The City is in receipt of a building permit application for an addition to an existing detached
garage at 2091 Opal Drive. The purpose of the addition is to fill a gap between an existing
detached and existing attached garage. The proposed addition is approximately 44 sq. ft.
The addition, as described by the homeowner in the attached narrative, will be constructed of
vinyl siding to match the home and both garages.
City staff acknowledges that the detached and attached garage exceed the amount of
accessory space allowed on the property. In addition, the property already exceeds the
building coverage of 20% allowed on the site. The site is currently at 21.9% and the
proposed addition will put the site at 22.27%. This is a nominal increase of 0.37%.
City staff was unable to find any comments tied to any of the prior building permits regarding
building coverage or accessory square footage. Given the slight increase in the footprint and
that the roof coverage already exists, city planning staff is able to sign off on the building
permit.

My wife and I live at 2091 Opal Drive in Eagan. We currently have a two car garage (the original one, located
at the rear of the property) and a 2.5 car garage, which is attached to the house and located in front of the
original garage. There is about a two foot gap between the garages. The two feet is covered by the front garage
roof which hangs over the back garage roof by a couple of feet. The back garage has a garage door and the
front garage has two garage doors (one on the street side and one at the rear, so as to have access to the back
garage). We are able to close the garage doors to keep the weather out of the two garages themselves, however,
since the sides of the two foot open space, between the garages, is not covered, rain, snow, wind, leaves, etc.
accumulates between the two garages. As it is now, it creates a burden, and is an eye -sore.
We would like to have the two sides covered with our home siding to keep the weather out. This would improve
the home both cosmetically and spatially. We would be able to improve that area and create storage by
putting shelving at both ends of the space. We, as well as our neighbors, who have a deck facing one side of
our garages, would all benefit from having this space enclosed.
We would like to mention that the closing of the two sides between the garages would be within the existing
footprint thus no footage would be added to the front garage in the direction of the street and no footage would
be added to the back garage going toward the back property line. Our neighbors would see one nicely sided
building rather than a building, then a two foot gap, through which the lawnmower and other machines are
visible, and then another building. Also, if the sides were enclosed, we could heat both garages with the current
gas heater in the front garage. That would really be helpful for doing all sorts of things in the garage when the
weather is cold.
Our contractor, RR Construction, has already done many weeks of planning with the City of Eagan. We do
realize that the garages cannot be connected physically because one has a foundation and the other is on a
floating slab. But it is our understanding that in enclosing the sides, the contractor can come very close to
connecting the two garages.

Attached are three pictures that show the gap and the roofs over the gap. We are hoping that the City of Eagan
will grant us a permit or a variance which will allow us to make this home improvement.

SUBJECT: Garage Addition at 2091 Opal Drive (Permit EA
The City is in receipt of a building permit application for an addition to an existing detached
garage at 2091 Opal Drive. The purpose of the addition is to fill a gap between an existing
detached and existing attached garage. The proposed addition is approximately 44 sq. ft.
The addition, as described by the homeowner in the attached narrative, will be constructed of
vinyl siding to match the home and both garages.
City staff acknowledges that the detached and attached garage exceed the amount of
accessory space allowed on the property. In addition, the property already exceeds the
building coverage of 20% allowed on the site. The site is currently at 21.9% and the
proposed addition will put the site at 22.27%. This is a nominal increase of 0.37%.
City staff was unable to find any comments tied to any of the prior building permits regarding
building coverage or accessory square footage. Given the slight increase in the footprint and
that the roof coverage already exists, city planning staff is able to sign off on the building
permit.

Here are the photos of our "gap". I believe one of the photos shows the siding, which is new vinyl (thanks to the hail
storm in August). The home and both garages will be the same.
