Letters of complaint were addressed to Councilmember Ted Wachter,
City Administrator Hedges, Community Development Director Dale C.
Runkle, and myself from Francis R. Shelton of the above address.
On Wednesday, August 30, 1989, I reviewed with Mr. Scott Oakes,
Frontier Homes, some of Mr. Shelton's concerns. A policy change
was discussed; it was Frontier Midwest's policy to advise
homeowners that when the first possible chance of snow was gone,
installation of their driveway, yard and outside soft work would
take place. I suggested this be chanqed to a handout card or
packet to be distributed at closing outlining a schedule of events
to take place after frost is out of the ground, typically mid-May.
Blacktop driveways and installation of sod typically would take
place in June.
I contacted the Shelton residence the same day wherein Mr. Shelton
advised me his wife was at work and he would like to talk with me
regarding their letter. His concerns were the painting, caulking,
and yard. He stated final grade of his yard was done, black dirt
was spread, and two months passed before sod was installed. During
that time, it rained, the black dirt eroded, and Frontier Home
representatives stated black dirt was installed and would not put
down again. A fair amount of mis-communiaation has taken place
between the Sheltons and Frontier Homes.
In his unhappiness with the house, Mr. Shelton went to the Frontier
Midwest's Sales Office; the police were called to a domestic
complaint; and Mr. Shelton did leave. He relayed to me he felt
embarrassed he was being intimidated by the situation that took
place for things he should have had coming through the purchase of
his home. He further advised water was leaking through a basement
window due to improper caulking, damaging paneling. I advised Mr.
Shelton Frontier Homes would contact him within one week to discuss
the problems he was having.
I contacted Scott Oakes to advise him of Mr. Shelton's concerns.
He stated to me he would have someone contact Mr. Shelton within
a week. On Thursday, September 7th, 2 again called Scott to see
what action had been taken. He advised me that a representative
of their company had contacted the Sheltons and he would call me
by Friday, September 8th, with action to be taken to satisfy the
Sheltons. I informed Scott the contract for the Sheltons stated

Park Road. Ever sii2ce we; moved .into the home February 1989,
we have been very unhappy. We have T.ried contacting the cpmpany
(i.e.,the owner, operatianal m3nager (Past and present),
crew supervi_sors ancl realtor) of the problems we have faced
since obunership. The response from the companv has been neht
to nathing as You can see by the letters.
Recently I arrived honte and founcl their construction wurkers
plugged into our outside electrical outJ.ets never asking for
permission to use the power. I had severe problems accepting
this since they can not make the repairs on our house, but
steady building another•
Frontier offers a. "One Year Warranty Contract" on the
constructi.on of their homes, bizt it takes an act frorn Congxess
to .-et them out to complete the repairs• I feel by the time
theY come oiit the warranty will have expired.

I presently own one of your Frontier Homes in Stafforci
Place-Eagan. We have residsd there since February 1989. Mv
hus6and ancl I waiteci 2 years to own one of your hames• Your
homes offered us thin--s our present home at that time did not.
We dici not go into our sale bli.nclly, we compar9d Frontier to
Gardner Bros., Good Value Homes and Orrin Thompson. BL[t out
of a11 these homes Frontier offered the best deal not only in
price but in construction and amenities we thought.
The reason for this letter is to inform you of some of
the negative things my husband and I have experienced in
trying to work with your compan.y!personnel (agent,site/crew
supervisors, sub-contractors)• We closed on our heme on
Jan. 28.1939. As you knaw at closing some of the money is Put
into escrow (landscaping-grading & top soil, exterior painting,
and concrete!asphal.t wor[c. I had to contact the company re-
sarding when they were going to paint our house. They responded
by saying "Oh, we forgot yoa w2re over on NOTZYIVIPW"! When
they finally painted the house. the quality of the work was
atlocious. The wnite trim was on the grey Fa=r o•` the :?euse.
You could see th brush strokes and bare wood, and there are two
different colors on the house, blue and greY. The crPw
supervisor and agent were notified• The avent (Don Rockenbach)
response was "Why don't you Pai.nt it yourself!" But the Aaintinb
of the house is in the contract we signed. We have gone
around in the neighborhood and the paint jobs on othdr houses
look very professional.
We did not get our concrete and asphalt poured un*.il June,and
that was from hounding people. A,s of .1uly 24 we were sti].1
without sod. My husband even contacted Vour nephew Paul three
times in June regarrting the final c.'rade ancl sod. During r,he
last conversation with Paul, he had pramised mY husband ihat
the landscaping would be compieted hy the third week in June•
Several houses which closed after us in Februarv ancl March had
the.ir sod soon befr,re us. I had called North Metro fnur times
ancl they finalLy returned my call on July 12, at that time
they statecl they hacl no record of our house. That no one from
Frontier had contacted them that we needed to be sodded.
Daring r.he month of May whP? We had the continous rainfall
fcr 3 days our Gasemeaz f.looded. Our paneling, furni*_ure,stero
equipment and clothes still in boses were ruined. All this
happened becausa of an irresponsible employee who admitted to
forgetting to caulk the windows, when he came out : weeks later
to caulk windows at that time. We will have to seek 1ega1 actions for
this. There was a_lso a leak in uur bedroom, a piece was missing
from the chimney , another employees error. Right now we have
no way of knowing how damaged the ceiling is. In the rear of
the house the wood has pullecl away from the house. The wood
the builders used on the house is very rough and splittering
in some very noticeable areas. Some areas the woocl is rottening,
Eventually we will have to sand down the wood, prime it and then
paint it.
When we contact the maintenance workers, it is for a
problem which we f'eel is imPortant. But they take it rery lightl,y.
These probl.ems are very important zo us, we worked too hard fer
our money and we want the house to .1ast. I also feel when we
go to our agents who sold us the nouse, I do not need to be
attack.ed with a f1iPPant attitude, such as "Why cion't you just
sell it!, Paint the house yourselves. [ only made $1100.00 on the
sale, your agent,made more?" Also after my hvsband received
the information from the sod company, he apProached our agent
once again. And Don with his inappropriate attitude said "So
wait till the fall or next year!" Rockenbach also called the
Eagan Police on my husband stating that mr husband had
threatened him, which was not true. Rockenbach had lost a sale
when Arthur arrived at the model home, the pending clients
picked up their cherk and said, "When this man gets his grass
and other things completed we will be b3ck."
I am very sure Mr. Oaks this is not the kind nf agents
you want representing your company, because they are sending
out a very negative signals. I am your buddy while we're
negotiating on the sale of the home and when the papers are
signed and the monev has eschanged hands the I'm your buddy
attitude is cut.
I appreciate your r.ime antl it would be wonderful if
you could look inio some of my concerns. I'm sure you do not
appreciate the neaative pub.licity.
