I have reviewed for code compliance the plans submitted with your building permit
application for the above-referenced project. The comments below refer to documents
which comprise the Minnesota State Building Code and other applicable codes and
ordinances of the City of £agan. Certain code deficiencies may not have been included
in this report, but this shail not be construed as an approval of such code deficiencies nor
relieve the responsble parties from complying with said codes.
As discussed in our telephone conversation on August 16, of primary concem is the close
proximity of the proposed structure to the adjacent privately-owned properties and public
ways. It is my understanding that the building will contain metering and regulation
equipment which is supplied by one natural gas pipeline at a pressure of approximately
500 pounds per square inch. A manual shut-off valve exists on the supply. However, at
these pressures, the potential for a combustion explosion exists, should a massive leak
occur, unless some safeguards are provided to prevent an explosive mixture of natural gas
and air to accumulate. Ventilation of adequate design might provide such a safeguard.
If such a method is properly designed or substantiated by a competent design professional
licensed pursuant to Minnesota Statutes Sections 326.02 to 326.15, we may (as permitted
by Section 105 of the building code) approve its use as an altemate in lieu of the specific
requirements of Cbapter 9 of the building code.
A certified report and/or calculations on ventilation are also required in order to complete
the processing of your permit application.

As requested, a review of the Eagan T.B.S. #1B measurement
building design was performed to determine if adequate
ventilation and/or precautions exist in the event of a gaa
leak within the building.
It is Enron's policy to design syatems £or aafe and efficient
operation. For metering and regulating buildinga, all gas
vents and reliefa are piped outaide the building as required
by Department of Transportation (DOT) Pipeline Safety
Regulationa Part 192, Title 49 Code of Federal Regulationa
(CFR) - Lateat Edition. Thia eliminatea any source of gae
leakage inside the building during normal operationa.
Venting of all gas outaide the building allows the building
to be classified as a Class 1, Divieion 2 hazardous location.
All elactrical devices inaide the building are intrinaically
safe according to the National Blectrical Code thus
eliminating any sources of ignition_ All conduits leaving
the building are sealed to prevent the leakage of gas into
the conduit.
Enron's building design ie baaed on normal operation but
allowances are made to handle emergency situationa.
Ventilation is deaigned into the building to provide
protection in the case of a failure which reaulta in gas
leaking inside the building. Enron Gas Pipeline Group
gngineering Standards provide guidance for safe consistent
designs. Employee safety as well ae public safety is a great
concern to Enron_
Part of ihe Enron Group of Energy Componies
Per Enron Gas Pipeline Group fingineering Standard 6010,
Guideline for Claesification of Areas for Electrical
Installations, a typical ventilation rate of 1 CPM per square
foot of floor space or 864 CFM would be required £or the
Eagan #1B building. The calculated ventilation rate ia 1338
CFM or approximately 1.5 times the typical_ (See attached
standard and calculations_)
Based on DOT regulations, National Electrical Code
requirementa, and Enron Gas Pipeline Group Engineering
Standards, the design of the Eagan #1B meter and regulator
building hae adequate ventilation as well as other
precautions to handle the leakage of gas within the building.

I have reviewed for code compliance the plans submitted with your building permit
application for the above-referenced project. The comments below refer to documents
which comprise the Minnesota State Building Code and other applicable codes and
ordinances of the City of Eagan. Certain code deficiencies may not have been included
in this report, but this shall not be construed as an approva] of such code deficiencies nor
relieve the responsible parties from complying with said codes.
As discussed in our telephone conversation on August 16, of primary concem is the close
proximity of the proposed structure to the adjacent privately-owned properties and public
ways. It is my understanding that the building will contain metering and regulation
equipment which is supplied by one natural gas pipeline at a pressure of approximately
500 pounds per square inch. A manual shut-off valve eaasts on the supply. However, at
these pressures, the potential for a combustion explosion exists, should a massive leak
occut, unless some safeguards are provided to prevent an explosive mixture of natura] gas
and air to accumulate. Ventilation of adequate design might provide such a safeguard.
If such a inethod is properly designed or substantiated by a competent design professional
licensed pursuant to Minnesota Statutes Sections 326.02 to 326.15, we may (as permitted
by Section 105 of the building code) approve its, use as an alternate in lieu of the specific
requirements of Chapter 9 of the building code.
A certified report and/or calculations on ventilation are also required in order to complete
the processing of your permit application. '
