The purpose of this letter is to report the findings of a structural engineering review of the
distressed foundation system for this residence under construction.
ASSIGNMENT
Ulteig Engineers, Inc./ J. H. Dahlmeier Engineering, Inc. has been retained to provide a
structural engineering review of the concrete foundation wall system with respect to freezing
for the residence under construction at 1675 Oakbrooke Court in Eagan, MN, as directed by
Bob Speed of Twin Cities Concrete Systems, Inc.
BACKGROUND
The structure is a single-family residence. The construction consists of cast-in-place concrete
foundation walls with wood framed superstructure.
The foundation walls were poured on December 6, 2001, during a minor cold streak. By
mistake, a"summer° concrete mix was used for the pour. During removal of the concrete
forms, the face concrete "pulled away" at several areas.
The Building Inspections Department wishes to have an independent structural engineering
review of this condition with respect to structural soundness.

OBSERVATIONS AND COMMENTS
1. The following information was provided by Bob Speed of Twin Cities Concrete
Systems, Inc:
a. The foundation system is a standard nine-foot high concrete wall installed in
accordance with J. H. Dahlmeier Engineering Inc.'s standard C.I.P. foundation
wall drawings. The Dahlmeier design packet requires a minimum of 3000 psi
concrete.
b. The air temperature on the day of the pour was approximately 25 degrees.
c. The delivered concrete was a 3500 psi mix.
d. A rebound hammer test was pertormed by Cemstone Concrete Solutions.
Copies of the test results were supplied to Ulteig engineers, Inc./ J. H.
Dahlmeier Engineering, Inc. The tests indicated that the average compressive
strength of the concrete after 46 days was about 3300 psi.
e. The "pull off°damage was minor surtace defects and has since been repaired.
2. The most probable cause of the "pull off° was the surFace temperature being lower
than that of the wall's core. As the damage was minor, non-structural, and has since
been repaired, the foundation wall will be adequate once it has cured to the strength
indicated in the structural design.
3. The rebound hammer test results indicate that the concrete has since cured to a level
above the required design strength of 3000 psi. If the concrete had froze prior to
reaching a compressive strength of 500 psi, curing would not have proceeded. Since
the strength has since reached 3300 psi, freezing did not occur and the concrete
strength has not been diminished.
4. No structural corrective measures are required.
PROFESSIONAL OPINION
5. It is my professional engineering opinion that:
a. The foundation system at the area in question is structurally adequate and
meets the requirements of the Code.
b. The distress was caused by the use of the summer mix during cold
temperatures.
c. The concrete has since cured to a level of strength sufficient for the design.
d. No structural corrective measures are required.
GENERAL
6. A site visit was not conducted for this project. The observations and opinions stated in
this report are based on information provided by Bob Speed of Twin Cities Concrete
Systems.
7. No other engineering was requested or pertormed for this project.

It is in regard to the poured wall at 1675 Oakbrooke Ct.,Eagan..
I talked to George Se11, the Pulte Superintendent, and he said
there was still some concer? on the wall strength from the rebound
hammer test that was taken Jan. 21, 2002•
The concrete design was 3500# p.s.i. at 28 days with temperatures
at 72 degrees.
The concrete will reach or exceed the 35004k p.s.i., but with
temperatures in the 20's and 30's and some 40's, it will take a
longer period of time to reach the 350011 p.s.i. that the concrete
was designed for. My suggestion is we take another rebound hammer
test on March 15th to see where the concrete tests at that time.
I am very confident that it will test at full strength at that time.

Dear Jeff,
This letter is in reguard to a concrete poured wall at
1675 Oakbrooke Ct.,Eagan.
The pulling of the face of the wall inside and outside was
do to the ordering of a summer mix instead of a winter mix. The
difference was in the winter mix No.P3862 with more cement, and
the summer mix No.P3868 with more fly ash. The winter mix will
give a quicker set time. The wall was poured on Dec. 6. 2001
approximately at 3:15 p.m. and finished around 4:30 p.m.
Thefollowing day around 8:30 of 9:00 a.m. the forms were
removed and that is when it was discovered that the summer mix
hadvbeen used. There was no structual damage to the wall other
than we need to reface the spots where the face of the wall
pulled.
The rebound hammer test indicates that the wall has reached
its full strength of 3000 # P.S.I. and no freezing took place
of the concrete. 35oU
Enclosed is a copy of the order that was taken, one of the plant
tickets, one of the truck tickets that was sent with the driver,
and a copy of the rebound hammer test that was taken Jan. 21, 2002.
With the enclosed information this tells us the process that
took place, the type of matPrials used, and the condition of the
finished project.

As the volume of residential concrete being pumped continues to increase we've seen a need
for additional specialized concrete mixes to handle these pumping requirements. Cemstone
Products Company has redesigned their residential footing and poured wall mixes to meet these
needs. We now have available four new, 3000 psi pumpable footing mixes as well as four new
3500 psi pumpable wall mixes. •
