It was a pleasure meeting with you on June 20, 1984, in your home
to discuss various concerns that you have regarding the quality of
residential construction within our community. The specific mat-
ters that were raised during our discussion have been reviewed by
our Chief Building Inspector and a copy of his response to my
department is enclosed for your review.
Our Building Inspectors are certified to maintain conformance with
the State of Minnesota Uniform Building Code. Unfortunately, the
quality of workmanship, unless it violates a building code, is not
enforceable by our department. Workmanship and the quality of
construction varies dramatically from builder to builder and it is
difficult for our inspectors to overlook quality of workmanship.
However, as long as Unifurm Building Code regulations are met
which specifically include life safety, environmental health and
structural stability -- unfortunately the City cannot regulate
quality of workmanship.
I would like to arrange for you and our Chief Building Inspector,
Dale Peterson, to visit about building inspections and the overall
quality of workmanship that you pointed out in our recent dis-
cussion. Mr. Peterson is appreciative of your concerns, many of
which are shared by all of our inspectors on a daily basis.
Our special thanks to your son Michael for his gi£t to the City of
Eagan. His model home has found a permanent lot which is located
within the Municipal Center Building in the Building Inspections
Department. The building inspectors are usinq the model to answer_
questions and explain certain types of code enforcement to the
public. Again, thanks Michael.

I can understand the concern of older carpenters with today's ways of
building as I am one of them. As many older carpenters know, the general
construction practices in the early 1900's of a stud here and there and ajoist here and there, still provide safe, substantial shelter for human
beings. Today's construction standards are much more substantial than the
early 1900's, but somewhat less than the standards of the 50's and the 60's.
Today's new engineering concepts and ma[erials have eliminated the use of
excess lumber which is a valuable natural resource, but there has been no
compromise with safety or comfor[. .
I was deeply concerned with your question on the home at 4542 Oak Chase.
This is the one with hand-split cedar shingles on the roof. It was thought
that [he in[ermedia[e 30 16. felt interlayment had not been put in place at
the time of the installation. On .Iune 22, 1984 I contacted the contractor
and was assured the felt was in place and we could inspect it at any time.
My next concern was flashing. All the referenced dwelLings were flashed with
shingle [ins, drip caps, etc. with the exception of the s[ep flashings, which
is sometimes used, but is not a requirement or a necessity. At one time it
was common practice for carpenters [o place double joists under all
partitions; today it is only necessary under bearing wa11s. It was also a
common prac[ice and required to double plate a11 partitions; [oday only
bearing walls have to be double plated. The stairs I looked at were hard to
inspect, but I found the stair horses resting on a treated wood spacer. In
my opinion, this was good practice as the treated wood is decay resistant and
provided more durability to the stair horses.
Many of the builders or their construction consultants are experts with the
code. In order to maintain equal competition in the field, it is imperative
that we do not exceed the requirements of the State Building Code which is
mandatory. ALthough our days are very full, I would be happy to si[ down and
point out the code requirements to anybody who wishes to see or question
them. I have enclosed the inspection card for the dwelling at 4662 Parkridge
Cour[ which will explain why the on-site inspec[ion card did no[ have any
inspections on it. I feel it may be a good idea to have the inspectors sign
off on the card for any concerned person to see.
