackhawk Oaks lots. He did not like this option as the road has many twists and turns. The parking lot would cause some disruption. However, it was his opinion that Option B would be less disruptive and provides a better road to the park. Option B is a bike trail to be constructed in conjunction with the private road and then move into the park, perhaps to an observation deck. This would I provide an opportunity to see a unique part of the park. Option C provides for the taking of .4 acre from Lot 4, Blackhawk Lake Addition. This would enhance the NE corner of the park and preserve trees. Option D provides road access off Palisade. A small parking lot could be tucked in behind the houses or could be placed in the "tree nursery" or a larger lot near the lake/wooded area as shown in Scheme A. Chairman Martin still preferred a north access and wanted to know why Silver Bell Road couldn't be extended. Mr. Erkkila responded that was a possibility in the original proposal in 1982, but is not an option with the road alignment currently being proposed. Commission member Alt thought the City should opt for a south access and require a bike trail only in the north. Sir felt: was okay to save Blackhawk Park for later development. Commissijn member Thurston wanted to keep the City's options open for a north access even if not exercised. Chairman Martin did not want the north access eliminated and suggested a bridge be put in to bring the road across the steep terrain. In his opinion the Palisade access was less desirable, but he didn't like a public assess off a private street which would be the case with a north access. He felt the Commission should make their decision at the August 2nd meeting. Peter Stalland, representing the developer, said they could live with a bike trail in the north and the .4 acres taking from Lot 4; but he could not live with a road/parking lot in the north. The project would not be funded if the north road access were a condition. He felt Palisade provided reasonable access. Plan Consultant Erkkila preferred access from Palisade or Davenport. He did not recommend a north road access or building across steep r'' 'f 1e! felt the Palisade access would require some cut with a large amount Ti 11, but is still preferable to a more extensive grading associated with sortie access. Director Vraa said if the Commission recommends the north bike access, then construction should be part of a construction program. It's better to have the amenity in place before neighboring residences are built. He was of the same opinion if the Commission opted for the Palisade access with the parking lot to go in the nursery area. He said it is necessary to F et: vehicles into the park and eliminate the on street parking as is the case now. He felt the .4 acre from the Blackhawk Lake Addition would be a desirable addition to capture lakeshore. Commission member Thurston was concerned that if only a trailway is provided, there would be many more cars parked on the street. She felt a parking lot should be put in and it could be screened. She said Blackhawk is a community park and access must be provided for the community. It is not a private preserve for the neighborhood. Commission member Bertz was in favor of a parking lot in the nursery area. She hoped a looped road system is in the long range plans for the park. Commission member Carroll said the C~~ isahe access would provide immediate in-park parking. He felt the long range plans could provide for a south access and the large parking lot, plus a loop road could then be facilitated as shown by the concepts. Commission member Fedde asked what effect the septic tanks would have on the lake. Director Vraa said that Public Works Director Colbert is reviewing these associated problems and will give a report to the City Council on August 7. After continued discussion and review, Commission ago :ibc;r Ca~°rc 11 V ov°ed, Alt } seconded, the following recommendations: 1, The City obtain Option B, a trailway only in the north part of the park, 2. The trailway will be the developer's responsibility and will extend from Blackhawk Road along the private road to the west property line of the park. The trailway is to be 15' wide with a 5' green space along the road, an 8' wide trail bed and a 2' green space along residential property lines, 3. The City accept the ,4 acre parcel as dedication from the Blackhawk Lake Addition. 4, Park access will be from Palisade-with a parking lot (for approximately 20 cars) located in the tree nursery area, 5. The balance due in park dedication will be in cash. The motion carried. Commission member Carroll then moved, Bertz seconded, that the Advisory Parks & Recreation Commission go on record that the long range plans for Blackhawk Park will include: 1. Access from the south (Scheme B) to a parking lot near the lake/wooded area. 2. Any potential developer in the area should know of the City's plan and place their structures accordingly. 3. That staff continue review with the intent of bringing the Parks System Plan and the Blackhawk Park P.U.D. up to date at the annual P.U.D. review. The motion carried. PARKS BOND UPDATE Parks Director Vraa will ask the City Council at the August 7 meeting for approval to grade four parks and provide lighting at Northview Park. Bob Rosene is doing the preliminary grading plans with City staff to monitor the field work. Not all four parks will be done at one time. Steel posts will probably be too expensive. Thirteen poles are needed and wood poles will cost between $105,000 and $115,000, Steel posts would cost about $35,000 more. Landscape Architect, Steve Sullivan, will start Monday, ztu ;ust 6. 1,F will review bid documents of the four parks, tennis courts and plar,~ F>quipment., He will also attend Advisory Parks & Recreation meetings. Commission Member Jackson requested a master schedule be prepared for Commission reference, Parks Director Vraa says there is one forthcoming so the City can maintain control of park improvement and development. OTHER BUSINESS A. Budget Parks & Recreation Director Vraa said it is possible for some park improvement to be in place by late 1985. He felt more seasonal staff would be needed. He also requested an additional 1/2 time secretary and an assistant parks director. Additional equipment and material will be needed as a result of the parks development program. An expansion of some recreation is also anticipated. There is much more to be done with recreational programming. A LOGIS program for registration, ball field reservations, etc, is also a part of the 1985 budget request. S Roy N. Harvey, Jr. 3832 Riverton Avenue Eagan, MN 55122 456-5634 May 18, 1987 To: Mayor Bea Bloomquist and City Council I am writing to you concerning the asphalt pathway system on Riverton Avenue and on Riverton Point. The path surrounding us serves no purpose as it stops abruptly and is used mainly for kids on skateboards who are drawn to it by its curve and slope. It does not connect with the main path, thus not serving as a means to get to the park. We do understand the path was passed long before we built our house, but would like for you to explain to us its purpose. The only thing we can see it as is an inconvenience for us and the neighborhood. It's an inconvenience for us as we get kids hanging around with their skateboards on the path and our driveway, and it gives our front yard less of an area to grade causing too steep of a slope. It's an inconvenience for the neighbors as their children cannot use it to get to 11( ±k. They would rather see it going down Riverton Avenue to meet with the main ntrance. The children must now ride their bikes on the street to get to their neighborhood park. My wife has checked into "Slow Children" signs for our road (Riverton Ave.) because of the blind curves, excessive traffic and speeders. The City of Eagan told my wife that they do not put these signs on residential streets anymore and suggested we have the police patrol the street. All of our neighbors have talked and complained about the speeders and blind curves as they are also concerned about their children using the street as their means to get to the park. I suggest a path be connected through to the main entrance of the park as shown on the enclosed map. This would alleviate the danger of having children riding and walking on the street. Last July, the Parks and Recreation Department submitted an application to the DNR for participation in the "Cooperative Opportunities for Recreation Enhancements" program, also known as CORE. This progz.m .as t ~n for about five years and basically provides fishin l systems to local units of government and local spor°vu !;u is funded by the Minnesota State Legislature on a~, 1 b~ Ls managed solely by the DNR. Our City's initial application had requested an aeration system and fisirif1g pier for both Schwanz Lake and Fish Lake. Recently, though, staff from the Metro DNR office responded with comments on our proposal. Department staff gave concurred with DNR' r..-lue3t to set Fish Lake as the priority project in order to enhance our application. At the writing of this memorandum the DNR is in the process of ranking all ap- plications received from the metropolitan area. We expect to hear a response from the DNR soon, and remain hopeful that our application will come to frui- tion based upon their initial comments. If the application is successful, the city can expect to receive a°:; pier and aeration system for Fish Lake. Under the program guidelines, ; is responsible for furnishing and installing the pier and aeration systE;,a th, City assumes responsibility for maintenance and operation of the facilities. Technical assistance is provided by DNR as an ongoing obligation for managing the lake. Typically the piers range in size from 30 to 50 feet and have a value of about $25,000. Aeration systems can range anywhere from $2,000 to $5,000. The Parks and Recreation Department has also applied to the Metro DNR to request stocking of Schwanz Lake under the state's "Children's F Pond" program. The DNR recognizes that Schwanz Lake has less potential a full-scale fisheries resource and has suggested that it be managed on this level. Currently, however, the "Children's Fishing Pond" program is at capacity with about 25 lakes included in the Twin Cities area.
