RE: CLAIM FOR VEHICLE DAMAGE JULY 15, 1980
As the result of the storm on July 15 I was called out to provide emergency
assistance in the clean up of storm damage within the community. I was
utilizing the City's front end loader and trying to clear streets and
intersections of fallen trees, debris, and other miscellaneous items.
While performing this work an Eagan City Police Officer, Donn Smith, was
working in the area. In going down the street I was asked by Donn to
remove a fallen tree on a private property owner's vehicle. The tree had
fallen across the roof of the car causing extensive damage to the vehicle.
I was asked to lift the trunk of the tree £rom the vehicle in order that
the owner and others could physically push the vehicle out £rom underneath,
allowing me to push the tree out of the way. Using the bucket on the front-
end loader I carefully maneuvered the bucket beneath the tree in an attempt
to raise it from the car. In the process of doing so, because of the
instability of the fallen tree which was resting both on the car, and
resting on the ground, the tree did at one time twist off of the bucket
onto the car at a height of between 4 to 6 inches. However, I don't be-
lieve any further damage was caused to the vehicle than what had already
been substained. Further, hecause of the manner in which the tree was
falling and resting on the car the branches of the tree helped to minimize
any further damage. With the owner present, I then proceeded to lift the
tree once again at which time the vehicle was pushed £rom beneath.
I believe this to be an accurate representation of the happenings of
July 15, 1980.
