This 57.6 acre/169 lot proposal has a gross density of 2.93 units/ acre and net density of 3.66 units/acre. The lots range in size from 10,500 sq. ft. to 19,250 sq. ft. - averaging 11,870 sq. ft.. To provide maximum flexibility for the future commercial land use, this 12" trunk water main will have to be extended westerly within Lexington Pointe Parkway to the existing CSC zoned property. Subsequently, this is not considered a trunk water main but the lateral necessary to service the future commercial uses and shall be the full responsibility of this development. It is felt that a firm commitment for the future use of the westerly adjacent property through a rezoning is necessary to properly design the utility services to their most economical and efficient use. STREETS/ACCESS/CIRCULATION: Access to this proposed development is readily available through the recent completion of Daniel Drive and the proposed Lexington Pointe lst Addition. However, when Daniel Drive was installed as a condition of the Northview Meadows 2nd Addition, it was understood that any future development would require its northerly extension and connection to Diffley Road. The location of this Daniel Drive intersection with Diffley Road must be in a location approved by the Dakota County Highway Department to ensure proper spacing between major intersections, taking into consideration the commercial property to the west, the elementary and future high school sites to the north, and the future Braddock Trail extension to the Stafford Place Addition in the northeast. The County will allow one major access onto Diffley Road between Lexington Avenue and Braddock Trail. The development appears to be extending Daniel Drive westerly to a point just south of the westerly entrance to Northview Elementary School, then north to Diffley Road. This location is acceptable to Dakota County for a major access point. A secondary access to Diffley Road will be allowed at the approximate westerly boundary of the proposed development. Community Use of the Community Room 1.1 The Parks & Recreation Department is authorized to approve and schedule the use of the Community Room by non-City groups in ac- cordance with approved regulations. 2. Regulations are intended to permit and encourage the use of the Community Room by the general public without decreasing the use as needed for City programs. Pending review after one year, use by the general public will be limited to Special Event reserva- tions rather than regularly scheduled meetings. 2.1 Activities sponsored by City departments shall have first pricsity. Approved non-City groups shall have second priority and will .re- ceive permit according to the order of receipt of applications. 2.2 Applications for use of the Community Room should be submitted to the Department of Parks and Recreation not more than five (5) months nor later than two (2) weeks prior to the anticipated use. 2.2.1 Time of occupancy shall begin and terminate as stated on the user's permit. 2.2.2 Organizations receiving permission to use the Community Room are responsible for the conduct of participants. 2.2.3 After the application has been approved and signed by City author- ities and a representative of the organization, it becomes a con- tract with the applicant and/or organization (s). They may not sublet or transfer their permit to any individual, group or organ- ization. 3. Cancellations: In the event that a City activity must pre-empt a scheduled activity of a non-City group, notice of such action must be received by the Parks & Recreation office seven (7) days prior to the date in question in order that the non-City group can be given reasonable notification. 3.1 A charge will be made according to the Fee Schedule For a_T-j_y sched- uled activity by a non-City group unless seven (7) days cvanc no- tice of cancellation is received by the Parks and Recreation office. 3.2 The City Council retains the right to cancel or pre-empt any activ- ity at its discretion. 4. SOIL AND WATER REVI Soil Resources Three soil textures are found on this site: sandy loam, loamy sand and Quarri silt loam areas are present. The s'- loam and loamy sand areas have a seasonal watertabl:, 13 greater than 5 feet below the surface; these areE. not to pose limitations for th- ,v-loroment. Water Resources Two storm water holding ponds are to be constructed within this development. The storm sewer pipes entering the ponds may need stabilization. AN EQUAL OPPORTUNITY EMPLOYER 3) The on-site drainage plan should be analyzed to determine if the outlets require stabilization. The site drainage plan also includes an outlet for the low area in the northeast corner of the plat; the inlet does not show grade in the direction the arrows indicate. 4) We recommend that this area of the drainage plan be reviewed by the engineering staff. We observed three steep channels entering the site from the south and one from the north. These channels carry water from significant drainage areas. Fill of the type proposed on lots 11, 43 and 42 in block 2 will not be adequate. The channel entering the stormwater pond through lots 12 and 13 will be difficult to restabilize after the ponding area cuts have been made. These channels nose serious problems for the stability of lots on this site. 5) In the erosion and sediment control plan, address how the channels entering the site and the fill placed within the channels will be stabilized and where offsite water will be directed. EROSION AND SEDIMENT CONTROL: No Erosion and Sediment Control Plan has been submitted. The plan should follow the "Checklist" and "General Criteria" provided by the City of Eagan. Some specific information follows that may be useful in preparation of the plan. EROSION CONTROL MEASURES Within two days of completion of rough grading, the entire site should be seeded and mulched to stabilize the disturbed areas. 6) Seeding and mulching details, as identified on the "Checklist", should be specified. Structural measures needed for erosion control on this site may include temporary gravel construction entrances, silt curtain , and storm sewer inlet filters. 7) Detailed plans and proposed location of the structural measures on a site map should be included. The lots on steeper areas need to be "benched"; this grading practice directs drainage into the hill and towards the street. 8) Show the benching feature on the grading plan and Provide a benching detail sheet. I will try to your comments, in order to set out the position of the I " :~_id Department so it's quite clear. First, you should not be surprised over the involvement of the City in an Easter Egg Hunt. I'm sure you're aware of the fact that the City had been the sole sponsor of an easter egg hunt for a number of years, and it was only this year that the City had intended not to sponsor a hunt. This was cause of a number of reasons which were influencing our decision to Aron ti-e program. Please refer to the 1987 Parks and Recreation cal 1 ' gym, , t i,)rogram brochure in which there is no reference to any East(" The Parks and Recreation Department became involved in the co-sponsorship of this year's Easter Egg Hunt at the request of the merchants of Eagan Town Centre. Inasmuch, as we are in the business of providing recreation for the community; we were more than happy to co-sponsor this activity on ~n basis. Inasmuch, as they had voluntarily stepped forward to span,on 'uch event - and it is the City's intent to promote and provide opportunities which are meaningful, low cost and of interest t,.- the department was more than happy to cooperate and lend ou,-,,, I'm pleased to see that you are now willing to sponsor an Easter Egg; Hunt for next year. A sponsorship by Cedarvale is somewhat of a change in direction from that which was displayed several years ago. Previously, the Cedarvale merchants ran an Easter Egg Hunt on the grounds of Blue Cross/Blue Shield. The Parks and Recreation Department also ran an Easter Egg Hunt -,t 3,`.3 Rahn Park facilities. Attempts by the City Parks and Recreation D'v <t `y punt to work cooperatively on a 'oint ve~itu;-e, were rebuffed. I realize that other cities may do this from time to time, but it usually is for some public area. For example, Foodfair and McDonald's arm ly $200 worth of merchandise for an upcoming "Fun Cun i Pro,-, " bi_Ue Cross/Blue Shield of Minnesota are joint sponsors of a City walk program. At this time, sponsors are needed for a Junior Tennis Program. The department would be more than happy to include Upper Midwest Management Corporation/Cedarvale as a co-sponsor for this program, or a portion thereof. While we are uncertain of what the exact costs were to Eagan Town Centre, we would expect that the actual cash outlay was approximately $250 to $300.00. Obviously, there were other indirect expenses involved, of which we are unaware, including various contributions from the merchants at the Center. The City of Eagan's contribution was limited to staff's time. In summation, the City has long sponsored Easter, ants. Ho , t a year, acted as a co-sponsor, limiting it's involy x LL to an ad,, La. However, we certainly not opposed to having business establishments help sponsor recreational activities, if they so wish to become a part.
