requesting a Variance of 1% to the maximum 35% building coverage
in a Limited Industrial district.
COMKENTB: R.L. Bodeker & Sons, Inc. has experienced rapid growth
during the past five years, and to accomodate this growth, the
Company is expanding its existing building. This building is
presently 16,000 sq. ft.; the proposed building addition is 14,750
sq. ft.; and the lot is 87,000 sq. ft. The proposed buildinq would
increase the building coverage to 36% - 1$ over the 35% maximum
allowable by City Code.

Dear Mr. Bodeker:
On or about April 1,. 1984, you occupied the above-referenced
building and submitted an application for a sewer connection for
your business. The MWCC approved the application and calculated
the sewer availability charges from the data supplied by you. Your
calculated discharge to the sanitary sewer was 8,120 gallons per
day. This computes to 30 SAC units at $525 each, or $15,750.00.
?n receipt of your statement, you requested a recalculation and
'this was done by flow tests made on the week of June 6, 1984, by
the MWCC. I am enclosing the letter received from Mr. Bob Pohlman
verifying that indeed you are discharging 30 SAC units of waste
water into the sewer system.

Dear Mr. Peterson:
On May 3, 1984, the MWCC approved an Industrial: Sewer Connection
Application for Bloomington Plating located at 3330 Mike Collins Qrive
in Eagan. A SAC determination of 30 units was made based on information
supplied by the company which projected a daily wastewater discharge
of 8120 gallons.
During the period June 6-12, 1984, the MWCC Industrial Waste field staff
conducted a wastewater monitoring project at Bloominqton Plating. Water
usage by the company during the project ranged from 4000 to 9200 gallons
per day. Included in these figures is a minimal amount of water used
? by another company which shares the building with Bloomington Plating.

Based on the results of the June project, the original determination of
30 SAC units appears reasonable and shall stand.

The above referenced company moved into the referred building
sometime in March. We were unaware of their arrival or the
nature of their business until we were in receipt of their
industrial sewer connection application o? April 30 as indic-
ated on the copy of the enclosed application which we for-
warded at that time to the Metropolitan Waste Control Commis-
sion. Their permit #0178 was assessed 30 SAC units by the
Metropolitan Waste Control Commission. Gould Battery and E&Q
Fabricators were the original tenants and they accounted for
five (S) of the SAC units. They were deducted from the 30
that were assessed.
I have referred the use of the parcel for review to City
? Planner, Dale Runkle, and the possibility of the sanitary
discharge being detrimental to the City Sewer System to
Public Works Director, Tom Colbert.

Dear Sir:
Your letter of May 30, 1984 requested us to review a recent industrial sewage
application for comments on poesible damage to the sewer aystem due to the
various materials being discharged into it.
The list of items was reviewed by Ted Field, one of our sanitary engineera
with extensive experience with industrial waetes. His comments are as follows:
A. Two concerns which are important if the diacharge ia to be into a deadend
sewer line or a line serving few othera:
1, pH - low pH if continuous can be damaging to concrete sewer pipe. Con-
tinuous low pH would result from the continuous discharge of a rinse
tank following an acid cleaning bath. The neutralization of pH may be
necessary, however, the MWCC will require neutralization if a problem
occurs.
2. Cyanide gas could pose safety risks in manholea. This is not likely
since the release of significant quantities of cyanide gas requires a
moderate to high cyanide and a low pH.
B. Grease and oil are generally not a problem with electroplating wastes but
could be a nuisance in manholes and sewer linea if peraistent.
C. If sulfide is present, hydrogen sulfide gas could form; especially if the
pH is low. This is particularly corroeive to concrete pipe.

In the Eagan industrial area, the sanitary sewer pipes are basically of vitri-
fied clay for the 8" and 9" diameter linea and reinforced concrete pipe for
the larger trunk lines. The clay ahould not be effected by any of the indus-
trial chemicals. The concrete pipe, as indicated above, could be damaged by
continuous low pH flows. In all cases, if the industrial customers are abid-
ing by the requirements of the MWCC, we would not expect structural damage to
the sewer lines.

1'he Metals llivision oF Goutd Inc. has established a pilot Facility at 3330 Mike Collins
Drivc, F.,agan, Minncsota 55121. Ihe purpose of the facility is to test improvements in
equipment or procedures for the crushing oF used automotive batteries and the se ar tion
of the broken batteries into thcir component parts. Purther processing oF the matertal
wil3e carried out at existinp smclters in other locations in order to produce saleable
lead and iead compounds and scrap plastics. Eventually, new techniques for this
processing wi11 also be tested at the pilot Facility. The goal oF the Eagan plant is
-----to collect technical and cost data on the processes, products and equipment important
- in the modification of exisling secondary lead smelters or in the design of new smelters.
The pilot facility design calls Cor the crushing of scrap lead acid bat[eries in a hammermill,
neutralization of the contained acid with soda ash,, and the separation of inetallic lead,
plastics and rubber, and lcad compounds from each other using a rising current gravity
- --/separator.

Fluids enter the sys[em in the form of approximately 20% sulFuric acid in the batteries and
as domestic water additions for make-up and wash downs.P T'he only eFfluent drain from the
system is through the No. 7 Polish Tank (Reference attached drawings, No. 772-544-402,
anii -403). Refere en[ering Tank No. 7, fhe effluent is pumped through a Cilter to remove
suspeitded solids. 1'he polish tank is agitated and designed Co faciLitate any pH adjustments
necessary before the effluent is discharged inYo the Metropolitan Disposal System. A sample 0
spigol has been installed in the discharge line fromthe polish tank.
Five sLmps are located throughout the planl to collect cteanup watcr from the floor (sumps
No. 1 through Q), as well as drainage from the crushed, neutralized batteries (sump No. 5).
I:ffluent From sumps No. 1 through L, is pumped to the No. 1 Acid Tank for holding and then
to eiihcr the No. 2 or No. 3 Neutralizing T'anks where soda ash can be added as ?eeded in
solid form or as a siurry from the No. 4 Slurry Tank. From the neutralizing tanks, the
cEfluent is purnped to either the No. 5 or No. 6 Holding Tanks and Prom there is either
recirculated throiigh the systern or pumped through the filter to the No. 7 Polish Tank.
Slurry rich in lead compounds is pumped from the rising current separator Lhrough a
bank of cyclones. Che cyclones concentraLe the lead solids into a thicker mud tha[
flows into lhe No. S Mud "I'ank. 1'hc mucl is then purnped to settling tanks Crom which the
settled solids arc removed and containerized to be shipped [o a smelter for further

As part of the MCES Service Availability Charge (SAC) policy, all industries holding an "Industrial
Discharge Permit" are subject to a wastewater volume review one year prior to the expiration of their
permit. SAC is a"connection" fee which has been levied since 1973 for ttew connections or increased
volume discharged by existing users to the Metropolitan Disposal System (MDS). SAC revenue is used to
pay for the unused reserve capacity portion of debt service for capital improvements.
The wastewater volume review serves as a method for detecting wastewater wlume increases from a
facility. Current wastewater volumes aze converted to a SAC equivalent and compared to a SAC baseline
value. Any increases over the baseline value, or the value for SAC credits, whichever is greater, have the
potential to be assessed SAC.
Three years ago, a wastewater volume review for your facility took place. At that time, wastewater
volumes from your facility were noted to be below SAC baseline and/or SAC credit levels. A current
evaluation of wastewater flows from your facility indicates that discharge volumes remain below the SAC
baseline.
Please find enclosed a"Wastewater Volume Review' specifying the results ofthe review. Bo-Decor Metal
Finishing Inc will not be required to pay additional SAC at this time. If you have questions, please contact

As part of t6e MCES Service Availability Charge (SAC) policy, all industries holding an Industrial
Discharge Pemut are subject to a wastewater volume review one year prior to the expuation of
their pemut. SAC is a"connecfion" fee which has been levied since 1973 for new connections or
increased volume discharged by e;cistiug users to the Metrnpolitan 1?isposal System (NIDS). SAC
revenue is used to pay for the unused reserve capacity portion of debt service for capital
improvements.
The wastewater volume review serves as a method for detecting wastewater volume incieases from
a facility. Current wastewater volumes are converted to a SAC equivalent and wmpared to a SAC
baseline value. Any increases over the baseline value, or the value for SAC credits, wluchever is
greater, have the potential to be assessed SAC.
Three years ago, a wastewater volume review for your faciliry took place. At that time, wastewater
volumes from your facility were noted to be below SAC baseline and/or SAC credit levels. A
current,evaluauon of wastewater flows fmm your facility indicates that discharge volumes remain
below the SAC baseline.
Please find enclosed a Wastewater Volume Review Worksheet specifying the results of the review.

The Sewer Availability Charge (SAC) is a fee for wastewater capacity or demand, which has been levied on all of our
customer communities by MCES (and its predecessor agencies) since 1973 for new connections, or other increased
capacity demand by users of the Metropolitan Disposal System (MDS). SAC revenue is used to pay for a portion of
unused (or reserve) capacity of MDS capital improvements. While SAC is a metropolitan fee on our communities, it
is calculated based on the capacity demand of each specific facility. Typically, communities pass this fee through
to the property owner or business involved. MCES directly administers SAC procedures related to industrial
permittees of MCES.
As part of the SAC policy, facilities holding an Industrial Discharge Permit are subject to a "Capacity Demand
Review" one year prior to expiration of their permit. The "Capacity Demand Review" serves as a method to detect
demand increases (indicated by recent volume measurements) from the processes of a facility and to encourage
reductions if increases have occurred. Current wastewater volumes are converted to a SAC demand equivalent and
compared to the "assigned SAC baseline" for the site. Any capacity demand increases beyond that baseline have
the potential to cause assessment of additional SAC. Note also, that building activity may incur additional SAC
liability.
Three years ago, a "Capacity Demand Review" for your facility took place. At that time, wastewater volumes from
your facility were noted to be below the "assigned SAC baseline" for this permit, so no additional SAC was required
from the community and no change to the "assigned SAC baseline" occurred.
A current evaluation of wastewater demand from your facility indicates capacity demand now remains below the
"assigned SAC baseline." Please find enclosed a "Capacity Demand Review" specifying the results. Thus the
community for Bo -Decor Metal Finishing Inc will not be required to pay additional SAC based on this process review.
