The visual inspection on November 6, 2001 revealed that the norlheast corner of the concrete block foundation had been struck. Fnclosed sheet 1 depicts the mortar joints, and the face of a conerete block that hace been patched. Sheet 1 also depicts veriical reinforcing that you said was placed in the wall. Mr• Raymond ?viiller confinned the placement of vertical reinforcing during a phone conversation on 11- 8_01, you and iVlr. Miller said the bloek voids arouvd the reinforcing were filled with conorete. Based on the infonnation outlined above, in conjunction with ovcr thirty-five ycars of engineering experier.ce, it is my opinion with a reasonable degree of engineering certainty, that the wall has been adequatcly repaired, and that it is stronger afrer repair than it was prior to being scruck.
