We have completed our review of the construction documents submitted in pursuit of
obtaining a building permit for the above-referenced project. The comments listed below
are limited in scope to selected areas of special concern and are not intended to
comprise a complete and exhaustive report. It is our hope that this report will be of
benefit to you in achieving a project that complies with the various state and local codes,
laws, and ordinances.
The structural engineer of record must complete the enclosed Special Inspection
and Testing Schedule form. Please return the form to our office after obtaining all
of the proper acknowledgement signatures. Each special inspector, fabricator, and
testing agent must submit a Final Inspection/Test Report or Certificate of
Compliance, as applicable, to our division before a Certificate of Occupancy wili
be issued for the buiiding--Uniform Building Code (UBC), sections 302(c) and
306(c) and (g). (We have received this form for the foundation portion of the
building only.)
2. Please note that the Un'rform Building Code Standards referenced in the building
code (a list occurs in chapter 60) are a part of the code. Other standards
providing equivalent performance may be used only when such alternates are
approved by the building official under the provisions of Section 105 of the building
code--UBC, section 6001.
3. Provide verification that the proposed lighting power budget complies with the
Model Energy Code (MEC), section 505 as amended by Minnesota Rules, part
7670.0800, subpart 2. Please note that this amendment requires, with certain
modifications, the budget to be calculated in accordance with 1993 criteria as
specified in the Code of Federal Regulations, title 10, part 435.103..

4. Submit calculations substantiating that the building's thermal envelope complies
with the Minnesota Energy Code (Minnesota Rules, chapter 7670)--MEC, section
104.2.
5. Submit signed and certified HVAC, plumbing, and electrical plans and
specifications--Minnesota Rules, part 1800.5200 and UBC, section 302.
6. Provide space for recyclable materials--UBC, section 513 as amended by
Minnesota Rules, part 1305.1775. Also see Minnesota Rules, part 1305.1370.
Please note that storage space for recyclable materials and trash must also comply
with Section 11.20(d) of the Un'rform Fire Code.
7. Wherever a specific requirement of Minnesota Rules, chapter 1340, provides for
minimum standards more stringent than those of the federal Americans with
Disabilities Act (ADA), that specific chapter 1340 requirement will apply. For
example, Minnesota Rules, part 1340.0300, subpart 2, requires site approaches
(exterior handicap ramps) not to exceed a maximum slope of one vertical to twenty
horizontal.
8. The structural design aspects of sheets A7, A9, and A10 must be certified by a
structural engineer licensed by the State of Minnesota--Minnesota Statute, chapter
part 326.04, subpart 1 and Minnesota Rules, part 1800.5200.
9. A Minnesota licensed professional engineer should review the roof structure design
and certify that it is in compliance with the state building code as provided for by
Minnesota Rules, part 1805.1600.
10. Please note that the office/warehouse portion of the building shouid be considered
a Group B, Division 2 occupancy and the service garage a Group B, Division 1
occupancy. If the service work includes the use of open flames, welding, or Class
I, II, or III-A liquids, the service garage area shall be classified as a Group H,
Division 4 occupancy--UBC, sections 701 and 901(a).
11. A one-hour fire-resistive occupancy separation is required between the service
garage and the remainder of the building--UBC, section 503(a) and table no. 5-B.
Doorway 108A shall be protected by a fire assembly having a one-hour fire
protection rating--UBC, section 503(c).
12. Where a door swings over a floor or landing, such floar or landing shall extend not
less than one foot beyond the door on the latch side. Verify that toilet room doors
comply with Minnesota Rules, chapter part 1340.0300.

Dear Mark:
On Monday, December 10, 1990 you questioned current City special
assessment policies with regard to constructing Aldrin Drive, west
of Mike Collins Drive, and all associated utility work.
Current City policy allows for a 75' corner lot credit for street
construction (including lateral storm sewer) and a 150' corner lot
credit for sanitary sewer and watermain construction for the
frontage along Aldrin Drive. For example: if the total frontage
along a street is 1,000' and the corner lot has a 250' frontage
along that street, the assessable frontage for the lot becomes 100'
for sanitary sewer and watermain and 175' of assessable frontage
for street and lateral storm sewer construction. In the same
example, let's assume the cost of the street and lateral storm
sewer construction is $100 per front foot and the cost of the
sanitary sewer and watermain is $50 per front foot. This scenario
results in a street and lateral storm sewer total cost of $100,000
and a sanitary sewer and watermain cost of $50,000 for one-half of
the street and utility construction. (Please keep in.mind that the
rates used in this example are fairly hypothetical and in no way
or form reflect current construction costs.) The front footage
assessment rate is then calculated by dividing the total cost of
the improvement by the total front footage minus the respective
corner lot credits.
Example: Sanitary sewer and watermain
$100,000 = 1,000ff - 150' corner lot credit =$117.65/ff

The resulting assessment to the corner lot used in this example
for sanitary sewer and watermain costs would be the $117.65/ff
times the assessable front footage (1001) _$11,765.
Please be advised that the example given above reflects current
City special assessment policy and is subject to change. The
lengths and rates used in the example are hypothetical and for
illustration purposes only. The actual costs of construction are
based on the competitive bidding process with an added overhead
percentage of the construction costs (currently estimated at 30%)
for engineering, legal and administrative costs. The final
construction costs plus the overhead expenses incurred are used to
determine the front footage assessment rates. I trust this
