continued from the October 21, 1980, meeting was next considered. Plr. Bob Carlson
and Orrin Thumnson appeared on behalf of Orrin Thompson Homes and reviewed the pro-
posed four-plex units indicating depth of [hree units maximum. There were concerns
about security and patrulling in those areas and it was no[ed that some construc-
tion had taken place on the interior streets. Parranto moved, Wachter seconded the

1. Landscaoe plans shall be aporoved by the City staff and the landscane bond
shall be required and not released until one year af[er the landscaping has been

2. A tot lot shall be loca[ed within this townhouse area and site plans shall
be approved by the City staff.
3. The by-laws of the homeowners association for [his area shall be avnroved

A pe[i[ion had been received from two property owners near 0'Leary Lake in
the Ducke:ood Estates area requesting a feasibility report concerning a storm sewer
ou[1et for the lake under Improvemen[ Project 11322. The two property owners, namelv
S[eve K1ein and Bruce Reikowski were present. Wachter moved, F.Ran seconded [he
motion to accept the petition and to direct the engineer to prepare a feasibility
report covering the project. A11 voted in favor.
DAKOTA CO[P7TY CEYTRAL LIBRARY
Mr. Rod :•icDonald and Richard Brooks, the administrator and assistant adminis-
trator respec[ively of the Dakota County Library System, appeared with plans for
the Dakota County Library facility [o be located on Wescott Road in Eagan. The
C Council reviewed [he site and construction plans with the staff inembers in detail
and recommended that the Library Board take al[e mate bids for excavating the lower
Ievel. Egan moved, Wachter seconded the motion to direct the Citv Adminis[rator [o
compose a letter to the Dakota County Library Board and the County Board recommend-
ing that the western portion of the site be excavated at the time of construc[ion
of the library building. All vo[ed in favor.
