At the December 3 City Couneil meeting, the City Council took action to reduce
the parks dedication fee requirements along with other assessment eharges to a
residential evivalent.
Consequently, this lot and block shall be responsible for a two lot equivalent
or $880 for parks dedication fees. Further, the Council took action to
require a commercial/industrial parks dedication fee should use of this
facility ever revert to any usage other than its original intent.

Scope - This examination is limited to the design of this particular Qroject only insofar
as [he provisions of the Minneso[a PLumbing Code, as amended, apply, and does not cover
the water supply or sewerage system to which this plumbing system is connected. The examina-
tion oE plans is 6ased upon the supposition chat the data on which the design is based are
correct, and that necessary legal authority has been obtained to construct the project.
The responsibility for the design of structural features and the efficiency of equipment
mus[ be taken by the project designer. Approval is contingent upon satisfactory disposition
of any requirements included with [his report.
Inspections - Special care should be taken to insure that the material and installation
of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code.
IC is necessary that the State Health Departaent make roughiag-in and final inspections
of the plumbing sy8tem [o determine whether it complies vith Che Code. Provisions should
be made for applying an air test at the time of the roughing-in inspection as outlined in
Minn. Rules p. 4715.2820 of the Code. In order to Eacilitate [his work, there is attached
a self-addressed card which should be returned, indicating the name of the plumbing contractor
so that arrangements can be made for the State Health Department to be notified by him as to
the tfine [hat the installation will be ready for test and inspections.
No acceptance of the plumbing installation can be given until inspec[ion and test of the
roughing-in work (Minn. Rules p. 4715.2820, subp. Z), finished plumbing (Minn. Rules
p. 4715.2820, subp. 3), and inspection of the completed installation by a representative
af the State Health Department indicates compliance with the provisions of the Code.
Beqnirements - (OVER)
Authorization for construction in accordance with the approved plans may 6e withdrawn if
construction is not undertaken within a period of two years. The fact that plans have been
approved does not necessarily mean that cecommendations or requirements for change will not
be made at some la[er time when changed conditions, additional informaCion or advanced
knowledge make improvements necessary.

shall discharge to the drainage sqstem'through an air gap- If a floor

Dear Sirs:
On August 20, 1985, the City Council formally approved
Conditional Use Permit (30-CU-21-7-85) to allow the construction
of a shelter for battered women on the above referenced property.
This Conditional Use Permit was necessary due to the fact that
the property is presently zoned for limited business (LB).
With the Council approval of the Conditional Use Permit,
construction of this facility can be initiated subject to
acquisition of all required permits. Please be advised that as a
part of the building permit application process, a water
connection permit will be required to obtain sewer and water
service to this facility. In researching our files, it has been
found that additional assessments are due to allow this property
to connect to the City sewer and water system. These additional
assessments are associated with the trunk area water due to the
fact that when originally levied in 1973, it was at the
residential rate, instead of the present limited business zoning
and proposed use. This additional assessment is calculated as
follows:

2.2 Acres at $1,830*/acre = $4.026.00
* Note: Rate reflects difference between current rates
for commercial ($3,020/acre) and residential
($1,I90/acre).
This additional fee can be paid at the time of the water
connection permit as a part of the building permit application
process, or it can be spread as an assessment over a period of 15
years at a rate of interest of 11.0% if the appropriate "waiver
of hearing" forms are executed by the owners of the property
allowing this cost to be spread as an assessment.

paid as part of the building permit or spread as an assessment

Dear LSr. Brennan:
In official action that caas taken by the Eagan City Council at a
regular meeting held on Tuesday, December 3, 1985, it was deter-
nined that the trunk area water connection requirement will be
assessed at the residential rate. It was also determined that the
road unit and park dadication fees will be assessed at a residen-
tial rate establishing a per lot equivalent at the rate of tcvo (2)
lots for your development. The residential rates apply to the
Community Action Council due to the residential integrity of the
project and, furthermore, the public service this project is provid-
ing to our Police Department and other conmunity services. If the
property should ever revert to a multiple residential or co:nmercial
use, the City will collect the difference between current rates
for the appropriate use or zoning as it relates to trunic area
water and also the difference in rates for the road unit and park
dedication. The rates in effect at the time the property is
converted to a higher use would be used for calculating the trunk
area water, road unit and park dedication fees.
In sumnary, rates were adjusted as follows:
1. The i.runk area water rate will be reduced froni a comnercial
amount of $7,187.60 to the residential amount of $2,E332.20.
2. The road unit charge will be reduced from $1,999.20 to the
two-lot equivalent totalling $560.
3. Park dedication is reduced from a commercial rate o£
$4,139.64 to a two-lot equivalent totalling $880.
Enclosed are three copies of an agreement covering the above rai-e
adjustments. Please sign all three aqreements and return them to

As we discussed, two items will remain to be coiripleted after
the anticipated day of occupancy, July 9, 1986. The owner has
agreed to include an approved fire rated door between the
kitchen (Room 205) and the Dining Room (Room 203). This door
has been ordered and should be installed within thirty days.
The kitchen exhaust hood has also been upgraded to meet the
state licensing requirements. The upgraded hood will be
welded stainless steel with increased C.F.M. requiririg more
building make-u.p-air. The hood with all its modifications
should be completed witfiin thir,ty days.
We appreciate your cooperation in granting the certificate
of occupancy for the project.

On August 20, 1985, the City Council formally approved
Conditional Use Permit (30-CU-21-7-85) to allow the construction
of a shelter for battered women on the above referenced property.
This Conditional Use Permit was necessary due to the fact that
• the property is presently zoned for limited business (LB).
With the Council approval of the Conditional Use Permit,
construction of this facility can be initiated subject to
acquisition of all required permits. Please be advised that as a
part of the building permit application process, a water
connection permit will be required to obtain sewer and water
service to this facility. in researching our files, it has been
found that additional assessments are due to allow this property
to connect to the City sewer and watec system. These additional
assessments are associated with the trunk area water due to the
fact that when originally levied in 1973, it was at the
residential rate, instead of the present limited business zoning
and proposed use. This additional assessment is calculated as
follows:

This additional fee can be paid at the time of the water

the parks dedication fee requirements along with other assessment charges to a
residential evivalent.
Consequently, this lot and block shall be responsible for a two lot equivalent
or $880 for parks dedication fees. Further, the Couneil took action to
require a commereial/industrial parks dedication fee should use of this
facility ever revert to any usage other than its original intent.
