I understand the building was destroyed by fire last December. The debries has been removed. You gave me a set of house plans. You plan to construct a new house using the old basement and foundation as much as is feasible. You asked me to indicate necessary repairs for the concrete block walls, and therefore, my comments will be limited to this part of the work. My visit.was made August 23, 1989. The remaining basement is a walkout to the rear. It consists of footings, 12 inch thick concrete block basement walls, and concrete slab on grade. The house measures approximately 38 feet by 24 feet plus an attached garage 24 feet by 30 feet. Some concrete blocks have cracks in the webs. These blocks shall be removed. Also, it is possihle that other hlocks have cracked webs. To inspect all the blocks would require removal of the wall which you are trying to save. I am recommending that you spot check the bottom course. You can cut holes in the interior face shell at the basement floor level. Holes to be 4 inches wide by the height of the block and spaced 4 feet on center horizontally. First hole may be 4 feet from end of building. It is my opinion that the existing walls may have lost some strength due to the fire, that any blocks with cracked webs should be removed, that the walls may be repaired as indicated below, and that the wall when repaired as indicated will have adequate strength. Repairs shall consist of the following: 1. Provide temporary bracing as necessary. 2. Cut inspection holes as indicated above, clean out the hole, and inspect concrete blocks at bottom of wall. 3. Remove top 2 courses (3 courses at garage end) of concrete block. Inspect blocks exposed at top of wall. BRANDT letter to Sunrise - August 25, 1989 page 2 4. Remove any broken blocks or blocks with cracked webs. 5. Excavate earth from exterior of wall and straighten wall as much as practicable. Fill cores and allow to cure before backfilling. See item #7. 6. Install vertical reinforcement in wall. Reinforcement to be #4 deformed bars grade 60 extending from footing to top of wall. Bars to be located vertically in the wall, 4 feet on center, near the inside face of the block? and in core containi.ng the inspection hole. Also, one #4 bar to be located at corners and at each end of walls. 7. Add additional conc;rete block courses to make clear wall height not more than 7'-4" (7'-8" in garage). Provide bond beam with 2#4 bars continuous at top course and at brick shelf. 8. Cores with reinforcement to be filled solid with concrete f'c=3,000 psi. Rear wall concrete blocks below basement floor to be filled solid with concrete. Remove debries from cores before filling. 9. I presume you will provide adequate floor diaphragm and column footings. 10. Mortar joints containing cracks to be tuckpointed by removing old mortar and installing new mortar f'c=1,500 psi. Since that time, the house has been boarded up and remains in that condition. The Goins' have hired a public adjustor to deal with their insurance company. The insurance settlement has not yet been resolved. With spring coming, neighbors are complaining. It looks like a dangerous, or hazardous, building. This department has contacted Joe Earley of McMenomy & Severson to see what action should be taken to resolve this problem. On April 12, 1989 a letter was sent to United Claims Service, copying American Family Insurance Company and Mrs. Wm. Goins, advising what action should be taken with this building (copy attached). The Goins have until Tuesday, April 18, to respond to this notice of their intent to reconstruct, or demolish, this building. Unless such request is made, along with a timetable for completion, City staff is requesting that this item appear on the 6:30 Department Head Business at the Tuesday night City Council meeting to issue an order to abate this nuisance. The procedural requirements of the statute are as follows: 1. The Council orders the owner of the buildinq to correct the hazardous condition or to raze the building. 2. The order shall be in writing, recite the grounds thereforet specify the necessary repairs and provide a reasonable time for compliance. it shall also state that a motion for summary enforcement of the order will be made to the District Court unless corrected action is taken or an Answer filed within 20 days of service. 3. The order should be served upon the owner of record or the owner's agent and upon the occupying tenant and any lien holders of record. If the owner cannot be found, the order shall be served upon the owner by posting it at the main entrance to the building and by fouc weeks' publication. 4. A copy of the order with proof District Court not less than five motion to enforce the order. The initial complaint was with regards to unregistered or inoperable vehicles. A notice pursuant to Eagan Ordinance 10.51 was served and, with one exception, these vehicles were removed. Upon examination of the property by Kevin Eide, Sgt. Greg Johnson and Steve Schwanke, significant additional junk violationa were observed. A second notice was issued on June 23, 1986 and as we have not been able to obtain actual service upon a resident there, we have been asked by the Police Department as how to proceed. We would recommend that you sign the attached notice which would be served by first class mail, certified mail, and an attempt of personal service would be made. If no one is home after several attempts of personal service, then the notice would be posted on the premisea. In addition, similar relief to that available under the Eagan Ordinance is also provided under Minn. Stat. 145.22 for the abatement of nuisance, source of filth or source of sickness. The nuisance, aource of filth or source of sickness must be identified by the health officer. We would recommend that the Eagan Health Officer review the property and we would go through the same procesa of service for that notice. We would recownend the additional effort of having the Health Officer examine the property because epecific atatutory authority is provided to post the notice if personal service cannot be obtained. Upon the completion of ten days from posting of the notice signed by the Health Officer, the City could then proceed to clean up the property. The coet incurred can be assessed pursuant to Minn. You plan to construct a new house using the old basement and foundation as much as is feasible. You asked me to indicate necessarp repairs for the concrete block walls, and therefore, my comments will be limited to this part of the work. My visit.was made August 23, 1989. The remaining basement is a walkout to the rear. It consists of footings, 12 inch thick concrete block basement walls, and concrete slab on gx-ade. The house measures approximately 38 feet by 24 feet plus an attached garage 24 feet by 30 feet. Some concrete blocks have cracks in the webs. These blocks shall be removed. Also, it is possible that other blocks have cracked webs. To inspect all the blocks would require removal of the wall which you are trying to save. I am recommending that you spot; check the bottom course. You can cut holes in the interior face shell at the basement floor level. Holes to be 4 inches wide by the height of the block and spaced 4 feet on center horizontally. First hole may be 4 feet from end of building. It is my opinion that the existing walls may have lost some strength due to the fire, that any blocks with cracked webs should be removed, that the walls may be repaired as indicated below, and that the wall when repaired as indicated will have adequate strength. Repairs shall consist of the following: ]. Provide temporary bracing as necessary. 2. Cut inspection holes as indicated above, clean out the hole, and inspect concrete blocks at bottom of wall., 3. Remove top 2 courses (3 courses at garage end) of concrete block. Inspect blocks exposed at top of wall. BRANDT letter to Sunrise - 4. Remove any broken blocks 5. Egan, Minnesota Claim No. 241-036431H Dear Ms Larson: At your request, I inspected the fire damage that had occurred at the referenced address. The house was a single story, wood framed structure, with a walk out basement to the East. The house was constructed at two different times. The South end of the house was the original construction. To the North of the original structure a 24' by 24' addition was placed. This addition consisted of a garage at the lower, walk out basement level, and living space above the garage. The fire had started in the South portion of the house at the lower level. This portion of the house had a steel beam extending from the south to the r.orth, this steel beam sugported the first floor joists, and extended. from the south wall to steel columns and then to what was the original north wall of the fiouse. This steel beam was not fire damaged, 6ut it was twisted when the first floor joists extending toi the west of the beam failed. The block basement walls of the South portion of the house were not damaged by the fire, and they can be reused. The basement concrete slab could not be observed at the South portion of the house because of the debris, but it is anticipated that this concrete floor was not damaged by the fire. In addition the steel columns at the sppQ;, portion of the house were not damaged. ? .?3_Ti. a The roof, the upper wood stud walls, and the first floor of the South portion of the house must be torn down, and reconstructed. The West basement wall must be temporarily braced at the first floor level until the new first floor is i? place. This bracing should be placed as soon as practical if the basement wall is to be reused. The North portion of the house had severe fire damage to the roof, and some of the interior walls. The East, West, and North exterior walls of the North portion of the house were not damaged, and can 6e reused. The roof of the North portion of the house will be required to be removed, and reconstructed. Only a small portion of the first floor wood joists of the North portion of the house were fire damaged. The condition of the wood flooring and subflooring could be water damaged, and this should be investigated when the debris is removed. The garage level of the North Portion of the house was undamaged. A steel beam thai extended from the East to the West wall, and supported the first floor was undamaged. The concrete slab at the garage floor was undamaged, and the block walls at the garage level were not damaged by the fire. The West, and North Garage block walls were in poor condition. The workmanship was extremely poor. Weak, and cracked mortar joints were very evident throughout these walls.. Because of the structural condition of these walls it wili be necessary to strengthen them prior to the recons[ruction of the North portion of the house.
