Municipal, DHUD SUBSURFACE EXPLORATION for COMMUNITY OF JOY ADDITION EAGAN, MINNESOTA Allied Project No. 95072 August 21, 1998 INTRODUCTION This report presents the results of subsurface exploration performerl by our firm for an addi6on to the existing Community of 7oy church building located at 4015 Northview Terrace in Eagan, Minnesota. Our work was requested and authorizerl by Mr. Orlin Rogness of the Community of Joy Church by acceptance of our proposal for subsurface exploration dated August 17th, 1998. Three Standard Penetration Test, (SP'1), borings were put down in the azea of the planned building pad to nominal depths of 15 feet in order to obtain information regarding subsurface condifions. The informafion obtained from the test borings was used to formulate judgemettts and to provide recommendations concerning foundation types, depths and related earthwork for the 1 SUBSURFACE EXPLORATION COMMUNITY OF JOY ADDITION EAGAN, MINNESOTA AUGUST 21, 1998 ALLIED No. 98072 project. This report presents the results the complete results of our subsurface exploration together with our engineering opinions and recommendations. SITE AND PROJECT INFORMATION The proposed church building addition is to be located on the south side of the existing structure at 4015 Northview Tenace in Eagan, Minnesota. We were provided with preliminary architectural drawings for the project showing the location of the addition in relation to the existing structure. It is our understanding that the addition will be approximately 4,300 squaze feet in plan dimension. The slab-on-grade addition will consist of wood "scissor" trusses supported by convention wood frzme construction, reinforced concrete or masonry block foundation walls and a spread footing foundation system. Specific information regarding the proposed loadings were not provided to us and for purposes of this report we have assumed that the foundation walls would carry loads of 4 kips per linear foot or less. Once the design for the addition is completed, the information presented in this report should be reviewed and additional recommendadons provided as appropriate. BORING LOCATIONS The borings were put down at positions located in the field by the drill crew by measuring from the existing strvcture using a calibrated measuring wheel. The location diagram, included in the appendix to llus report, shows the approximate drilling positions in relation to the proposed construcflon. In our opinion, the number and location of the borings should provide a reasonable indication of the subsurFace conditions considering the scope of our exploration. The depths shown on the boring logs aze with respect to existing ground surface at the time of the field work. 2 SUBSURFACE EXPLORATION COMMUIVITY OF JOY ADDITION EAGAN, MINNESOTA AUGUST 21, 1998 ALLIED No. 98072 FIELD EXPLORATION Soil sampling at the horing locations was performed in accordance with ASTM: D 1586- 84, "Standard Method for Penetration Test and Split-Barrel Sampling of Soil". Using this procedure, a 2" O.D. split banel sampler is driven into the soil by a 140 lb weight falling a distance of 30 inches. After an initial set of 6", the number of blows required to drive the sampler an additional 12" is known as the standard penetration resistance or "N" value. The N value provides an indication of the relative density of cohesionless soils and of the consistency of cohesive soils. As the samples were obtained in the field, they were visually and manually classified. Representative portions of the samples were then sealed in clean, glass, soil jars and returned to our laboratory for further examination and for verification of the field classiFication. Logs of the borings were then prepared indicating the depth and identification of the various strata, the "N" values and the results of water level checks. SUBSURFACE CONDITIONS At boring locations B-1 and B-2, surficial topsoil materials were encountered to depths of 0.5 foot. These topsoil materials consisted of black organic clays with roots. In B-3, which was drilled in the existing volleyball court area, a defined topsoil layer was absent. Below the topsoil layers, and from the surface in the area of B-3, fine grained sands were encountered to the termination depths of the test borings. In general, these granular deposits were in a loose to medium dense condition. Groundwater was not encountered in the test borings as indicated by a lack of standing water in the hollow stem auger cased bore holes and by the condition of the recovered, granular, 3 SUBSURFACE EXPLORATION COMMUNITY OF JOY ADDITION EAGAN, MINNESOTA AUGUST 21, 1998 ALLIED No. 98072 soil samples. Groundwater levels should be expected to vary both seasonally and annually with changes in rainfall and runoff patterns in the local area. The complete results of the field exploration are shown on the boring logs included in the appendix to this report. CONCLUSIONS AND RECOMAMNDATIONS The results of our work indicate favorable conditions for the support of the proposed addition using a conventional spread footing foundafion system. The surficial topsoil layers should not be relied upon for suppon of footings or s]abs. In our judgement, it should be feasible and appropriate to utilize an observational approach during the excavation of the building pad to aid in judging that competent soils have been encountered prior to placement of controlled fill to make grade or concrete for footings or slabs. Excavation observation work prior to fill, slab or fooring placement should be planned as an integral par[ of the construction work. Additional recommendations are presented in the following sections: In the building pad and any fill oversize areas, excavation should completely remove the topsoil layers to expose the underlying granulaz deposits. At the boring locations, this would require stripping to depths of up to 0.5 feet. The topsoil layers should not be relied upon for support of footings, slabs or compacted fill which will support these elements. During the progress of the excavation work the entire base of the excavation, including the underslab and any fill oversize azeas, should be observed by an experienced soil engineer or technician and a number of hand auger borings put down. These observations and hand auger borings should be made to aid in judging the support conditions to determine that competent soils have been encountered. The materials exposed in the base of the excavation area would be 4 SUBSURFACE EXPLORATION COMMUIVITY OF JOY ADDITION EAGAN, MINNESOTA AUGUST 21, 1998 ALLIED No. 98072 expacted to consist of the loose to medium dense granulaz deposits. The application of compactive effort to these exposed surfaces is recommended to provide more uniform condirions in the underslab and foo6ng areas. Once the surface soils have been removed, the entire building pad and fill oversize are should be worked with a lazge diameter, smooth drum, vibratory roller before excavation for foundation walls and footings. Since the ability of compaction equipment to affect density with depth is largely a function of the size and weight of the roller, we recommend the use of as large a diameter and as heavy a vibratory roller as practical for this work. Once the unsuitable soils aze removed, the completed excavation should be observed by an experienced soil engineer or technician and a number of hand auger borings put down and field density tests taken to aid in judging the effecUveness of the in-place densification work. Once the exposed conditions are judged suitable, excavation for the perimeter footings may be initiated. Where loose conditions are encountered in the footing excavations, compactive effort should also be applied to the base of the footing trenches using hand operated tampers, the conditions ohserved by an experienced soIl engineer and judged suitable prior to the placement of the reinforcing steel, forms or concrete for the footings. 2. COMPAC'TF.T] Fii T. Where controlled and compacted fill will be placed to make grade in the underslab and footing areas, the excavadons should be oversized to allow for the adequate distribution of the imposed loadings. Fill in these areas should extend a distance of one foot beyond the edge of the footing and extend down and outwazd on a slope of one to one to competent soil. Fill should be compacted to a minimum of 95% of the standard proctor density (ASTM D: 698). Required compacrion should be increased to 98% for fill areas 4 feet and deeper below 5 SUBSURFACE EXPLORATION COMMUNITY OF JOY ADDITION EAGAN, MINNESOTA AUGUST 21, 1998 ALLIED No. 98072 final grade and below all footings. The maximum loose lift thickness allowed during the fill installation should be appropriate to the compaction equipment utilized but should be no greater than 1 foot. For the compaction of granular fill, the use of rubber tired, smooth "drum" or "plate° type vibratory compactors is recommended. For compaction of any lean and sandy lean clay soils, "sheepsfoot" roller or "jumping jack" type compactors might be preferred. Field density tests should be performed to document conformance with the compaction criteria at a minimum rate of one field density test for every 2500 square feet, (50 by 50 font grid), of fill placed and for each two feet of completed fill. It is our opinion that a spread footing system should be able to be supported by the loose to medium dense sands or on controlled and compacted fills supported on these strata. Once the recommendations in this report aze implemented, a net allowable bearing pressure of 2500 pounds per square foot may be utilized for the proportioning of the spread footings. In our judgement, this should limit the total and differential settlements to 1" and 3/4" respectively. For frost protection, we recommend that footings in unheated areas be placed at a minimum depth of 48 inches below finish grade. In heated areas, a depth of 42 inches would be adequate. For any exterior retaining walls, docks, stairways and entryway structures frost depths should be maintained as outlined above. 6 SUBSURFACE EXPLORATION COMMUNITY OF JOY ADDITION EAGAN, MINNFSOTA AUGUST 21, 1998 ALLIED No. 98072 We recommend that a qualified firm should be retained to observe the excavafions, to assist with the evaluation of the excavated materials and exposed natural bearing soils prior to placement of controlled fill and to perform field density tests as necessary. This firm should bear the full responsibility for understanding this report, correlating data, and making proper recommendations and interpretations. We recommend our affiliate Instant Testing Company for this work during the conswction phase of the project. STANDARD OF CARE The recommendations contained in this report are professional opinions. Please be advised that UBC Section 2303 (a) reads in part, "All buildinqs and portions thereof shall be designed...." Twice we have requested that the drawings and calculations for the remaining portions of the building be submitted for review. Apparently a misunderstanding exists, because twice you have submitted uncertified shop drawings including only the arches and their anchor fasteners. This is what is required: (1) All portions of the building must be designed and constructed to sustain, within the stress limitations specified in the building code, all dead loads and all other loads specified in Chapter 23 of the Uniform Building Code as amended, or elsewhere in the building code. Such analysis shall result in a system which provides a complete load path capable of transferring all loads and forces from their point of oriqin to the load resistinq elements. The analysis shall include, but not be limited to, those items listed in UBC Section 2303 (b). (2) Submit two sets of structural plans and calculations for review. The drawings and calculations must be certified by a professional enqineer registered and licensed by the State of Minnesota to practice (structural) engineering. Inspections - Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. It is necessary that the Sta[e Health Department make roughing-in and final inspections of the plumbing system to determine whether it complies with the Code. Provisions should be made for applying an air test at the time of the roughing-in inspection as outlined in Minn. Rules p. 4715.2820 of the Code. In order to facilita[e this work, there is attached a self-addressed card which should be returned, indicating the name of the plumbing contractor so that arrangements can be made for the State Health Department to be notified by him as to the time that the installation will be ready for test and inspections. 'Fhis procedure is in violation of Eagan's City Code Section 10.01, Subdivision 3, which states that it is unlawful for any person to deposit refuse from any source --- rubbish, offal, or the body of a dead animal--- in any place other than a sanitary landfill. Because of this situation, your building permit has had a hold placed on it by the Community Development Department. The following conditions must be met before we will release the hold on the church's building permit: 1. The City must be given notice of the time and day when the solid waste refuse will be dug up and hauled to a sanitary landfill. 2. A City employee representing the Community Development Department must be present on the site as an observer during the time of removal of the refuse. 3. Copies of the dumping receipts from the sanitary landfill must be submitted to the Community Development Department. 4. You will have fifteen working days from receipt of this letter to properly remove and dispose of this refuse. Zf you fail to comply with these conditions, the City will be forced to take further action against you. Please be advised that UBC Section 2303 (a) reads in part, "All buildings and portions thereof shall be designed...." Twice we have requested that the drawings and calculations for the remaining portions of the buildinq be submitted for review. Apparently a misunderstanding exists, because twice you have submitted uncertified shop drawings including only the arches and their anchor fasteners. This is what is required: (1) All portions of the buildinq must be designed and constructed to sustain, within the stress limitations specified in tha buildinq code, all dead loads and all other loads specified in Chapter 23 of the Uniform Building Code as amended, or elsewhere in the building code. Such analysis shall result in a system which provides a complete load path capable of transferrinq all loads and forces from their point oP origin to the load resisting elements.
