I'm taking this opportunity, during compliance with the Notice Dated November 15, 2012 requiring an
onsite home inspection to identify sources of inflow in the public sewer system to ask the following:
What is the City doing regarding infiltration in the house lateral, both private and public segments.
After the conclusion of the lining project on Oak Chase Road, the contractors advised me that the post
lateral reinstatement CCTV inspection showed my lateral connection was full of roots.
I called pubic works and a crew came out that day to use a lateral camera to inspect my lateral from a
cleanout in the basement. My lateral, installed in 1975 is cast iron with hubless connections and the CCTV
inspection showed that there were no defects in my lateral i.e. no root intrusion or infiltration.
Unfortunately, the camera only had a 100' feet of cable and could not inspect the lateral from the property
line to the main line.
The City workers were not able to tell me if the City expects me to maintain their portion of the lateral from
the property line to the main line. This would require me to hire a private plumber who would use a
mechanical rodder/root cutter to clean the roots out of your section of the lateral. Roots are present due to
defects that have developed in the pipe. Sanitary sewers are not designed to allow root intrusion, growth
and blockages to form.
This process would also potentially damage the brittle Vitrified Clay Pipe further from the mechanical
cleaning device.
It would also cause the root mass to be deposited in the main line and potentially cause a blockage
downstream. Cutting the roots also is pruning and promotes more aggressive growth.
Finally, since I/I is a nationwide problem, utilities have been trying to eliminate it for decades since the
EPA Construction Grant Program. What has been learned is:
1. Piecemeal programs are not effective since about 50% of I/I is from the lateral, both public and
private. (Also includes private sector inflow sources)
2. While I applaud Eagan in initiating the program, it has been a problem for decades. I managed
the MCES Interceptor System from 1974-1988 and am familiar with peak flow problem.
I would like to know how Eagan is addressing the lateral issue.
I am also requesting an as built drawing of my lateral from the property line to the mainline. I intend in
having it cleaned by a private plumber but also want to get the defects in the lateral fixed.
