Recent research into special assessments associated with the above-
referenced project and related financial responsibility of your pro-
perty identified as Parcel No. 10-03700-010-04 revealed that the
assessment obligation as presented at the final assessment hearing
held on July 5, 1983 in the amount o£ $187.00 was in error. This
assessment was based on the property containing only 5,000 square
feet. Recent calculations of the description of this property in-
dicates that there is 5.39 acres excluding all existing dedicated
right-of-way.
In using the new area computation-and providing a 20% credit for
future right-of-way, easements, etc., the net assessable area
should have been 187,832 square feet which would result in an assess-
ment of $7,025.00.
Therefore, please consider this letter formal notification that on
November 1, 1983, the City Council will be considering a revision
to the assessment roll to correct this error accordingly. This let-
ter then is your formal notification of this public hearing to be
held at 7:00 P.M. on November 1, 1983 at the Eagan City Hall.
These rates are calculated in accordance with the trunk area storm
sewer rates that were in effect at the time of the original public
hearing for this project which was held on June 16, 1981.
The enclosed assessment notification provides you with the informa-
tion pertaining to payment of this new assessment amount.

Alfred s Jeanne Wiger's home is an older home which has been added
onto in different directions. This could cause some problems in
case of a fire. Some of the probiems are:
a- Their own son sleeps in a remodeled attic with ladder for entry.
b- The area where the foaCer children sleep is a basement area evith
a tunnel connection to the main house.
c- The furnace is located in the tunnel area.
d- The stainvay from house to tunnal area dces not have an adequate
amount of headroom as required by today's building code.
Mr. & Mrs. wiger have ordered Four smoke detectora and ABC-type fire
extinquishers to improve their home from a fire standpoint.

Legislation provides for possible replacement housing suppiemental payment to owner-occupants of a housing
unit which will be acquired for public use. The intent of this legislation is to assist the owner•occupant to
puxchase and relocate into xeplacement housing which is decent, safe and sanitary.
The replacement housing supplemental payment is the difference, if any, between the price of compazable
replacement housing availa6le on the market and the acquisition price of the housing included in the parcel
described above.
The Department of 'Iransportation has conducted a survey of the housing market in your area. Based on this
survey, it has been determined that comparable repiacement housing is available and as a result you are entitled
to a replacement housing supplemental payment of $ 3,150.00- as of this date..This amount is 6ased upon a
total acquisition price of $ 256,500.00 for youx pxoperty of which $140,500.00 is allocated to your present
housing, (residence and building site). Any change in the acquisition pxice will require recomputation of the
replacement housing supplemental payment.
You will be entitled to the supplemental housing payment of $ 3,150.00 only if the cost of your replacement
housing is equal to or exceeds the total price of $143 , 650.00 . If the cost of your replacement housing is less
than that total amount you will only be entitled Co a supplemental housing payment equal to the difference, iF
any, between the pxice the State pays you for the market value of your housing and the price you pay for your
replacement housing.
If after evaluating the housing market you find the indicated amount of supplemental housing payment to be
inadequate, you may appeal the same by wxiting to A. J. Dinneen , Director of Right of 4Vay Operations,
Room 511 , Transportation Building, St. Paul, Minnesota, 55155, setting forth your facts, including propexties
which }rou consider comparable and your xeasons therefore. Your appeal must be made within 18 months
subsequent to the specified vacation date, if youx property is purchased through direct purchase.
In order to receive the indicated payment, you must purchase and xelocate into housing which meets the standards
for decent, safe and sanitary hous'rng within one year subsequent to the date you vacate your present dwelling.

Following is in response to the questions raised in your letter of
May 23, 1980 concerning I-494 and the property owned by your client,
Alfred J. Wiger.
A design publ9c hearing was held on August 25, 1977 for I-494, including
the portion in the vicinity of the Wiger property. The Environmental
Impact 5tatement for I-494 in Dakota County was approved by the Federal
Government on January 23, 1979 and by the State of Minnesota on
February 21, 1979.
The recently announced postponements of highvaay projects did not affect
the timetable of I-494 in Dakota County. The segment of I-494 in the
vicinity of your client's property is presently schedu7e for letting in
April 1982, with construction to start shortly thereafter.

Recently Johnson Bros. Corporation was awarded a contract to construct
portions of I-35E and I-494 in your neighborhood. Earthmoving operations
plan to start mid-Sune. The project is scheduled to be completed in the

majority of the earthwork done this fall.
A large earthmoving project like this one involves a lot of large pieces
of equipment crossing Blue Gentian Road down hy NSP`s transmission lines.
To avoid a possible hazardous intersection we have proposed that Blue
Gentian be closed west of the residential neighborhood. This will also
keep our construction people from driving on Blue Gentian to get to
Highway 55.
We will have a field office along Highway 149 just south of Blue Gent3.an
Road. Once a phone is installed we will pass the phone number along to
" you. For now I can be reached at our Division Office in 24inneapolis at
544-6061.
