City Administrator Hedges introduced this item regarding a request for two variances to allow for conshucaon of a
home addiuon and extension of the front entrance within the 30 Foot setback requirements, and two variances to
allow an existing shed within a front yard and wi[hin the 30 foot setback requirement, all on property located at 1420
Oster Drive. City Plaaner Ridley gave a staff report.
Mayor Maguire opened the public hearing. There heing no public comment, he closed the heazing and tumed
discussion back to the Council.
Councilmember Fields moved, Councilmember Bakken seconded a motion to approve two Vaziances to allow for
construction of a home addition and extension of h[ front enuance within the 30 foot setback requiremenu on
property legally described as Lot 9, Blockl, Oster Addition, located at 1420 Oster Drive, in the SE 1/4 of Section 4
subject to the conditions listed below. Aye: 5 Nay: 0

NARROW GARAGE WALL BRACING
FOR ONE- AND TWO-STORY HOMES
New portal frame designs, developed by APA, have been tested to show bracing
performance that is comparable to existing code -permitted bracing for residential structures
(APA Technical Topic TT -073). There is a frequent desire to use narrow wall designs without
hold-downs at garage door openings. According to the code, in the lower seismic regions of
the U.S., 24 -in. narrow wall designs can currently be applied with no hold-down devices
when the home is fully sheathed with wood structural panels (see Section R602.10.5 of the
2003 International Residential Code). One drawback, however, is the one-story limitation for
this application (see IRC Table R602.10.5 footnote b). The limitation represents a significant
restriction since many dwellings have a second story over the garage.
APA conducted a series of tests to justify expanding no -hold-down portal frame application
recommendations to two-story dwellings, where the portal frame is applied to the first story in
a fully sheathed structure in areas with low seismic risk (APA, 2003). Results of this test
program show that 16 -in. -wide portal frame designs, with a 6:1 height -to -width ratio as
measured at the vertical wall segment, performed comparably to wall bracing systems
currently accepted in the IRC for use in any of three stories of a fully sheathed structure.
APA tests show that the portal frame segment depicted in Figure 1 provides bracing -level
performance that is comparable to IRC bracing permitted under multiple stories. Use of the
detail shown in Figure 1, however, should be limited as follows:
• Use next to garage door openings only.
• Apply to the first story in residences of up to two stories.
• Completely sheath the structure with wood structural panels and use wall .comer
detailing as shown in Figure 1, per IRC Section R602.10.5.
• Use only in Seismic Design Categories A -C, and limit to wind speed regions in
accordance with the general conventional construction limitations stated in the IRC.

The plan to make these changes was notified to the City inspection team before the modifications were
made during foundation and footing inspections at the job site.
Field Modifications:
#1. The extension to the south of house was reduced by 1' 6". See attached partial revised plan of
the drawing Sheet 5, 6, 7, & 11.
#2. The existing front entry concrete landing and steps (with frost footings) were partially
demolished and most of the concrete landing area were abandon in placed instead of
excavating it out and creating a vault in its place and connecting to the existing sump area. The
planned footing and foundation wall were constructed as planned and the building footprints/
dimensions were note altered. Instead of framed wood structure and wood subfloor concrete
slab will be pour over the existing landing to create floor for that area. See attached partial
revised plan of the drawing Sheet 5 & 11.
#3. Garage to the main building entry door will be moved 4' to east so that it is on the footing wall
below. An additional door will be installed between the garage and the access to the upper level
stairway. See attached partial revised plan of the drawing Sheet 5, 6 & 11.
