The following items were observed at the time of inspection. City Administrator ¦ The timber wall appears rotten in places and tipping 6 to 8 inches. ¦ The timber wall has a bow in two spots and appeazs to have water running through. There is foam sealant over rotten areas.. • The deck footings are 30 inches from the face of the wall and the posts aze out of plumb by 4 to 6 inches and appear to be settling towards the pond. This evaluation is based on: a site visit I performed on September 10, 2009; verbal statements made to me by you regarding construction means and methods; and construction progress photos taken by you. The construction of the retaining wall appears to be structurally stable and in general conformance with the timber wall cross section that I prepared dated July 16, 2009. Construction details appear to have been followed correctly. This evaluation was performed using the design guidelines presented in the second edition of the "Design Manual for Segmental Retaining Walls" (DMSRW) published by NCMA in 1996. Direct all surface drainage away from the retaining walls. If soil conditions, proposed layouts, or other design parameters vary from that assumed a revised analysis might be needed.
